3 Administration Administration is the force which lays down the object for which an organisation and its management are to strive and the broad policies under which they are to operate.
4 Organisation An organisation is a combination of the necessary human beings, materials, tools, equipments and working space brought together in systematic and effective co-relation to accomplish some desired object.
5 Management Management is that which leads, guides and directs an organisation for the accomplishment of a pre-determined object.
6 PUBLIC ADMINISTRATION Public Administration consists of all those operations having for their purpose the fulfillment or enforcement of public policy ~ L. D. White Public Administration is the action part of the government, the means by which the purposes and goals of the government are realized ~ Corson & Harris
7 NEW PUBLIC MANAGEMENT It emphasizes on 3Es: Efficiency, Economy and Effectiveness. It also emphasizes on performance appraisal, managerial autonomy, cost cutting, financial incentive, out put targets, involvement, responsiveness, competence and accountability and market orientation.
