2 COMMISSION DECISION of [ ] on the financing of humanitarian actions in Yemen from the general budget of the European Union (ECHO/YEM/BUD/2010/01000) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EC) No.1257/96 of 20 June 1996 concerning humanitarian aid 1, and in particular Articles 2 and 4 and Article 15(3) thereof; Whereas: (1) The ceasefire concluded on 11 February 2010 put an end to the so called "sixth war" between Yemeni Government forces and followers of al-houti in northern Yemen. However, humanitarian organisations can currently provide only limited assistance to the conflict affected population due to the lack of funding and the lack of unimpeded access to beneficiaries; (2) It is estimated that there are over displaced people throughout the Governorates of Hajjah, Amran, Sa'ada, Al-Jawf and Sana'a. According to Governmental sources, in Sa'ada Governorate alone there are displaced people. Most of the displaced families live with host communities or independently in spontaneous settlements; (3) The consequences of the conflict in the North continue to exacerbate the other humanitarian problems that Yemen faces as national coping capacities are overwhelmed; (4) High global acute malnutrition rates above emergency thresholds across the country have been revealed by surveys conducted by international organisations; (5) The flux of people landing on Yemen's shores from the Horn of Africa remains constant and protection and assistance programmes should be maintained for a growing number of refugees and asylum seekers; (6) To reach populations in need, humanitarian aid should be channelled through nongovernmental organisations and international organisations including United Nations agencies. Therefore, the European Commission should implement the budget by direct centralised management or by joint management; (7) An assessment of the humanitarian situation leads to the conclusion that humanitarian aid actions should be financed by the European Union for a period of 15 months; (8) It is estimated that an amount of EUR 10,000,000 from budget article of the general budget of the European Union is necessary to provide humanitarian assistance 1 OJ L 163, , p. 1. 3 to over 275,000 displaced people, host communities and refugees, taking into account the available budget, other donors' contributions and other factors. The activities covered by this Decision may be financed in full in accordance with Article 253 of the Implementing Rules of the Financial Regulation; (9) Due to the rapidly evolving situation in the field and the nature of the actions to be funded under this Decision, it is necessary to establish a contingency reserve in order to meet unforeseen events; (10) The present Decision constitutes a financing Decision within the meaning of Article 75 of the Financial Regulation (EC, Euratom) No 1605/2002 2, Article 90 of the detailed rules for the implementation of the Financial Regulation determined by Regulation (EC, Euratom) No 2342/2002 3, and Article 15 of the internal rules on the implementation of the general budget of the European Union 4 ; (11) In accordance with Article 17(2) of Council Regulation (EC) No.1257/96 of 20 June 1996, the Humanitarian Aid Committee gave a favourable opinion on 08/07/2010. HAS DECIDED AS FOLLOWS: Article 1 1. In accordance with the objectives and general principles of humanitarian aid, the Commission hereby approves a total amount of EUR 10,000,000 for the financing of humanitarian actions in Yemen from budget article of the 2010 general budget of the European Union. 2. In accordance with Articles 2 and 4 of Council Regulation No.1257/96, the principal objective of this Decision is to provide humanitarian assistance and protection to displaced people, host communities and refugees in Yemen. The humanitarian actions shall be implemented in the pursuance of the following specific objectives: To improve the humanitarian situation of vulnerable populations affected by the conflict in Northern Yemen and to refugees by providing multi-sectoral assistance. A total of EUR 8,500,000 is allocated to this specific objective. To strengthen the efficiency and effectiveness of the humanitarian response through the coordination of humanitarian organisations in the field, (including the monitoring of the security situation and access problems), and the development of humanitarian advocacy. A total of EUR 500,000 is allocated to this specific objective. A total of EUR 1,000,000 is allocated to the contingency reserve. 3. The Authorising Officer may decide on non-substantial changes in accordance with Article 90.4 of the Implementing Rules of the Financial Regulation. Accordingly, without prejudice of the use of the reserve, when required by the changing circumstances, resources may be reallocated between the different specific objectives up to a maximum of 20% of the total amount of the Financing Decision or up to a total of EUR 3,000,000, whichever is reached first OJ L 248, , p.1. 4 Article 2 1. The period for the implementation of the actions financed under this Decision shall start on 1 May 2010 and shall run for 15 months. Eligible expenditure shall be committed during the implementing period of the Decision. 2. If the implementation of individual actions is suspended owing to force majeure or other exceptional circumstances, the period of suspension shall not be taken into account in the implementing period of the Decision in respect of the action suspended. 3. In accordance with the contractual provisions ruling the Agreements financed under this Decision, the Commission may consider eligible those costs arising and incurred after the end of the implementing period of the action which are necessary for its winding-up. 4. The Authorising Officer may, where this is justified by the humanitarian situation, extend the duration of the Decision for a maximum of 6 months provided that the total duration of the Decision does not exceed 18 months, in accordance with Article 90.4 of the Implementing Rules of the Financial Regulation. Article 3 1. As a general rule, actions funded by this Decision should be co-financed. The Authorising Officer, in accordance with Article 253 of the Implementing Rules, may agree to the full financing of actions when this will be necessary to achieve the objectives of this Decision and with due consideration to the nature of the activities to be undertaken, the availability of other donors and other relevant operational circumstances. 2. Actions supported by this Decision will be implemented either by non-profit-making organisations which fulfil the eligibility and suitability criteria established in Article 7 of Council Regulation (EC) No 1257/96 or international organisations. 3. The Commission shall implement the budget: * either by direct centralised management, with non-governmental organisations; * or by joint management with international organisations that are signatories to the Framework Partnership Agreements (FPA) or the Financial Administrative Framework Agreement with the UN (FAFA) and which were subject to the four pillar assessment in line with Article 53d of the Financial Regulation Article 4 This Decision will take effect on the date of its adoption. 5 EUROPEAN COMMISSION DIRECTORATE-GENERAL HUMANITARIAN AID and CIVIL PROTECTION- ECHO Humanitarian Aid Decision Title: Commission Decision on the financing of humanitarian Actions in Yemen from the general budget of the European Union Description: Humanitarian assistance and protection in Yemen Location of Action: Yemen Amount of Decision: EUR 10,000,000 Decision reference number: ECHO/YEM/BUD/2010/01000 Supporting document 1 Humanitarian context, needs and risks 1.1 Situation and context The humanitarian situation in Yemen has continued to deteriorate in the first months of The scarce coping capacities of the country, classified as a least-developed country, are under severe pressure due to the war in Yemen s northern governorate of Sa'ada, the influx of mixed migration from the Horn of Africa, the effect of high food prices and the exhaustion of national resources. The resources of the affected population and national authorities are not sufficient to face these crises and external humanitarian aid is required. Underfunding has now forced humanitarian organisations in Yemen to significantly reduce their activities across all sectors. The 2010 Yemen Humanitarian Response Plan (YHRP) is only funded at 27.9 % (around EUR 40,000,000) 1. Needs in Yemen are growing and the number of beneficiaries is increasing. Humanitarian actors have started undertaking needs assessments to inform the mid-year review of the YHRP. The review will enable humanitarian actors to adjust their response and requested funds to changes in the humanitarian situation. If priority activities remain underfunded or not funded at all many humanitarian actors will be obliged to suspend assistance by the end of June. Additionally, no funding is available to provide urgently needed assistance in Sa ada Governorate when access becomes available. Access to beneficiaries is hampered by the growing insecurity even outside the former war zone in the north of the country. The humanitarian community continues to advocate unimpeded access to people in need and is taking steps to ensure security of staff and safe delivery of goods. 1 Situation as of 31 May 2010, source Financial Tracking System ECHO/YEM/BUD/2010/

6 The decision of President Saleh granting amnesty to northern Shiite rebels and southern separatists on 22 May 2010 offers an opportunity to reach a comprehensive peace agreement and open the way for a political dialogue. This may reduce political instability and improve humanitarian access. 1.2 Identified humanitarian needs PROTECTION There are a number of protection issues related to asylum seekers and refugees in addition to specific protection issues related to the conflict in the North. Yemen is the only country on the Arabian Peninsula to be a signatory to the 1951 Refugee Convention and its 1967 Protocol. Yemen grants prima facie refugee status to Somali nationals while other nationalities should be able to access a procedure carried out by UNHCR. Asylum seekers and refugees need protection from refoulement and access to a process for the establishment of their claims. Concerning the protection of internally displaced people (IDPs) advocacy for the respect of International Humanitarian Law (IHL) by the combatant forces is of paramount importance. Registration of IDPs in order to ensure access to assistance free from any form of discrimination based on political / ethnic grounds should be ensured. General needs in terms of protection relate to the protection from gender based violence and proper consideration of the gender aspects when designing the procedures for delivering assistance, protection of the most vulnerable with special needs (e.g. unaccompanied children, elderly, persons living with handicapped) by identifying them and referring them for tailored assistance. HEALTH The YHRP estimates that emergency health assistance related to the Sa'ada conflict should target some 1,000,000 inhabitants of northern Yemen, including both IDPs and the conflictaffected local population. The health situation in the war-affected areas is of particular concern due to civilian casualties and high demand resulting from the influx of IDPs. Health facilities need to care for war casualties, while mass population movement heightens the risk of diseases outbreaks, particularly in the absence of any formal communicable disease surveillance system. With the current crisis and increased workload for hospitals in the hosting areas, these facilities are also in need of additional medical capacity and medical supplies. This support is critical to reduce the morbidity and mortality among the displaced population. Health challenges in Yemen do not relate only to the internal conflict in the North. The population growth rate of 3.02% is one of the highest in the world: the population is expected to double to around 40 million within the next 23 years. Social development indicators such as under-five mortality (73/ 1,000 live births), child malnutrition (46% of children under five are underweight) and maternal mortality (36.6/1,000 live births), remain very high. There are many reasons for the high maternal and children mortality. As of 2006, in spite of 45% coverage of antenatal care, only 36% of births are attended by skilled health personnel. 23% of newborns are delivered with a low birth weight, and 46% of children are underweight. It is estimated that one third of all deaths among children under-five are due to vaccine-preventable diseases. Availability of comprehensive primary health care services ECHO/YEM/BUD/2010/

7 including mother and child health services will be vital for reducing the maternal and child mortality. The poor health indicators reflect the state of the country's health system: as of 2006 only 4.5% of GDP was spent on health. Only 50% of the population has access to health services; in rural areas, where almost 70% of the total population lives, only 25% has access to essential health services and there is only a 5% availability of selected generic medicines in the public sector. Yemen is prone to epidemics of communicable diseases including malaria, diarrhoea, measles and meningitis. Almost all communicable diseases are endemic in the country: lower respiratory tract infection is the leading cause of death (14%) followed by diarrheal disease (11%). Malaria is endemic in almost all parts of the country, with over 158,000 cases reported in The burden of non-communicable diseases is also increasing in Yemen (941 deaths/100,000). Without support to build health sector capacity, Yemen will struggle to provide essential necessary health care services to its population. FOOD ASSISTANCE, INCLUDING NUTRITION The latest national nutrition survey dates back from 2003 only. Given the absence of appropriate response to the problem since then, it is doubtful that the situation has improved. On the contrary, these already alarming figures have likely been further aggravated by the global food prices crisis of Almost four-fifths of the country s food grain requirements are imported, which makes the country extremely vulnerable to international food price increases and freight costs. According to the World Food Programme (WFP), Yemen was one of the 18 countries most affected by the 2008 crisis. Thus, with 58% of children malnourished, Yemen ranks number two in the world for the prevalence of stunting, after Afghanistan. In absolute numbers, the country has also been identified as a priority country for nutrition because it is one of the 24 countries that accounts for 80% of all stunted children in the world. It is also amongst the 4 countries in the world where underweight prevalence is higher than 40 %, along with Bangladesh, India and Timor- Leste. In 2003, acute malnutrition stood at 15%. A survey conducted by UNICEF in five districts of five governorates (Ibb,Taiz, Hodeidah, Lahej and Adhale) in September and October 2006 revealed similar figures with a wasting prevalence of 20.2%. The baseline prevalence of anaemia was severe, 81.5% among children, 83% among lactating women and 73.1% in pregnant women. It is estimated that malnutrition among Yemeni children is the underlying cause of 60% of under-five mortality. As to the Sa ada emergency, WFP and UNICEF carried out several nutritional screenings among children under 5, using mid-upper arm circumference in Sa'ada town and camps and in Hajjah between April and September Though not based on representative samples, those rapid assessments have indicated a very serious nutritional situation, with global acute malnutrition rates ranging from 17.4% to 39.8% and severe acute malnutrition rates ranging from 4.5% to over 10%. Even higher rates were reported in the eastern Malaheet region. By way of reference, the World Health Organisation's (WHO) threshold for considering a situation as critical is set at 15% Global Acute Malnutrition. The nutritional situation of refugees fleeing from Somalia, though of concern, is slightly better that of the Yemeni population; indicating thus a positive impact of WFP, UNHCR and UNICEF assistance. A nutritional assessment conducted in 2009 reported the following Global Acute Malnutrition figures for the main locations where refugees settle: 7.2% in ECHO/YEM/BUD/2010/

8 Kharaz camp, in Basateen 9.2% and in Sana'a city 10.9%. Stunting affects 22% of children in Kharaz, in Basateen, a similar figure has been found and 19.4% in Sana'a. WATER AND SANITATION/HIGIENE (WASH) Yemen is one of the most water scarce regions in the world and scarcity is increasing with only 125m3 of renewable water per capita compared to 242m3 in 1998 and compared to a Middle East average of 1,250m3 and 7,500m3 in the world. The situation is particularly dramatic in the western part of the country where the rate of water extraction exceeds rain precipitation by 70%. It is projected that, at current level of extraction, the water reservoir in this region will dry up in a period of fifty years. Most of the rural and marginalised peri-urban population in Yemen live below minimum standards regarding water and sanitation. The following factors lead to this situation: i) general lack of infrastructure (water network, system, sanitation facilities) ii) poor water management, iii) scarcity of the resource increasing and iiii) high population growth. Less than 50% of the rural population has access to a sufficient quantity of safe drinking water and a majority uses unsafe and often polluted traditional wells or springs, often far from their living place. Poor hygiene behaviour contributes to water contamination and transmission of diseases (high rate of diarrhoea is endemic is some coastal regions).hygiene knowledge and perception by women in rural areas is quite low. SHELTER AND NON FOOD ITEMS (NFI) Since 2004 the northern governorate of Sa'ada has been the centre of armed confrontation between Yemeni authorities and Al-Houti followers. The conflict has resulted in extensive destruction of infrastructures and large population displacement in five governorates, Sa'ada, Sana'a, Amran, Al Jawf, Hajjah. The last round of conflict (August 2009 February 2010) was more intense and longer than the previous ones. According to UNHCR 2 the registered IDP population as of 5 May 2010 rose to persons. This represents a threefold increase of the number of IDPs as of August 2009 when the fighting erupted. These IDPs represent around 10% of the affected governorate population. Many IDP families do not see themselves in a position to live in camps (livestock, cultural barriers) and prefer to live in the host communities or independently in spontaneous settlements. 90% of the IDP population outside Sa ada governorate lives within the host community. Since the ceasefire of 11 February, security conditions have not been conducive to a massive return of the displaced. Obstacles to return include scattered land mines, destruction of housing, lack of basic necessities, the presence of al-houti followers in most areas and fear of retaliation against IDPs who are perceived by the al-houti followers as supporting the Government. Under the current conditions, UNHCR works on the assumption that 30% of the IDPs will return to their home area in 2010, and an additional 30% in The prevention of further displacement in Sa'ada and support for the reintegration of the most vulnerable returnees will require community-based projects and the provision of return assistance packages including emergency shelter for returnees and new distributions of non-food items. 2 Northern Yemen Emergency Factsheet Internally Displaced People, April ECHO/YEM/BUD/2010/

9 COORDINATION AND HUMANITARIAN ADVOCACY There has been a recent and growing interest from the international community in Yemen since the resurgence of terrorist activity, motivated by the fear of seeing Al-Qaeda in the Arabian Peninsula establishing a strong base in the country. A number of intergovernmental initiatives have been launched for coordinating the assistance given to the Yemeni Government in order to support the stability of the country and improve its governance. As in other comparable contexts, some donors will finance stabilisation programmes whose primary objective will be to rally populations to the Yemeni Government, implementing activities, similar to other humanitarian actions. There is a strong concern that some of these actions could interfere with the humanitarian agenda. In this context it is of prime importance to have a strong UN voice to advocate for and safeguard the Humanitarian Principles of independence, neutrality and impartiality and to help avoid confusion that would be detrimental to humanitarian assistance. Additionally, the adverse security environment is of great concern for humanitarian workers, and mechanisms for monitoring and assessing the security situation should be put in place. Access to beneficiaries is hampered by growing insecurity even outside the war zone. Security incidents have further challenged the provision of assistance in accessible areas of Amran and Al-Jawf Governorates, and have contributed to delays in reopening the joint UN office in Sa ada. The security situation remains unstable and far-reaching access has not yet been granted to any of the areas which were inaccessible prior to the ceasefire. 1.3 Risk assessment and possible constraints The ceasefire in the north of the country continues to hold. However progress in implementing the ceasefire conditions is very slow and the situation remains fragile. There is some concern that the conflict may reignite later this year. The secessionist tensions in the South could escalate into an open confrontation if political dialogue fails to deliver results. An eventual renewal of tensions in the North or South, in addition to clashes between the central government and tribal groups controlling the rural areas, and the threats of violent groups with links to al-qaeda, will restrict the access of humanitarian organisations and will constitute a serious security threat for humanitarian workers. Should these risks materialise, the suspension of the implementation of operations should be envisaged. Moreover, bearing in mind the very difficult operational environment, humanitarian organisations should consider a longer implementing period for their actions in order to avoid contract amendments at a later stage. Field presence based on knowledgeable local staff and a solid partnership with local organisations and communities are preconditions for successful security risk management. ECHO/YEM/BUD/2010/

10 2 Proposed DG ECHO response 2.1 Rationale When providing humanitarian aid to IDPs and the host population in conflict affected areas, the European Commission's Directorate-General for Humanitarian Aid and Civil Protection (DG ECHO) will bear in mind the extreme destitution that the majority of the population faces in Yemen, and in particular marginalised groups. Aid should be delivered in such a way that it does not constitute a magnet for people not directly affected by the conflict. Actions should clearly define to what extent and in what manner the host population will be covered. As to malnutrition, DG ECHO will focus as a priority on conflict affected areas. DG ECHO will be involved in case emergency thresholds are reached and where it has an added value / comparative advantage with respect to interventions funded by other financial instruments. DG ECHO's involvement could take the form of advocacy, technical assistance and substitution on a pilot basis (to demonstrate the validity of a given type of approach). When providing humanitarian aid to refugees, DG ECHO will pay attention to the standards applied compared with the situation of the general population in the area. 2.2 Objectives The principal objective of this Decision is to assist and protect displaced people, host communities and refugees in Yemen. DG ECHO's strategy with this Decision is to address the humanitarian needs of the Yemeni population, IDPs and refugees, and host communities. The strategic priorities of DG ECHO's response are: Provide humanitarian aid to the IDPs and host population of the conflict affected areas in the key sectors of Protection, Health, Food and Nutrition, Livelihood, WASH, Shelter & NFIs, and Coordination. Provide humanitarian aid to refugees in the potential key sectors of Protection, Health, Food and Nutrition, Wash, Livelihood The humanitarian Actions shall be implemented in the pursuance of the following specific objectives: To provide assistance and protection to populations affected by the conflict in Northern Yemen and to refugees, notably with registration, food distribution, water and sanitation, and primary health care Actions. A total of EUR 8,500,000 is allocated to this objective. To strengthen the efficiency and effectiveness of the humanitarian response through the coordination of humanitarian organisations in the field, (including the monitoring of the security situation and access problems), and the development of humanitarian advocacy. A total of EUR 500,000 is allocated to this objective. Due to the rapidly evolving situation in the field and the nature of the Actions to be funded under this Decision, a contingency reserve of EUR 1,000,000 has been established in this Decision in order to meet unforeseen events, such as the resumption of open hostilities in Northern Yemen. The geographical focus of these targeted interventions will be the whole of Yemen, in particular areas affected by conflict and areas with high refugee presence. ECHO/YEM/BUD/2010/

11 2.3 Components Under specific objective 1, in particular: o Health: Access to health care including referral mechanisms. Minimum Initial Reproductive Health Essential Package [MISP] such as referral for emergency obstetric care. Coordination, surveillance and response to outbreaks Training and equipment for emergency first aid o Food & Nutrition: General food distribution and supplementary feeding programme for IDPs Management of acute malnutrition o Livelihood support: Livestock support Community based projects Refugees in urban areas o WASH: Water supply: Water trucking Water well and rural water network completion and/or rehabilitation. Sanitation: In camps, simple pit latrines have been accepted by the population and remain a safe excreta disposal system in such a context Hygiene: Hygiene promotion is a pillar of the WASH response and should be done in a comprehensive manner. WASH NFI distribution should go along with hygiene promotion to give weight to the intervention. o Protection: Advocacy for respect of international humanitarian law (IHL) Registration of IDPs, profiling, camp design, protection monitoring Mainstreaming of protection and gender in the delivery of assistance Assistance and protection to asylum seekers and refugees o Shelter and Non food items: Camp management support Tents distribution to IDPs inside and outside camps Non food item distribution Return assistance package for IDPs ECHO/YEM/BUD/2010/

12 Under specific objective 2, notably: o Humanitarian coordination: Humanitarian advocacy and support humanitarian coordination mechanisms Monitoring and assessment of security situation 2.4 Complementarity and coordination with other EU services, donors and institutions This Decision takes into account the Yemen Multiannual Indicative Programme and the sectors identified for financial support, in particular, the interventions envisaged in the Health sector, Social Welfare (social safety net for the most vulnerable), livelihoods and nutrition enhancement. In the sector of livelihoods and nutrition enhancement DG ECHO will cooperate closely with the EU Delegation and EU Member States to ensure that the nutrition national programme provides an effective response to the children in areas where the Global Acute Malnutrition rate exceeds 10% and monitor closely the humanitarian situation of the country. In the current phase of emergency response, there are no interventions funded by this Decision that could be considered in the framework of linking relief rehabilitation and Development (LRRD). The largest donors of humanitarian aid after the European Union (Member States and Commission) are the United Arab Emirates and the United States 3. EU humanitarian aid to Yemen in 2010 is estimated at over EUR 22,000,000. (See Table 3 in Annex) 2.5 Duration The duration for the implementation of this Decision shall be 15 months. Should the situation deteriorate further, and in accordance with Article 2.4 of the Decision and on condition of the availability of funds, the implementation period will be further extended up to 18 months in order to ensure the most efficient use of financial resources, administrative and contractual procedures. This implementing period will allow the disbursement of funds covering the shortage of financial contributions during the critical summer months and the contribution of the annual programmes of the humanitarian organisations for the first half of Humanitarian Actions funded by this Decision must be implemented within this period. Expenditure under this Decision shall be eligible from 1 May The implementation of projects funded by the Commission's Emergency Decision (ECHO/YEM/BUD/2009/02000) ended in February The proposed eligibility date will reduce to a minimum any funding gap. Start Date: 1 May 2010 If the implementation of the Actions envisaged in this Decision is suspended due to force majeure or any comparable circumstance, the period of suspension will not be taken into account for the calculation of the duration of the humanitarian aid Actions. In this respect, the procedure established in the general conditions of the specific agreement will be applied. 3 Evaluation Under Article 18 of Council Regulation (EC) No.1257/96 of 20 June 1996 concerning humanitarian aid the Commission is required to "regularly assess humanitarian aid Actions financed by the Union in order to establish whether they have achieved their objectives and to produce guidelines for improving the effectiveness of subsequent Actions." These evaluations are structured and organised in overarching and cross cutting issues forming part of DG ECHO's Annual Strategy such as child-related issues, the security of relief workers, respect for human rights, gender. Each year, an indicative Evaluation Programme is established after a consultative process. This programme is flexible and can be adapted to include evaluations not foreseen in the initial programme, in response to particular events or changing circumstances. More information can be obtained at: 4 Management Issues Humanitarian aid Actions funded by the Commission are implemented by NGOs and the Red Cross National Societies on the basis of Framework Partnership Agreements (FPA), by Specialised Agencies of the Member States and by United Nations agencies based on the EU/UN Financial and Administrative Framework Agreement (FAFA) in conformity with Article 163 of the Implementing Rules of the Financial Regulation. These Framework agreements define the criteria for attributing grant agreements and financing agreements in accordance with Article 90 of the Implementing Rules and may be found at For NGOs, Specialised Agencies of the Member States, Red Cross National Societies and International Organisations not complying with the requirements set up in the Financial Regulation applicable to the general budget of the European Union for joint management, actions will be managed by direct centralised management. For International Organisations identified as potential partners for implementing the Decision, actions will be managed under joint management.
