1 NEW HAMPSHIRE ASSOCIATION OF ASSESSING OFFICIALS IAAO AFFILIATE BOARD OF DIRECTOR S MEETING Minutes May 9, 2017 NHMA Center, Concord, NH Education Session: Understanding Agritourism and Definition of Agricultural Structures. Presented by Norm Bernaiche, CNHA - Chief Assessor, Towns of Newbury, New London and Sunapee and Current Use Board Member, Chuck Souther Current Use Board Member, Lorraine Merrill Current Use Board Member. I. Call to Order/Pledge of Allegiance President Charles Kurfehs. II. Roll Call - A Quorum of Members being present, 13 members, the meeting began at 11:10 am. New Members and or Guests; None III. IV. Secretary s Report: Secretary Commerford reported that the April 11, 2017 meeting minutes were sent to the members via listserve and several copies were available today. Secretary Commerford asked for a motion to accept these minutes. Norm Pelletier made a motion to approve the minutes as written, seconded by Rick Brideau. President Kurfehs called for a vote; unanimous in favor. Treasurer s Report: Treasurer Bartlett handed out the Treasurers Report and Income and Expense Statement dated May 9, Todd Haywood made a motion to approve the Treasurer s Report. Seconded by Rick Brideau. President Kurfehs called for a vote; unanimous in favor. V. Communications: None. VI. VII. Regional Directors/County Directors Reports: No Report. Committee Reports: By Laws: Co-Chairs Tim Ballantine & Norm Bernaiche No Report. Certification: Co-Chairs Norm Pelletier & Rosann Maurice-Lentz Norm Pelletier presented 15 year CNHA certificates to Sue Golden, Jim Rice and David Cornell. Congratulations to all! 1

2 Page 2 NHAAO May 9, 2017 Board Meeting Education: Chair Jim Rice Jim reported that they had 34 individuals who attended the Solar Class last month. They have added three course offerings for the fall. They are IAAO the Appraisal of Land on November 6-10, IAAO 931 Reading and Understanding Leases on November 17, and IAAO 311 Residential Modeling Concepts November 27-December 1. Also, Jim stated that the committee met this morning and have come up with 6 topics for the NHMA Conference in November but have yet to finalize instructors for them. As mentioned last month, it is the committee s intent to not include the ASB forum as one of the topics. Jim Rice asked that due to the time and effort Verna Sharpe has put in on the courses she has taught and that she is not reimbursed monetarily if the Board would be willing to pay for her registration of IAAO Course 201. Norm Pelletier made a motion for the Education Committee to take from their budget $575 to account for the registration of Course 201 for Verna Sharpe. Seconded by Scott Bartlett. There was a discussion and it was recommended that instead Verna should apply for a scholarship through the Scholarship Committee. Norm Pelletier withdrew his motion and Scott Bartlett withdrew his second. Nominating: Chair Ed Tinker Bob Gagne reminded the group that the terms for the four Assessor seats on the ASB are up this year. Anyone interested needs to apply to the Nomination Committee by July 1 st. It was stated that three of the four are interested in staying on while Marti Noel will not be seeking another term. Scott Bartlett mentioned that he sent out an to nominate Karen Marchant as an Honorary Member and wanted to know if the Board wanted to act on this today. Norm Pelletier stated that these requests are first funneled through the Certification Committee so that the individual can be given retired status and then is brought to the Board for a vote to change to Honorary Member. He stated the Certification Committee will meet prior to next month s meeting to discuss this with the hopes of voting next month. Conference: Chair Dan Langille No Report. Legislative: Chair Jim Michaud Jim stated that SB 80, which is the phase-in of the All Veteran s Credit, is on to the Governor for his signature as is HB 323, which deals with USPAP. SB 168 dealing with increasing the Veteran s Credit limit to $1,000 was voted ITL by the House. Scholarship: Andrea Lewy Norm Pelletier reported that the committee has awarded three Steve Tellier Memorial Scholarships in the amount of $700 each. Norm stated that with the current price of college the committee is looking at changing the amounts of the scholarships given. They will make a recommendation for the Board s vote in the fall. Treasurer Bartlett will check with the NHAAO s accountant whether a 1099 form needs to be sent to the recipients since the award is over $600. Also, Norm mentioned that registration for the Steve Tellier Memorial Golf Tournament is posted on the website. Last year, the tournament raised almost $800 towards scholarships. It also reached its capacity of 48 golfers, so sign up early. 2

Publicity: Co-Chair Rosann Maurice-Lentz and Emily Goldstein The 2017 Directories are in and those that are not picked up today will be mailed to each town and member. Emily asked to notify her if anyone finds corrections that need to be made. Elections: Kathy Temchack No Report. Finance: Chair Loren Martin No Report. Communications: Chair Dave McMullen No Report. Ethics: Dave Marazoff No Report. VIII. Other Reports from Boards and Departments: NRAAO: NRAAO Representative Bob Gagne Bob reminded all that the 2017 NRAAO Conference in Mystic Connecticut is coming up in two weeks. The application to register is on the NRAAO website. Also, the next NRAAO Board meeting will be held at 2pm on Sunday May 21 st at the conference. Information regarding the NRAAO can be found at their website: IAAO: IAAO Representative Rex Norman and Dave McMullen No Report For information visit the IAAO website at ASB: ASB Representative Bob Gagne Bob reported that the ASB met on April 28 th and continued with utility presentations from Scott Bartlett and the Public Utility Commission. The next meeting will be held this Friday May 12 th. There will be presentations from Scott Dickman and Steve Hamilton of the DRA. There was a discussion regarding the timeline of the ASB s study on utility valuation. Bob stated that there will be a presentation by Skip Sansoucy on June 9 th and that the Chairman of the ASB would like to have a report out some time later in June. Scott Bartlett stated that his presentation dealt with decisions made back in the 1950 s so he wonders how the ASB can come up with a solution in 6 months on something that has been debated for over 60 years. Bob said that at least the ASB has input in the process instead of the Legislature making a decision on their own. Scott Bartlett commented that there is currently an appeal pending before the Supreme Court and felt that the ASB should hold off on a recommendation until after the court files their decision. Jim Michaud stated that primarily what is being presented to the ASB so far deals only with electric distribution, however, there are other aspects of HB 324 regarding utility valuation. Bob reiterated that his focus is on electric distribution and the arguments on how that should be valued and should not apply to how other utilities such as the Seabrook Power Plant or Hydro facilities are valued. DRA: Steve Hamilton Josephine Belville, Assistant Director, stated that there will be an informational meeting regarding the valuation of Poles and Conduits on Monday May 15 th at the DRA at 9:30 am. New Business: Jim Michaud asked if he s done an appraisal on a property and is then asked to do an appraisal review on another appraiser for the same property can he do that or would there be bias? Part of the answer was that he would have to disclose that he once appraised the property. Scott Bartlett thought the answer was in the FAQ s in USPAP. Old Business: None Adjournment: There being no further business before the Association Board of Directors, President Kurfehs asked for a motion to adjourn the meeting; no objection, , unanimous in favor, the meeting adjourned at 11:45 p.m. The next scheduled meeting will be held on June 13, 2017 at the NHMA Center, Concord, NH.
