1 MINUTES Maryland Society of Surveyors Board of Directors Meeting Tidewater Inn, Easton, MD July 24, 2012 CALL TO ORDER: President John Campbell called the meeting to order 4:00 PM. Those in attendance were: John Campbell, President Barry Hoyle, President-elect James Shaw, Vice President Bill Orsinger, Secretary & Appalachian Chapter Chair Alan Dragoo, NSPS Governor TJ Frazier Aaron Worley Jeff Hubbard A. Vincent Burke Steve Jones, ITC Chair Pat Simon, Area Director Bob Banzhoff, Area Director Tim Quinn, Immediate Past President George Wigfield, Education Chair Mark Husik, Executive Director Rona Goldberg, Associate Director APPROVAL OF AGENDA: Approved as presented. ANNOUNCEMENTS: It was reported that Blaine Miller's wife was killed in accident. Many attended Bob Pasley's visitation and funeral. MINUTES: Minutes of June 2012 were approved as amended: Spelling correction CorkHILL CORRESPONDENCE: None PRESIDENT REPORT (Campbell): Will fill in as needed with reports PRESIDENT-ELECT S REPORT (Hoyle): BOR Meeting: Introduction of Mike Miller, new Assistant ED. Four open complaints. Correspondence from Mike Maguire of AIData re: Baltimore procedure of reviewing of plats. Don Ocker re: someone at MD SHA is reviewing plans and is not licensed. Five different people have reviewed plat and still questioning boundaries. BOR has asked for a meeting with Pattianne Smith for next time to address this. Electronic testing for exam. Budget - should break even this year so they won t be asking for any increase this year.

2 Dead & retired licenses are still circulating in the system. They are working to purge them from the system. VICE PRESIDENT (Shaw): On 6-29 presented the Prudent Surveyor presentation for Howard and Potomac Chapter meetings. Attended 7/16 MSGIC quarterly meeting and found out that imap Exec Committee appointment went to Jeff Lagana. SB236 - Tier Implementation - purely from a GIS perspective - also be inline with PlanMD. 7/19 Body of Knowledge became available from SaLIS and started work on this. SECRETARY (Orsinger): No report TREASURER S REPORT (Remmers): No report IMMEDIATE PAST PRESIDENT (Quinn): Report in packet. Working on list of services that only surveyors can do in MD. Working on a replacement for Bruce Doak who was elected as Treasurer and has resigned the position. Bob Banzhoff suggested that we allow Don Remmer's position to expire and then appoint new Treasurer. EXECUTIVE DIRECTOR (Husik): UPS Savings Program: MSS has entered into UPS agreement for 15% discount for shipping services. NSPS GOVERNOR S REPORT (Dragoo): Has done 2 chapter presentations for the NSPS membership program. (Chesapeake and Susquehanna). It was presented to them as though the members would be paying the entire amount of $40. Still working on scheduling other chapters. MSS can do an online survey - Alan Dragoo will send the questions digitally with information on the program to be sent out as an electronic, anonymous survey. MSS-PAC (Campbell): Current balance revealed. Fundraiser this Friday at MD Polo Club for Senator JB Jennings in Jarrettsville. EDUCATION FOUNDATION (Burke): Five trustees are on the MSS ET Board: Bob Banzhoff, Bill Higgs, Vince Burke, Jeff Hubbard, James Shaw. Will be meeting after August 1 to determine scholarships. Have received 5 applications so far. Jeff Hubbard is treasurer. Will be electing new member to Board as Bob Banzhoff will be going off Board. Will also be selecting Russ Lowman recipient. IRS Filings are still be ironed out. Accountant situation was discussed. REGIONAL DIRECTOR (Bailey): AREA DIRECTOR S REPORTS Area 1 (Banzhoff): Will notify Western Chapter of Alan's Presentation availability. Area 2 (Whitehead): Area 3 (Simon): ed - one correction - did attend Howard chapter meeting. Area 4 (Gillis):

3 CHAPTER REPORTS APPALACHIAN Did not meet in July. September regular meetings. working on boundary seminar for our unlicensed people. BALTIMORE - Revised minutes ed. Bull Roast is questionable now that Bruce Doak has resigned. CARROLL - Sent report CHESAPEAKE - Met on 7/11 - Alan presentation on NSPS. New chapter chair is Bill Bowers - works for Drum Loyka Associates HOWARD joint meeting with Potomac. All positions remain same at Howard. LOWER - No activity. POTOMAC - Aaron Worley has been voted in Potomac Chapter chair SUSQUEHANNA report ed UPPER Jeff Hubbard thanked BOD for coming down to Easton for meeting. WESTERN - meeting in September (to be posted on website) - Allan presentation STANDING COMMITTEE REPORTS MEMBERSHIP: Membership appeal sent to all licensed non-members and lapsed members. Directors were encouraged to call those they know to encourage them to join. ETHICS & PROFESSIONAL PRACTICE: (Shaw): Will be working on article on Ethics for next issue of Maryland Surveyor SURVEY STANDARDS AND PRACTICE (Orsinger): No report GOVERNMENT AFFAIRS (Quinn): No activity since last report. Needs to coordinate with Bill Kress on Baltimore/Carroll Line. September is Fundraiser for Sen. Getty. PUBLIC RELATIONS/PUBLICATIONS (Banzhoff): Should be published shortly. EDUCATION (Wigfield): Storm Drain class starting on September 8. BY LAWS (Hoyle): No report STRATEGIC PLANNING (Shaw): Now have a summary of work so far. Committee members should look for an later this month. TECHNOLOGY (Shaw): FINANCE: Couple of questions answered on budget INTERNET TECHNOLOGY & COMMUNICATION (Jones): 43 members on LinkedIn. We have had polls, discussion, etc.

4 SPECIAL COMMITTEE REPORTS 2012 FALL CONFERENCE: Brochure is printed and will be mailed next week. Copies of exhibitor registration and brochures were distributed to BOD. MLH explained the Early Bird Registration to the directors. Steve Jones discussed expanding base of exhibitors. TRIGSTAR (Whitehead): Trigstar winners announced - winner from Montana. MENTORING (Banzhoff): No report HISTORY & RECORD PRESERVATION (Hubbard): Working on getting MD Archives to scan in records OPERATIONAL GUIDELINES (Jones): Still in progress. Will be done before October induction of officers. DEGREE (Quinn): Received Body of Knowledge report from Dr. Greenfeld. Committee will review the report for MD. GEOCACHING (Simon): See report. Discussed Fall conference and having an event cache, for visitors to come in and interact with exhibitors and/or surveyors, if that would be possible. Vendor stamps for free giveaways. Matt Smith needs to get involved in this aspect. OLD BUSINESS: a. Light Squared - lawsuits pending - still continue to try to reallocate their spectrum so as not to conflict with GPS. Falcone is under indictments. b. Social Media- reported earlier c. TuGIS - do want to make presentation at that conference. MSGIC has taken over this conference. Discussion on making it a one-day event. d. imap Steering Committee already covered e. SHS 2013 f. MSGIC Donation - still not finalized won t happen until first of the year. Calendar year membership. g. NSPS - 100% State Membership h. Contribution Policy - Barry Hoyle made a motion to contribute $500 in Bob Pasley s memory to his son's church in Ketchikan, Alaska. Jeff Hubbard seconded. Discussion - policy hasn't been established yet. Motion carried. NEW BUSINESS John Campbell will speak with Don Remmers about resigning position in order to appoint George Wigfield. NGS website - GEOID 2012 is now available.
