If you have been following the news you know that Federal employees and retirees are suggested subjects for different ways to decrease the Federal budget. There is no relief. See press release on page 4. We start our fall agenda 11 September with a speaker from the Vienna Police Department speaking on scams specifically toward seniors in our area. Bring your concerns and invite a friend for what should be a very informative presentation. Your latest issue of the NARFE magazine will show that none of the individuals running for National President received over 50% of the vote. Three candidates are to be voted on again. Instructions on the preferential voting and a new ballot will be in your September NARFE magazine. The deadline for voting is September 30. In order for your vote to be counted, you MUST vote for all three candidates. 3 points for your first choice, 2 points for your second choice and 1 point for your third choice. See separate article on voting summary on page 5 and see how your chapter voted. One of the publications I receive from NARFE reminded Chapter officers to consider why your members joined your Chapter. They suggest it may be advocating for benefits, speakers on legislation items, social, learn from others, etc. Your officers try to follow this outline and also include items that would interest seniors. We would like to know what topics interest you so feel free to call any of the people listed with your comments. Ho Chung, Mary A Golden, Joanne M Morgan, Robert Stonehill, Vienna; Karen Sandberg, Oakton; Lawrence Cresce, Leesburg were sent second renewal notices. The following members were dropped for nonrenewal: James J Casimir, Henderson, NV; Ann M Ellis, Victoria Koenig, Bruce Mercer, Jean Miller, Vienna; and Tracey A Shea, Reston. We have nine new prospective members. Two members passed away: Russell W Simpson and Edward F Turkaly. TREASURER S REPORT Bill Naff For the month of June we received membership dues of $ and the coffee fund contribution of $4.00. Our expense for the month of June was $36.21 for the chicken and luncheon expenses. For the month of July we received membership dues of $ At the June luncheon, the Alzheimer s 50/50 contained $56.00 and K. Dillinger was the winner of $28 which she donated to Alzheimer s. 3 . REPORT ON MAY 8 CHAPTER MEETING - Mary Margaret McGowan Meeting called to order by President Ralph Dantinne at 1:10 PM. Pledge of allegiance followed by poem for Mother s Day. Guest speakers were Senator Chap Peterson and Delegate Mark Keam who provided an update on Virginia Legislation and discussed the expansion of Route 66 and the possibility of pipelines in Virginia. John Horejsi gave an update on SALT Social Action Legislation in Virginia. Following the meeting, the chapter had their annual ice cream social. During May, Shirley Martin received the Mayor s award (Vienna) for her service at the American Legion Post 180 and Anne Shea received the Fairfax County Senior Recognition Award for Chapter REPORT ON JUNE 12 CHAPTER MEETING - Mary Margaret McGowan Call to order by Ralph Dantinne at 12:10 PM. Pledge of Allegiance led by Anne Shea followed by moment of silence for Ed Turkaly who died June 1. A celebration of life was scheduled for June 15 at the American Legion Hall in Vienna. Nancy Linn, Service Officer, announced that she had Prepare for Life Booklets. Wilma Grant, Area 10 representative, gave an update on the activities of the Virginia Federation. Ralph urged the members to consider volunteering to serve as an officer for 2019 and reminded the members about the Chapter s 50 th anniversary coming up in Kathy and Mark Arpa will attend FEDCON 18 in Jacksonville in August. Following the short business meeting, the members enjoyed a bountiful pot luck picnic with members socializing at round tables decorated by Margaret Murphy. SUNSHINE REPORT Harriet Epstein It s been a year with many losses for our NARFE Chapter. Here are two sad events that occurred in the late spring. After many health ups and downs Ed Turkaly passed on. We remember him as our contact with the Vienna Town Council, keeping us up-to-date on important local happenings. Murray Goldstein, who was living in a nursing home in Florida, also died. He was buried at Arlington National Cemetery at the end of August. We extend messages of sympathy to their families. I hope that everyone else is well and enjoying the summer, in spite of the hotter than ever temperatures. Please be sure to contact me if you have any member news to report. Thank You. 4 SERVICE OFFICER MESSAGE Nancy Linn Life Insurance and Annuity Information It is critical is to have your own mailing address correct on the forms that OPM has on file. Should you move to Assisted Living, or just down the street or out of the area, notify OPM by completing Change of Address Form, new address, new provider etc. Your annuity may be direct deposit and address or name of institution may change as well (if changing areas of the country). Designation of Beneficiary for CSRS SF2808 needs to be updated as well (even if no death but one is moving). Designation of Beneficiary for FEGLI (Federal Employees Group Life Insurance Program) SF2823 should include your new address, full names of beneficiaries, Social Security Numbers, complete addresses, relationship & percent or fraction for each. Read rules on back of these forms which is very important as one rule is as follows: Can a witness to a signature receive benefits as a designated beneficiary? Answer No. Life insurance proceeds will be mailed to the current address of beneficiaries on file. If an old address is used and mail has not been forwarded or time expired for forwarding (the Post Offices have very strict rules), the check could be floating or lost in the mail. You must provide OPM the current address of beneficiaries as well as your own address. All this is so very important. I am one of those persons updating forms as I just removed the name of my recently deceased son from my FEGLI beneficiary form. You may contact OPM Retirement Operations Center, P.O. Box 45, Boyers, PA Phone for forms. Please contact me with any questions at or my anancylinn@cox.net NARFE Issues Response to President s Denial of Federal Employee Pay Raise Alexandria, Va. (August 30, 2018) In response to the president s statement on August 30 setting across-theboard and locality pay increases at zero for federal employees, NARFE President Richard G. Thissen issued the following statement: President Trump s action to deny federal employees a modest pay raise of 1.9 percent demonstrates his disdain for the civil service. At a time when he continues to praise strong economic conditions and rising wage growth, and supports a 2.6 percent pay raise for the military, refusing to provide a nominal raise for our nation s hardworking federal employees shows clear contempt for those who carry out public service. We need the best and brightest to tackle our country s growing challenges and support our military, and a pay freeze only serves to damper these efforts. While the president fails to acknowledge the value of civil servants, NARFE is hopeful Congress will recognize a pay freeze is detrimental to both Feds and our country, and pass a pay raise as it reconciles the House and Senate appropriations bills. Thissen 5, % For Region 10 Vice President: William "Bill" Shackelford 1, % Charles Talley % Organization Distributed Returned Percentage NARFE Total 202,553 13, % Virginia Federation Chapters 8, % VA National Members 6, % VA Total 15, 068 1, % Chapter % Highest Federation Total Votes: VA: 1,151; CA: 1,078; FL: 978 As no candidate for National President garnered a majority of votes, a second round of voting will take place in August and September. The slate of candidates who have chosen to be included on the second ballot are: Steve Lenkart Ken Thomas Theodore A. (Ted) Van Hintum Ballots and candidate statements were published in the September issue of NARFE magazine, and online voting began August 10. Preferential voting was approved by the membership for use on the second ballot. Therefore, voters will be asked to rank their choices 1-3. Further information about preferential voting is included in the September magazine s voting instructions section. It may be helpful to refer back to the June magazine, which included an article about preferential voting. All members in good standing as of June 26, 2018 will be eligible to vote. The deadline to vote is 11:59 p.m. ET September 30, In order for your vote to be counted, you must vote for all three candidates. The three candidates listed above attended FEDCON18 in Jacksonville and spoke to the attendees at the NARFE Annual Business Meeting on August 29.
