3 ITEM DISCUSSIONS RECOMMENDATION(S) 1. WELCOME The Chairperson Ms. Mzamo welcomed all the members to the 4 th quarter Mossel Bay PCC meeting. The Secretariat Ms. Schwarts advised the member the PCC Road Shows are scheduled to take place in march. The detailed proposed scheduled dates have been forwarded to all the PCC member s. The date for Mossel Bay is 12 March It was also noted that the awareness campaigns are expected to highlight to the Port Users the strategic importance of the PCC s across the Port Segment as well as to bring light that this is a platform which has been made possible for all issues relating to the ports to be tabled and addressed and or escalated should need arise. Lastly the Secretariat, introduced the Declaration of Interest giving a brief description on the form and highlighting the importance of members declaring any conflicting interests that may arise from the PCC meeting. It was requested that the form had been ed to all and so it was expected that members should hand in the form prior to the meeting commencing. 2. ATTENDANCE In confirming whether the meeting has reached a quorum attendance of members were noted as follows: NPA Acting Harbour Master NPA: Port User Representative: Provincial Government: Local Government: Labour - : Chairperson Ms. Tandi Lebakeng Captain Quenton Brink Mr. Sibusiso Ndebele Absent Ms. Melanie Warden Mr. Marius Britz Ms. Pondi Mzam Mr. Dave Manley The meeting did not reach a quorum as is required in the National Ports Act, No. 12 of 2005 and the National Ports Regulations of 2007 due to the non attendance of the Provincial Government representative. 3. ADOPTION OF THE AGENDA The agenda was adopted with the following changes: Bullet 1 - The skills development Program moved up from feedback item 6.7 to item 5.7 The agenda was adopted with the minor changes as noted by the Secretariat. The motion to adopt was supported by Captain Brink and seconded by Mr. Ndebele. 4. ADOPTION OF THE MINUTES OF THE MEETING ON 16 NOVEMBER The following amendments were noted; Bullet 4 - Correction to the name of the Chair s address MzamoN@dot.gov.za Bullet 6 minor typo errors noted. Bullet 7 - Page 4 should state the Secretariat to write to the Ports Regulator to rectify TNPA NPA issue. The Harbour Master was in agreement to keep as is..consistent with other Ports. Bullet 8 - Page 5 Actua to read Actual Bullet 9 -.refer to minutes noted The adoption of the minutes was motioned with the Harbour Master in support and seconded by Ms. Lebakeng. 5. MATTERS ARISING FROM THE MEETING OF 16 NOVEMBER MOSSEL BAY PORT OF ENTRY Feedback from DoT A letter has been sent from the Director General at the DoT to the Department 4 th Quarter Mossel Bay PCC Meeting Minutes: 06 February 2013 Page 3
4 of Home Affairs, Director General highlighting the issue at hand. It was advised that when a followup was done it was found that the letter had been lost between the departments offices and the DoT forwarded the copy thereafter. Currently the matter is under review, the Department of Home Affairs has undertaken to look into the matter of deploying an immigration official at the Port of Mossel bay however further investigation has to be done as there will be numerous implication including security issues should this port become an entry point. It was also noted that the Department of Home Affairs has been giving the same response for over a year and the issue is intensifying at the ports. Consequently PETROSA has taken to interim measures of getting an immigration/customs official from Cape Town, expenses covered by PETROSA and this has worked well. The matter has been further escalated to the NPCC and further feedback will be given to this forum after that meeting takes place on 8 March LABOUR FEEDBACK Labour representation at the Mossel Bay PCC meeting has been very low, it was noted that the NPA will assist with the issue of labour representation to ensure that there is an alternate available should the member not be attending. Mr. Ndebele from PETROSA added that they also have staffs who are members of Solidarity and SEPAWU, these segments will also need representation. 5.3 LAND USE RIGHTS The documents have not yet been signed. This will possibly be concluded by the end of March. This item will remain on the agenda for until the documentation has been signed off. 5.4 PRECINCT STUDY The Matter remains on the agenda for further discussion. 5.5 TRAM SERVICES Removed from the agenda 5.6 PORT OF MOSSEL BAY PORT USER AWARENESS CAMPAIGN Bullet 10 Awareness Campaign scheduled dates circulated. Bullet 11 we are in the process of publishing a brochure including FAQs. Bullet 12 Venue is yet to be confirmed. 5.7 SKILLS DEVELOPMENT PROGRAMME A presentation was given by Mr. Hlubi Mzamo, Senior: Manager Centre of Excellence () Action: 1 Skills Development Presentation & SAMIC report to be circulated through the Secretariat to the members. The following were highlighted from the presentation; a. A skills summit was held in September 2011, b. An MOU has been signed between/ & Sci-Bono c. acquired the SA Agulhas for cadet training purposes, d. The SAMIC report is available and will be circulated to all members, e. Future plans are for the integration of the training academy with Transnet s Maritime school, Mr. Mzamo advised the forum that following the announcement of the Maritime School opening Ms Nthlashwayo and Ms Mngadi have had a meeting with Beatrice from Transnet to discuss the possibilities of a joint venture. 6. Standing Items 6.1 TNPA A detailed presentation was given on the Port of Mossel Bay and a brief description on how the Port fits into the 8 port systems across the country and noting Mossel Bay is the smallest ports. Activities based on the national ports act section 11. Quarterly trade and vessel traffic TNPA 4 th Quarter Mossel Bay PCC Meeting Minutes: 06 February 2013 Page 4
5 1) Liquid Bulk 1.8 million kilo litres budgeted currently 61% above budget, Year to date at 43.2%. 129 tankers versus budget 80. 2) BREAK BULK Year to date below budget at 19.66%. Partially due to delays in the commencement of the Ekhwezi project. Volumes have increased slightly from Dec/Jan. 3) Ship Turn Around Time Liquid Bulk - average waiting time stat at 32 hours due to parcel sizes, various cargo sizes. Break Bulk average stat 18 hours 4) Efficiency and Productivity Pilot delays/tug delays/berthing delays = 0 hours Average anchorage waiting time for vessels = 60 hours o Due to tug delays o Quality checks on cargo o Weather delays 5) Safety and Security No disabling injuries year to date 2 Non disabling injuries in the month of April No security incidents i.e alcohol abuse, damage to property, trespassing, theft and assault. 6) Capital Projects Replacement and upgrade of the Radar Scanner to be fitted on top of the light house. Completion date scheduled for 31 March 2013 Waterfront Development o 5-10 year Capex investment plan in place refer to capital investment framework plan o No new development plans underway, current TNPA infrastructure to be maintained. A question was raised what are the plans on the refining plan refining capacities as they are currently elastic, what is Transnet s 5-10 year infrastructure plan as the country increases the refineries. TNPA responded the Allan G project is currently only a concept, once PETROSA/Escom agree on where and what type of facility they will build, from a Transnet point of view we will then be able to see the types of vessels that will be serviced. It was also confirmed that there is no current port development plan and there is an allocated budget of R300billion expansion plan budget for that development. The port manager added that to assure the port users that Capital developments are made based on demand and need. There is no need to build quays and berths. TNPA reaffirmed their responsibility to communicate with the port users and ensure that their needs are met and the status quo can be maintained. Dredging and building quays is not feasible for TNPA when there is no need. 6.2 NPCC Meeting There was no formal feedback reported due to the December 3 rd Quarter NPCC Meeting being postponed. The confirmed dated is 08 March 2013 at the Port of Ngqura. It was also noted by Madam Chair that issues around immigration will be escalated to the NPCC after this meeting. 6.3 LABOUR FEEDBACK UTATU - No feedback SATAWU No feedback Action: Non Attendance of Labour reps to PCC meetings. 6 6.4 PORT USER FEEDBACK Shipping Lines / Agents / Bunkers Feedback from PETROSA: Usage of the port has increased due to an increase in cargo Traffic increased due to the arrival of the rig in Mossel Bay There have been no delays from the Ports Authority The pipling vessels on location resulting in increased traffic There is a demand for provisions for vessels due to project Ekhwezi Included in the berthed vessels is an Indian flagged vessel PETROSA is considering using rail wagons to alleviate the traffic; this is currently a pilot project. Fuel levels are currently in high demand from the refineries Other matters discussed where that of the lack of immigration at the Mossel Bay Port Clearing of International Vessels still an issue matter has been addressed and in process of resolution. No further feedback from other Port Users was received Government Feedback Local Government No Feedback Provincial Government No representation Artisan Training Feedback given by the Secretariat, Ms. Schwartz Provincial government will give feedback at the next meeting National Government 6.6 Ports Regulator Feedback 6.7 The forum was invited to the Tariff Methodology road shows in the first week of March. Date and venue will be forwarded via the Secretariat. The skills Development Program was presented under item 5.7 Presentation attached. The dates of the PCC awareness campaigns were confirmed as per the Road Show calendar circulated with Mossel Bay scheduled on 12 March 2013 at a venue to be confirmed. 7. New Items 7.1 CALENDAR FOR PCC MEETINGS 2013/ No items were tabled for discussion. 8. DATE AND VENUE FOR NEXT MEETING The next meeting is scheduled to take place at 10:00 Wednesday, 8 th of May 2013 at building. 9. CLOSURE It was agreed through the chair that going forward all PCC future meetings will be held at the TNPA offices. There being no further business the meeting was adjourned.
