'i^^ Section Application to Discontinue ) Certain Domestic Telecommunications ) Services ) SECTION APPLICATION (hereinafter "SPC"), in accordance with Section of the Federal Communications Commission's ("Commission") rules, hereby requests authority to discontinue the provision of certain domestic telecommunications services nationally. In particular, SPC proposes to discontinue provision of wholesale interconnected Direct-Inward-Dial ("DID") services. SPC's is not relinquishing its domestic authority; it is merely terminating these services (b): In support of this application, SPC submits the following, pursuant to 47 C.F.R. 1. The Applicant's name and address are: 175 Great Road, Suite 1 Bedford, MA The date of the planned service discontinuation is June 30, 2013, or as soon thereafter as necessarily regulatory approvals can be obtained. 3. The geographic area of service affected is nationally. 1
3 4. SPC currently provides service to approximately 100 wholesale business customers in the United States, who would be affected by the proposed discontinuance. These services are provided using resold services of other providers. 5. The discontinuance of service proposed in this Application is limited to SPC's stagnant, yet small, line of business that is no longer the principal focus of its larger business objectives. It is no longer economically viable for it to serve the wholesale DID market, because of shrinking profitability and higher costs of administration. Moreover, these customers will have other outlets such as Level 3 Communications, Bandwith.com and similar companies which provide competitive DID services and products. 6. RNK initially sent notification to affected customers via first class U.S. Mail on May 29, 2013 and May 30, 2013 ("Notice"). Signal Point also provided electronic mail copies of the notice as well. t A copy of the Notice is attached as Exhibit A. 7. In accordance with 47 C.F.R (a), a copy of this application is being sent to the to the governor and public utilities commission for each impacted state and the District of Columbia, and also to the Special Assistant for Telecommunications to the Secretary of Defense. A certificate of service pertaining to the aforementioned customer notices and the copies of this application to the aforementioned parties is enclosed as Exhibit B. 8. SPC is considered non-dominant with respect to the services to be discontinued. 9.
