Including Involuntarily Relocating Persons (IRPs) in the Russian Federation (193,000), Afghans in a refugee-like-situation in the Russian Federation (100,000; UNHCR estimate), Malians and Sahrawis in Mauritania (29,500), Colombians in the Bolivarian Republic of Venezuela (26,400), rejected Eritrean asylum-seekers in Sudan (37,400), former Filipino refugees in Malaysia (61,300), former refugees from Timor-Leste in Indonesia (16,200), and local residents-at-risk in Serbia and Montenegro (Kosovo, 85,000). 9 UNHCR figures for Pakistan only include Afghans living in camps who are assisted by UNHCR. According to a 2005 Government census and subsequent voluntary repatriation during the year, there are an additional 1.9 million Afghans living outside camps, some of whom may be refugees. Notes 1 This definition refers mainly to de jure stateless persons but also includes de facto stateless persons as well as persons who have difficulties establishing their nationality. 2 The large majority of persons recorded as stateless have permanent residence and enjoy more rights than foreseen in the 1954 Convention relating to the Status of Stateless Persons. 3 Ethnic Kazakhs with foreign citizenship who move to Kazakhstan and who may find themselves in a stateless situation for a period of time while applying for Kazakhstan citizenship. 4 The Republic of Latvia enacted a Law on Stateless Persons on 17 February 2004, which replaced the Law on the Status of Stateless Persons in the Republic of Latvia of 18 February 1999, and which determines the legal status of persons who are not considered as citizens by the legislation of any State and whose status is not determined by the 25th April 1995 Law (quoted below). 5 The Republic of Latvia by the 25th April 1995 Law on the Status of Those Former USSR Citizens who are not Citizens of Latvia or of Any Other State granted a transitional legal status to permanently residing persons (non-citizens) entitling them to a set of rights and obligations beyond the minimum rights prescribed by the 1954 Convention relating to the Status of Stateless Persons, and identical to those attached to the possession of nationality, with the exception of certain limited civil and political rights. Therefore, the exclusion clause provided by Article (ii) of the 1954 Convention is applicable to the non-citizens of Latvia. 6 This figure corresponds to Meskhetians in Krasnodar who are de facto stateless. Additional numbers of former Soviet Union citizens not originating from the Russian Federation who cannot be quantified may also still face risks of statelessness. 7 Figures are based on estimates from Amnesty International and Human Rights Watch. 6
