Dr. Richmond welcomed everyone and asked each committee member and visitor to introduce themselves. Page 1 of3

PPROVL OF JUNE 2012 MINUTES Mr. Siegrest made a motion to arove the minutes. Mr. Bossie seconded the motion. The committee aroved the minutes unanimously. 3. OLD BUSINESS Dr. Richmond advised the NC they could not entertain revisions to the Charter because they did not have a quorum. 4. NOISE OFFICE UPDTE Mr. Cannicle noted that Runway 9L/27R will be closed on Setember 17 for aroximately seven days for avement reairs. There will be two 24-hour closures and the remaining days will be nighttime closures. During the closures, Runway 13/31 will be used, excet at night when it may be ossible for the contractors to ull equiment back and ermit use of Runway 9L/27R. Mr. Reasoner asked Mr. Berlucchi how he will direct Runway 31. Mr. Cannicle ointed out that a ilot notice had already been distributed that set out the rocedures calling for aircraft to tum due west as soon as feasible. He said he would send coies of the materials to Mr. Berlucchi. Mr. Berlucchi said he would follow u as indicated. Mr. Reasoner said he areciated Mr. Berlucchi's efforts but his neighborhood would areciate it if he would have the ilots tum earlier to relieve some ofthe noise. Mr. Cannicle said the Oerations Deartment anticiates doing routine maintenance on Runway 9L/27R at night aroximately every three months, but that in most circumstances it would not result in closure ofthe runway, because the contractors would be required to ull their equiment off the runway when it was needed for an oeration. Mr. Berlucchi added that they will try to target Tuesday and Thursday nights in Setember, because they are the slowest days in the slowest month ofthe year. There was additional discussion about use ofthe south runway after Runway 13/31 is closed. Mr. Cannicle reminded the NC that Mr. Siegel is the contact for construction activities. Dr. Richmond asked if the NC members could get a tour ofthe south runway construction area so that they will have a better understanding ofthe roject. Mr. Cannicle said he would investigate this matter with Mr. Siegel and other BCD staff. There was a question about the status of the negotiations to demolish the hotel and marina on the west end. Mr. Cannicle deferred to Mr. Siegel. Mr. Siegel said they are in the acquisition hase and the roject is on schedule. The County is suosed to take ownershi of the roerty late this year or next year. Demolition is scheduled for Mr. Baldwin added that he read an e-newsletter article stating that rogress has been made with the Hilton. Someone asked if the roerty would go into eminent domain. Mr. Siegel said it deends but the County does not anticiate having to do eminent domain. Dr. Richmond asked if there was an udate with the City of Dania Beach renegotiating the settlement. Ms. Sandler said they are still working on it. Mr. Johnson ointed out how loud and low many ofthe oerations were at Site 10 in the July 7 Loud Events Reort. committee member asked if the BCD could track the number of oerations by hour from 10.m. to 6 a.m. for a twomonth eriod. Mr. Berlucchi recommended looking at the last quarter of 2011 to cover off-eak and eak oerations. Richmond requested the information be resented on a grah. The Committee suorted these ideas. Mr. Baldwin and Mr. Cannicle said they would reare the grahics. 5. PRESENTTION Comarison ofstage 3 and 4 Noise Benefits for Takeoffvs. Landing Mr. Baldwin noted the resentation was at Mr. Field's request and that since Mr. Field could not attend the meeting, he would discuss the resentation with him at a later date. The resentation is available on the BCD website. Dr. Richmond asked about noise from reverse thrust on landings. Mr. Baldwin answered that he information in the resentation included reverse thrust. Mr. Counts asked if there is an objective way to measure itch. Mr. Baldwin said Part 36 uses a metric called Effective Perceived Noise Level that takes tones into account. If an engine has a distinct tone, it gets enalized. Mr. Counts asked for clarification regarding the mention of "4" versus "6" in the EPNL certification of aircraft. Mr. Baldwin said he would bring a coy of Part 36 to the next meeting to discuss with Mr. Counts. 6. COMMITTEE COMMENTS ND QUESTIONS Ms. Sandler stated she is concerned about the construction lights on the other side of Greenbelt near the railroad tracks. She believes they are a safety hazard. She sent an to Mr. Siegel who referred her to the Project Manager; however, the roblem has not been resolved. Mr. Siegel said he would contact the Consultant again and follow u with Ms. Sandler. Ms. Sandler also said that since the south runway officially closed on ril 17, the noise readings south of the airort are still surrisingly high and asked if the readings were wrong. Mr. Baldwin noted that the readings are consistent with ast results related to noise from oerations on the north runway. Dr. Richmond agreed and said the variation had not been Page 2 of3

Mr. Berlucchi added that larger aircraft are tyically the big noise generators even though the roximity is further away. There was a comment addressed to Ms. Sandler that the majority of the incidents she questioned aear to be on Runway 13/31. Mr. Reasoner questioned the low altitude of a Sirit airlane's on one of the monthly reorts. Mr. Baldwin noted that the aircraft's transonder reorts altitude, which is a ressure-based measurement so they are not erfect. Mr. Reasoner asked several questions about how the monitoring system identifies single noise events, which led to a general discussion of the toic. Dr. Richmond suggested that Mr. Baldwin give a resentation at the December meeting about how the system works. Mr. Baldwin agreed to do so, although it might take a coule of meetings. Several committee members asked about why the reorts included the information that they do. Mr. Baldwin noted that the tables were develoed by the NC, but that changes could be made if the Committee thought it would be beneficial. Mr. Reasoner said changes should not be made until airort construction is comleted. Mr. Berlucchi agreed and added that on May 2, 2013, the SR is being commissioned at the new site west ofl-95 in the FedEx arking lot. Ms. Sandler referred to Boeing 73 7 arrival and dearture measurements at sites 4 and 5 within a 10-miunte eriod and if that meant there was a wind and runway change. Mr. Baldwin relied that the sites could have measured an arrival on Runway 27R and a dearture on Runway 27R by two different aircraft, without a runway change. Mr. Reasoner asked how much effect ground noise has on the monitors. In the ast, he observed where a construction crew laced a generator next to one ofthe monitors. Mr. Baldwin noted there is always a chance that kind of situation will occur when monitoring continuously in the community. Ms. Sandler asked if one lane could be tracked by every monitor. Mr. Cannicle said it was unlikely, but that he would look for examles of multile noise events from one oeration. The grou agreed to review the reorts before the meetings and choose secific examles for discussion. 7. CITIZEN COMMENTS ND QUESTIONS Mr. Counts asked what should be the aroximate altitude of large assenger and cargo lanes dearting to the west that follow all of the noise abatement rocedures when they reach 10,000 feet from the end of the runway at the south incinerator near State Road 7. Mr. Baldwin said that it deends on the aircraft model, wind, temerature, etc. Mr. Cannicle added that near the Turnike, for examle, it is 2,500 feet. Mr. Berlucchi said that two miles off the dearture end they can go through feet at 1-95 westbound and 2,000 feet is a good estimate ifthey go down another mile. DJOURNMENT Dr. Richmond called for a motion to adjourn the meeting. Mr. Johnson made the motion and it was assed unanimously. The next meeting will be December 10,2012. This temorary change in flight atterns will result in the use of Runway (Crosswind Runway) and lace air traffic over communities to the northwest and southeast of the airort.
