2 I. Background/context for the consultation Despite significant economic development, women in Viet Nam still suffer from inequitable access to economic and social resources, and this is especially true for migrants. They lack resources, both economic and social, and are often unable to advocate for their own needs and rights as evidenced by the fact that native nonmigrants participation in social organisations is three times that of migrants. Many of these migrants end up working in factories where they are subject to excessive work hours, poor working conditions, poor quality housing, and are vulnerable to sexual exploitation and gender-based violence, HIV/STI and lack access to healthcare. They have limited knowledge on contraceptive methods, high risk of unwanted pregnancy, are unaware of their right to be assigned easier duties during pregnancy and the right to maternity leave; which could lead to poor productivity, inability to work, or high cost increasing economic vulnerability and leading to inadequate participation in the economy. To promote social and economic empowerment and rights of Vietnamese women, this project has been proposed by Marie Stopes International Vietnam and successfully gained funding from the EU. Specifically, the action aims to improve the policy environment and workplace guidelines instrumental to increasing women s social and economic protection and well-being and their participation in economic growth in Binh Duong and Dong Nai Provinces, Viet Nam through activities focused both at the macro and micro level. These two provinces were selected as they have some of the largest populations of female migrant workers so the programme can have high-impact; Binh Duong has 24 industrial zones with 717,850 migrant workers 85% of which are female and Dong Nai province has 21 industrial zones with 450,000 migrant workers of which 75% are female. Binh Duong has a total population of 1,482,636 including 225,908 women of reproductive age (15-49 years old) and has a 7.3% growth rate which is the highest in the country. Dong Nai has population of 2,560,000 of which 797,411 are women of reproductive age. A rapid increase of the migrant population has been difficult for the provincial departments of health to manage as their capacity is not strong enough to manage targeted migrant worker programs, particularly for SRH.
3 Purpose of the project: To strengthen synergies between gender equity and improved health and economic outcomes Specific objectives of the project: To improve the policy environment and workplace guidelines instrumental to increasing women s social and economic protection and well-being and their participation in economic growth 1. To increase women s economic stability and empowerment 2. To improve access to social services including SRH 3. To improve CSR initiatives and workplace policies to focus on gendermainstreaming 4. To increase access for marginalized populations including young female migrant workers II. Description of the consultation: 1. Purpose: To conduct an assessment of KAP of migrant workers and employers on SRH and gap on SRH service provision in Binh Duong and Dong Nai provinces. 2. Objectives: - To assess knowledge, attitude, and practice on sexual reproductive health (SRH) of young female migrant workers in Binh Duong and Dong Nai provinces - To describe the accessibility on SRH services of young female migrant workers in Binh Duong and Dong Nai provinces - To assess knowledge, attitude, and practice of suppliers/subsidiaries on SRH knowledge, rights and gender-sensitive workplace - To review gender sensitive CSR standards and workplace policies - To assess current costs of implementing health programmes in factories, if any 3. Responsibilities: - Review current project documentation
4 - Field visits and Data collection: Carry out interviews, focus group discussion or other methods to study above objectives. For each of these interviews, the consultant/team should first develop and present their ideas for the content and format of the survey/interview forms that will be applied to capture the information required, as well as the method to be used in administering them and tabulating the results. - Data analysis and writing report: 2 versions (English and Vietnamese) 4. Expected outputs: - Develop proposal of need assessment with suitable research method suggestion, term of reference and cost estimation based on project objectives and outcomes - Design tools for data collection - Carry out evaluation - Write report (in English and Vietnamese) and submit to MSIVN before 30 th April, Principles: There are a number of key principles, which the consultation team should follow when undertaking the survey: - Ensure all analysis is grounded in current migrant workers KAP, not just in the opinion or interpretation of the problems on the part of the survey team. - Focus on the analyzing the inter-relation between the current knowledge, beliefs and practices of the target groups with regard to sexual reproductive health problems. - Make sure information obtained for analysis is representative for the target migrant workers group and employers. - Make sure the information collection tools are designed to best support the consistent analysis in order to meet to the goal and objectives of this survey - Recommendations for the project should be served well for the project approaches and be suitable to migrant workers

Time and location - Tentative time: The consultancy is expected to begin within the 1st week of April and to be completed by the end of April - Work location: Binh Duong and Dong Nai Provinces 7. Resources The following human resources would be provided to the consultant during his/her work: - Project Manager will work directly with the consultant to coordinate necessary information/activities under the consultancy framework - Research and Metrics (RMT) team at MSIVN and MSIUK offices will provide technical input as necessary for work in Vietnam 8. Qualification and professional experience - Minimum Master Degree in Public Health or Medicine (Post-graduate degree highly desirable) - Demonstrated knowledge and understanding of Sexual Reproductive health and/or gender-sensitive CSR standards in Vietnam - Previous experience in community assessment and consulting - Demonstrated skills and experience in design and implementation of research projects - Excellent command of the English language years of experience of working in relevant field
