4 Portneuf Soil and Water Conservation District Regular Board Meeting Wednesday, October 10, 2018 Pocatello, Idaho Supervisors present:, Kit Tillotson, John McNabb, David Jackson & Scott Henderson. Supervisors with Excused Absence: None. Associates Present: Hannah Sanger. Associates with Excused Absence: John Sigler, Dave Jones & Krystal Harmon. Others Present: -PSWCD, Nate Matlack-NRCS, Ed Gygli- ISU, Aaron Hull- U & I CWMA, Bud Smalley- Valley Pride & Rick Cheatum- Valley Pride. called the meeting to order at 6:02 pm. Introductions were made by all in attendance. Centennial Park Project- Rick Cheatum gave a quick background on the project and where it fits into the Portneuf River Visioning. He explained that the Murdoch Trust could be a source of funding, however; the PSWCD would have to manage the project for funding to come from the Murdoch Trust. Discussion was had by all. Rick Cheatum then asked if the PSWCD was interested? Hannah sanger noted that she thought the project would take about 5-years. The concept from Utah State Architecture Program is complete & engineering would be near $100k. Discussion was had by all. All agreed that the project is worth looking into and the PSWCD will continue to discuss. Application Drone- Dave Herter announced that he had brought the applicator drone to show the board. He explained the specifications and how they have already used the drone. He is excited for the new technology and the opportunity to work alongside the PSWCD and ISU. Drone Program- Ed Gigly thanked everyone. He noted that the contract has been signed by both parties and once the weather clears up they will be ready to fly. 6:38 PM for dinner. Resume 7:14 PM. Motion Passed Mail (): Terry Hoebelheinrich, Notice of Proposed Rule Comment Period and Hearing for the Administrative Rules of the Resource Conservation & Rangeland Development Program. DEQ, Results of 2018 Section 319/NPS project funding New Business Employee Policy Manual- stated that he had looked over several sample employee policies and would like to send everyone a copy of the Bonner Policy. He instructed everyone to read over the policy and be ready to discuss at November meeting. PSWCD Reports Marsh Creek- Hannah Sanger, Nate Matlack & shared the outcome of the Marsh Creek Meeting. Nate Matlack & have received several inquiries from those who attended. Hannah Sanger shared Ben Crosby s interest in addressing the issues with the Rat Pond. Discussion was had by all. was pleased with the participation at the meeting and diversity of issues that still exist on Marsh Creek. Discussion was had by all. Cali Johnson, Hannah Sanger & Nate Matlack will move forward with interested land owners. Owl Box: all the ordered boxes are near completion. Driscoll s reached out and are pleased with the boxes they received and will consider more in the future. Conservation Loan Program: Nate Matlack stated that construction is in process and he is anticipating completion in the next few weeks. U & I CWMA: Dave Herter gave the PSWCD an update as to the pending contact with ISDA. A contract should be arriving by the end of the week. noted that no payments will be made without a signed contract, however; once the contact is signed payments will be made promptly. Discussion was had by all. Grant/ Project Updates: asked the supervisors if they wanted to continue pursuing other grants with all the new contracts that have been coming up? Nate Matlack and explained that two opportunities are avaible. Discussion was had by all and the supervisors encouraged & Nate Matlack to purse grants with willing landowners. Partner Reports NRCS: Nate Matlack updated those in attendance with upcoming deadlines and current workloads. He also noted that NRCS is considering some reorganization, but nothing is final. IASCD: Kit Tillotson reminded everyone of the upcoming Division Meeting on October 24 th. He also reminded everyone of the annual Conference being held in November. He asked the supervisors to look over the resolution that they received. Discussion was had by all. ISWCC: handed out the update from ISWCC. She also noted that to receive assistance on the Marsh Creek Project a request to transfer hours from the Urban Runoff Project must be made to the ISWCC. Kit Tillotson moved to transfer the hours allocated to the Urban Runoff Project to the Marsh Creek Project. 2 nd by David Jackson. Motion Passed. Page 4 of 5

At 8:44 PM the supervisors came out of Executive Session & returned to the conference room. asked that she keep a detailed time sheet for the next 6 months.
