2 GCM Talks a video series about UN s first-ever Global Compact for Migration A year and few months upon the start of local, regional and global consultations, the UN first-ever Global Compact for Safe, Orderly and Regular Migration (GCM) was finalized on Friday July 13, 2018 in New York. The agreed document is scheduled for adoption at an Intergovernmental Conference in Marrakesh in December The process was launched in September 2016, during a UN high level summit which has led to the adoption of the New York Declaration for Refugees and Migrants. The Declaration contained bold commitments by Member States, and concrete plans to materialize those commitments, on top of which the adoption of a global compact for safe, orderly and regular migration in The welcomed the completion of the GCM as an important commitment defining a range of principles, commitments and understandings among Member States, affecting nearly 260 million international migrants and the communities that host them, including considerations relating to human rights, humanitarian, economic, social, development, climate change and security issues. In this context IOM s Regional Office for the Middle East and North Africa, is launching this month a series of video interviews with global and regional experts about the GCM, targeting the general public, civil society, migrant organizations, media institutions and professionals and migration practitioners. GCM Talks aims to bring attention to this historic document and raise understanding of its content and value. You can view the first video on our Facebook or through the following link: This new issue of our monthly newsletter also brings you examples of some humanitarian operations, joint projects and innovative initiatives by some of IOM s mission in the region, such as the installation of 940 solar panels to generate electrical power to extract water from existing wells and through water company pipelines providing clean water to 35 thousand household in the area of Yemen s capital, Sanaa. 3 Launch of the World Migration Report in Arabic and the Situation Report on International Migration in the Arab region On July 2, 2018, IOM Regional Office for Middle East and North Africa and the United Nations Economic and Social Commission for Western Asia (UNESCWA) launched the 2018 World Migration Report in Arabic, and the 2017 Situation Report on International Migration in the Arab Region, in Cairo, Egypt. The event was presided by IOM Director General, William Lacy Swing, who presented the World Migration Report to the Arab and international audience present during the event. Karima Al Korri (UNESCWA) and Kristina Mejo (IOM), presented the main findings of both reports. The sessions were followed by Q&A. It brought together over 130 participants from a variety of entities. The launch event gathered several diplomats and representatives of consular missions in Egypt, UN, international and non-governmental organizations, academics, civil society as well as media professionals. Sewing A Life Yemen has one of the lowest per capita supplies of freshwater in the world due to the rising population and limited water resources. It is estimated that 90% of Yemenis do not have access to sufficient water and only 40% have access to safe drinking water. After four years of conflict and with the collapse of the infrastructure and the emergence of cholera, water scarcity has become even more pressuring. Nour s family fled Iraq in 1994.They spent seven years in Turkey as refugees, a period during which Nour s mother, Insaf supported the family by sewing and selling passport bags, bible covers and handbags.they were resettled in Canada in The Mission inyemen, is implementing one of Yemen s largest projects to provide clean water to 55 thousand persons in Amanat Al Asimah, Sana a. IOM s project comes at critical time where government is unable to provide citizens with electricity or basic needs. The project is based on the use of solar power through the installation of 940 solar panels divided over three sites, and near three government wells; an auto-sustaining solution that is environmentally friendly as well. The Solar panels will generate electrical power producing 305 kilowatts to extract water from the three wells and send it through water company pipelines, thus providing clean water to 35 thousand households by powering large electric pumps. This project is funded by Germany and the United States Foreign Disaster Assistance (OFDA) at the cost of 329,000 USD. The success of this project is expected to encourage other international actors present in Yemen to follow suit in providing lifesaving solutions in the provision of water and other basic needs. When Nour accompanied her mother in 2009 back to Iraq, her life changed. She met her other half, and started a family in her home country. Little did she know, it wasn t only her life that changed. With the start of the Syria crisis in 2011, and then the Iraq war against Islamic State of Iraq and the Levant (ISIL) in 2014, there were so many refugees and displaced women, sitting with no in come and nothing to do to get them out of their dark thoughts, Nour explained. So my mom came up with the idea of starting a sewing project. She had the skills to train the women and I had the time to run the project. A local church also supported us with a small space to set up the workshop. Currently, the "Hopeful Hands" sewing factory, established in Ainkawa, Erbil Governorate, gathers 29 working women all sharing one goal: to provide for their families. Despite their diverse backgrounds Christians, Muslims, Arabs, Kurds and Assyrians the women are sewing a life together. Managing Borders while Protecting Migrants Diplomatic Briefing on the Global Compact on Migration (GCM) Jordanian borders have witnessed in recent years large population movements due to instability in neighboring countries on both political and security levels. On 30 May 2018, IOM Regional Office for Middle East and North Africa and Country Office for Egypt hosted the first diplomatic briefing on the Global Compact on Migration (GCM), co-organized by the Egyptian Ministry of Foreign Affairs, the Embassy of Switzerland in Egypt and the Embassy of Mexico. There were representatives from 48 embassies, regional organizations and UN Organizations in Cairo. In total, there were 84 participants. Since the eruption of the conflict in Syria in 2011, the UN Migration Agency Mission in Jordan (IOM Jordan) has collaborated with and provided support to the Jordanian government to better address the situation at the borders and to manage more effectively the flow of displaced persons through the Humanitarian Border Management (HBM) pro gram. With support and funds from the European Union (EU), HBM has provided training to 51 Jordanian front-line officials, including female officers deployed at the borders.these trainings contribute to guide the interventions of front line officers working in isolated settings by integrating principles of international law in their daily work and by helping them identify potentially dangerous irregular situations. More so, the humanitarian operations in place to assist the Syrians stranded at the borders between Syria and Jordan have benefitted from an increase in the security and preparedness of the Jordanian authorities. Ismael, an experienced member of the Jordanian Armed Forces and one of HBM s trainees says his takeaways from the programme are enhancing our ability to address the needs of the most vulnerable refugees, such as women and children; and combating human trafficking, a crime against individuals and against the whole country. The briefing provided an update on the current status on the GCM process to the heads of diplomatic missions, regional and international organizations, UN agencies and consular representatives accredited to the Arab Republic of Egypt. The event was the first held in Egypt on the GCM. The session started with welcome remarks from representatives of the four host embassies and organizations: Mrs. Carmela Godeau, Regional Director for the Middle East and North Africa; H.E. Mr. Jose Octavio Tripp,Ambassador of Mexico; H.E. Mr. Paul Garnier, Ambassador of Switzerland; and H.E. Mr. Ihab Fawzi, Ambassador, Assistant Foreign Minister for Multicultural and International Affairs, Ministry of Foreign Affairs.This was followed by a briefing session by Mrs. Erica Usher, Senior Policy Advisor, Global Compact for Migration, from IOM Headquarters in Geneva; and Mr. Jorge Gonzalez Mayagoitia, Head of Migration and Refugees Affairs, Permanent Mission of Mexico to the United Nations in Geneva. Following this, there was a lively Q&A session with participants, and representatives from IOM and the Government of Mexico. 6 IOM Morocco at «Nuit Blanche du CinémaVII» The 7th edition of nuit blanche (white night) for cinema and human rights took place June in Rabat, with this year's focus on the right to health. The Mission in Morocco provided support to the event, through the project "promoting the health and protection of vulnerable migrants transiting through Morocco, Tunisia, Libya, Egypt and Yemen" financed by the Finnish Development Cooperation. On the opening evening, Ana Fonseca, IOM Morocco s Chief of Mission, presented the film "Lucky Specials" which sheds light on the migrant s fight against thetuberculosis epidemic. Representatives of World Health Organization (WHO), UN High Commissioner for Refugees (UNHCR), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and others were present for the opening. Several movies screened during the white nights were related to the thematic "health right access in Morocco". A panel discussion on the issues of the right to health and the constitutional guarantees and justiciability of this right in Morocco, was organized and attended by WHO, the Supreme Court of Justice of Mexico and finally the collective for the right to health. Health and Livelihoods Bring together Syrians, Lebanese The Mission in Lebanon launched a project aimed at strengthening health services in two public health facilities in Bar Elias and Majdal Aanjar in the Bekaa region.the project required rehabilitation of the public clinics. 35 Syrianw in vulnera/wp:asrefugees etbchowfmko.mdi1/eno6sgvyp7it / and Lebanese citizens, w/wp:asetbchowfmk.n/cmpida1ne/pod9sviti / financially ble situations, were assigned with the works, and have benefitted from the activity. During June 2018, the project supported by the Slovak Republic provided health facilities with basic medical tools and equipment, identified through a needs assessment previously conducted. What IOM has implemented in the health centers with the help of the Slovak contribution, is an excellent and tangible example of how, even with a relatively moderate contribution, support and help can still be provided.
