1 06/06/2016 Regular Meeting Minutes 1 City of Berkeley, Missouri City Council Meeting June 06, 2016 Minutes Meeting Called to Order: Mayor Hoskins called the council meeting to order at 7:00 pm. Roll Call: Councilwoman Mitchell (W1) present Councilwoman Williams (W2) present Councilwoman Hoskins (W3) present Councilwoman Mathison (W4) present Councilwoman Kirkland (W5) present Councilman-at-Large McDaniel present Mayor Hoskins present Quorum established at this open meeting. There was a recitation of the Pledge of Allegiance. City Manager Abdullah, Attorney Smith, along with Department Directors were present. Councilman-at-Large McDaniel moved and Councilwoman Williams seconded the motion to add Bill #4469 to the agenda and accept the revised agenda. Roll Call: Mayor-Aye, Hoskins-Aye, Kirkland-Aye, Mathison-Aye, McDaniel-Aye, Mitchell-Aye, and Williams-Aye (Aye-7) motion passed. Approval of the Minutes: Councilwoman Mathison moved, Councilman-at-Large McDaniel seconded, and the motion carried to approve the 05/16/2016 regular meeting minutes and 05/17/2016, 5/24/2016 & 05/10/2016 special meeting minutes. Public Hearings: Request for Rezoning, Special Use Permits, Resubdivision: Citizens Hearing: Youth Minister Preston Williams (Shalom Church) request the utilization of 2 basketball courts in Jackson Park June 13-16, 2016, Monday-Thursday, 9am-11am, for a basketball camp session as a skill development workshop; during their summer camp program. Councilwoman Mathison moved, Councilwoman Hoskins seconded, and the motion carried for Shalom Church to use the basketball court for the 1 week workshop upon receipt of a liability insurance policy covering the event. Councilman-at-Large McDaniel moved, Councilwoman Kirkland seconded, and the motion carried to close the citizen hearing session of the meeting. Resolutions: Res # 3377 A Resolution of the Council of the City of Berkeley, Authorizing the Mayor to Execute the 2016 St. Louis County Municipal Parks Grant Application Councilwoman Hoskins moved and Councilwoman Mathison seconded the motion to approve Resolution #3377. Roll Call: Mayor-Aye, Hoskins-Aye, Kirkland-Aye, Mathison-Aye, McDaniel-Aye, Mitchell-Aye, and Williams-Aye (Aye-7) motion passed. Res # 3376 A Resolution Authorizing Larry Addison a Special Use Permit for an Automotive Sales and Minor Repair Business Located at 8533 Wabash Ave., in the City of Berkeley, St. Louis County, Missouri Mayor Hoskins moved, Councilman-at-Large McDaniel seconded, and the motion carried to bring Resolution #3376 off hold and place back onto the agenda. Councilwoman Mathison moved and Councilwoman Mitchell seconded the motion for discussion and approval of Resolution #3376. All in favor called and passed for the discussion. Request for Rezoning, Special Use Permits, Resubdivision: Citizens Hearing: SKF Manufacturing requested a tent permit for their grand opening on June 28-29, Councilwoman Mathison moved, Councilwoman Hoskins seconded, and the motion carried to allow SKF the tent permit. Carolyn Bryson with Deer Valley Home Health Services requested an open air permit for a health expo on Saturday, September 24, Councilwoman Mathison moved, Councilwoman Williams seconded, and the motion carried to allow Deer Valley the open air permit.
