2 Background/Introduction Nigeria has been identified as a source, transit and destination country for trafficking in persons Internal, Regional and international trafficking in Nigerians especially women and children for sexual and labour exploitation is rife and variety of factors such as poverty, ignorance all foster the environment for human trafficking. 140 million people(2006 Census) 36 states + FCT 2

4 Response to TIP in Nigeria Denial up till late 90 s NGO led response at state and national level Awareness creation on the ills of TiP Advocacy for the passage of anti-tip law Nigerian government s establishment of antitrafficking desks in the Nigerian Police Force and the Nigerian Immigration Service 2003 enactment of the Nigerian Trafficking in Persons (Prohibition) Law Enforcement and Administration Act as amended in 2005 and establishment of NAPTIP 4
5 National Agency for the Prohibition of Traffic in Persons and Other Related Matters Vested with sole responsibility of coordinating anti-human trafficking interventions in Nigeria and administering the TiP law Since its establishment has made considerable effort in the fight against TiP Abuja HQs+ 7 zonal offices Collaborates with national and international partners 5
6 Achievements of NAPTIP Awareness creation on TiP Coordination meetings(quarterly stakeholders forum) 2008 National Policy on Protection and Assistance to Trafficked Persons in Nigeria(guidelines for practitioners) 2010 National Action Plan on Trafficking in Persons covering a period of two years ( ) to provide a framework for coordination amongst anti-tip practitioners in Nigeria 6
7 Achievements of NAPTIP Contd. Secured as of 2011, 121 convictions against traffickers based on cases prosecuted 2005 amendment of TiP law to introduce the Victim of Trafficking Trust Fund(VTTF) and the Confiscation of assets of convicted traffickers Improved rating in the US annual TiP rating( Tier 1) Reintegrated over 5350 VoTs 7

9 Role of Nigeria In collaboration with national and international partners(government and NGOs) to sustain the achievements made review previous TiP interventions, policies, plans and identify gaps Develop projects, programmes to address identified gaps Strengthen capacity of officials of NAPTIP to effectively address the 4 Ps( prevention, protection, prosecution and Partnership) Improve resource base on trafficking trends Foster dialogue with international partners 9
10 Contributions of IOM Nigeria Between , IOM Nigeria has facilitated the implementation of 9 counter trafficking projects in Nigeria IOM Nigeria s counter trafficking programmes has focused mainly on awareness raising to the general public on human trafficking, technical support to Nigerian governmental and NGO partners to address human trafficking, as well as direct assistance to trafficked persons. 10
11 Proposed Next Steps for IOM s counter trafficking interventions In collaboration with NAPTIP and other CT partners to develop a National Referral Strategy and: Expand existing referral network between NAPTIP and NGOs partners in Nigeria to include other relevant stakeholders Create awareness at the grass root level to address misconceptions about TiP Capacity building for members of the referral network in order to improve the quality of reintegration support provided to VoTs Provision of improved reintegration assistance to VoTs 11
12 Proposed Next Steps for IOM s counter trafficking interventions contd. Impact assessment of micro community projects implemented in the twenty endemic areas of Edo State within the organization s recently concluded Counter Trafficking Initiative Project and provision of additional support in collaboration with the state government. Continued support for financial and asset investigation of traffickers and its insertion in the VTTF fund. Follow up on previous research interventions from the CTI project specifically the University research exchange programme. 12
