1 ACEH PIDIE JAYA EARTHQUAKE Friday, 9 December :30 hrs (UTC+7) No.2 This situation update is provided by AHA Centre for the use of ASEAN Member States and relevant parties among ASEAN Member States. The information presented is collected from various sources including but not limited to ASEAN Member States, UN, IFRC, INGOs, & News Agencies. 1. HIGHLIGHTS President Jokowi arrived in Pidie Jaya this morning at 7:30am to look at damages and visit the earthquake victims in the hospital and the shelters for the relocated families. As of 06:00 am today, the National Disaster Management Authority of Indonesia (BNPB) reports that the death toll is at 103 people mostly from Pidie Jaya District. There are no longer any reported missing. 139 people are reported severely injured and 616 individuals with minor injuries. 2,929 houses were heavily damaged, along with 49 mosques, 139 shop houses, 2 roads and 1 bridge. The total number of the displaced are 12,017 people. Pidie Jaya is the most affected of the three districts with the highest numbers of deaths and damaged infrastructures. All the main roads from Banda Aceh - Aceh Besar - Pidie - Pidie Jaya are passable, though there are minor damages in Pidie and Pidie Jaya. Road repairs are being conducted rapidly with traffic/recovery signs installed at damaged roads. All roads are passable for trucks The National Search and Rescue Agency is leading the search and rescue operations with around 2,400 personnel covering Pidie Jaya and Pidie Bireuen. Urgent needs are food and clothing, medical equipment, medicines and medical services (orthopaedic specialists, medical doctors, paramedics), medical tents, portable toilets, shelter, and heavy equipment. Three more AHA Centre Staff is joining the one staff and four ASEAN-ERAT members already in Aceh to further provide assistance. In solidarity and in the spirit of One ASEAN One Response, BNPB accepted the offer of assistance from AHA Centre deploying relief items from the Disaster Emergency Logistic System of ASEAN (DELSA) stockpile. 2. SUMMARY OF DISASTER EVENT A 6.5 M Earthquake shook Sigli City, Aceh Province, Indonesia at 05:03 (UTC +7) with a shallow depth of 10 km. No Tsunami warning was issued. The earthquake was felt strongly in Pidie, Pidie Jaya and the surrounding districts. Based on the National Statistics Bureau (BP), the total population in Pidie District is around 425,974 while in Pidie Jaya District, it is 151,472. Based on the record of the ASEAN Disaster Information Network (ADINet), the area had been affected by earthquakes in the recent past. In October 2013, a 5.6 M earthquake shook Pidie District. 1
2 As of 06:00 am, the National Disaster Management Authority of Indonesia of BNPB reported that the death toll has reached 103 people mostly from Pidie Jaya District. Moreover, 139 people were severely injured and 616 sustained minor injuries. The earthquake s impact on infrastructure resulted to some 2,929 houses heavily damaged, 139 shop-house, 49 mosques, 1 school and 1 hospital collapsed. Aceh International Airport is not affected and fully operational. Power is already up in Pidie Jaya and in areas leading to Pidie. Bandar Baru also has electricity. On 7 December, the Government of Aceh Province has issued a provincial level state of calamity applied for 14 days until 20 December The BNPB through their spoke person Mr. Sutopo Nugroho stated that there is no request for international assistance at this time. 3. ASEAN RESPONSE ASEAN Member States Malaysia through their National Disaster Management Agency has officially offered assistance for the deployment of Special Malaysia Disaster Assistance and Rescue Team (SMART), an INSARAG heavy classified team to support Urban Search and Rescue (USAR) operations. Two ASEAN-ERAT members from Malaysia are also deploying to Banda Aceh. 2
3 Singapore sending two ASEAN-ERAT members and put the Lion Heart Operations on standby for possible support to USAR Operations. Two ERAT members from Singapore are also deploying to Banda Aceh. AHA Centre AHA Centre EOC status is now on Yellow Alert since 7 December The Yellow Alert puts into motion several protocols and procedures including heightened monitoring. AHA Centre has been working closely with the BNPB. Three more AHA Centre has been deployed to join the coordination and assessment activities with the local authorities. Four ASEAN-ERAT members have been joining the BNPB rapid Response team, assisting in the assessments and coordination. In solidarity and in the spirit of One ASEAN One Response, BNPB accepted the offer of assistance from AHA Centre deploying relief items from the Disaster Emergency Logistic System of ASEAN (DELSA) stockpile. 4. ASSESSMENT OF NEEDS Based on the initial assessment, the immediate needs have been identified: 1. Food and clothing 2. Medical equipment 3. Medicines 4. Medical services (orthopaedic specialists, medical doctors, paramedics) 5. Medical tents 6. Portable toilets 7. Shelter 8. Heavy equipment 5. ACTIONS TAKEN AND RESOURCES MOBILISED National and Local Government The President of Indonesia visited Pidie Jaya today 9 December The Government of Indonesia through the BNPB is coordinating the response efforts involving at least 1,300 personnel on the ground. The National Search and Rescue Agency (BASARNAS) is leading the search, rescue and retrieval operations with support from police and military personnel. Provision of medical services and distribution of relief items are ongoing involving District level Disaster Management Authority (BPBD), Ministry of Social Welfare and the Indonesian Red Cross. Indonesia National Armed Forces deployed 218 medical personnel to Aceh in addition to 740 personnel who are already involved in SAR Operations in Pidie Jaya District. 3
4 Total emergency assistance that will be distributed through the Ministry of Social Assistance is Rp (approximately 160,000 USD), consisting of relief items such as family kits, family tents, mattress, blanket, food ware, kids ware, clothing and food items. Ministry of Social Assistance also established community field kitchen with capacity to produce/serve 1000 portion of food. Cash for victims also prepositioned in the amount of 15 Million IDR (approximately USD 1,150) for each deceased and 5 million IDR (approximately USD 380 USD) for injured victims. PMI are sending 500 family kits 500 hygiene kits, 1000 blankets, 1000 tarps, 200 body bag and mobilise the medical team to the affected area. The Ministry of Health has added military and medical assistance, Ministry of Social Affairs sent a team of trauma healing The Ministry of Public Works has deployed 4 water tanks, 70 public hydrants, 80 mobile toilets, heavy equipment (loaders, Stonebreaker, and excavators) among others. The Ministry will also conduct an audit of building public facilities such as schools and places of worship. 4
