3 INTRODUCTION To the members of the Southwest District, Congratulations on wanting to represent our spicy district! Being willing to serve the clubs in your area is already a huge accomplishment in itself. The District Board might seem a little intimidating at first, but do not let that get in the way of why you initially chose to take on such a task. You have the passion, motivation, and dedication to bring our members to new heights. You were inspired to serve others, and you will inspire others to serve. The District Board comes a lot of responsibility and opportunity. You will get the chance to meet people all over our organization, serve on committees, plan our District Convention, form a support system for the Southwest District, and teach others to lead and serve. You will view Key Club International in a whole new perspective. Regardless of the results, remember why you first joined this organization. Whether you are the next Class Representative, Club President, Lieutenant Governor, or District Governor, you are always a member first. You have what it takes to impact the lives of those around you each and every day. Never forget that. All of our district board members are available for any questions regarding our duties or the process of these elections. 5 BREAKING IT DOWN Southwest The Southwest District of Key Club International covers the states of Arizona, New Mexico, and the city of El Paso, Texas. Our district consists of roughly 5,400 members and over 100 active clubs. A Lieutenant Governor serves each of the 18 divisions. Then there is an Executive Board, elected at District Convention, that is comprised of the Bulletin Editor, District Secretary/Treasurer, and District Governor. There are occasionally positions that are appointed after DCON by the newly elected Governor, such as District Convention Chair or District Webmaster. These positions require an application process. 6 WHAT S AN LTG? Southwest District Key Club Bylaws Article V, Section 3 B) The Lieutenant Governor shall be the executive officer of the division and shall preside over all the division conferences or meetings. He/she shall carry out the programs and policies of the District Governor and of Key Club International in his/her division. He/she shall follow the terms of their service agreement that he/she signed upon election/appointment and perform his/her assigned responsibilities as a member of the District Board of Trustees. /////////////////////// In other words, Lieutenant Governors act as a liaison from the District level to their assigned clubs. They train their club officers, host Divisional Council Meetings, create monthly newsletters, serve on at least one district committee, and keep the members in their area informed about all things Key Club. /////////////////////// *ELECTIONS VOCABULARY* Throughout this packet, you ll see the word caucus. A caucus is a meeting of people elect new officers. Caucusing happens at the DCM/LtG Elections, for the Executive Board at DCON, and for the International Board at ICON.
7 LTG EXPECTATIONS Take a look at a few of your responsibilities as a Lieutenant Governor. An in-depth copy can be found on the Lt. Governor Agreement Form. Dedicated Lieutenant Governors spends at least 3-5 hours a week on their Key Club duties. A. Complete your assigned duties as outlined in the Lieutenant Governor Agreement Form. B. Be a member in good standing in your home club - attending club meetings and service projects on a regular basis. C. Check your s daily. You must be able to communicate with the District Board and your clubs via , text, and other methods of communication. D. Create and distribute a monthly newsletter to each club in your division E. Fill out monthly reports F. Serve on at least one assigned district committee G. Create and submit articles for the district publication, Key to the Southwest H. Host an Officer Training Conference for the clubs in your division I. Visit each club at least once and submit Club Visitation Reports J. Maintain communication with the club officers, advisors, district officers, and admin team K. Represent your division as a member of the District Board L. Work with your respective Kiwanis Family members M. Promote District and International events, dues, and KCI projects N. Be present at Training, Summer Board A, Summer Board B, Winter Board, and District Conventions

A few of the events above, not including Divisional Council Meetings (DCMs) or Division-Wide Functions, are hosted by Lieutenant Governors.
9 PREPARATION LtG elections will be hosted in the month of February. The date, time, and location will be updated on the district website, A. Each club may have up to two (2) delegates to represent them in the voting process. A delegate must be a dues-paying member in good standings. B. At least one-half of the eligible delegates in that division must be present for the elections to occur. (Ex. division with seven clubs x two delegates each = 14 eligible delegates. At least seven must have submitted their delegate forms but January 15th to be considered.) C. If the quorum is not met, the elections will be rescheduled for a later date. /////////////////////// DEADLINES December - release forms and dates for LtG Elections January 15th - delegate forms due One week before respective election - candidate forms due February - LtG Elections
10 ELECTIONS PROCESS A. Prior to elections, those who are running for the position of Lieutenant Governor must submit all necessary forms at least one week prior to the Divisional Council Meeting to the Executive Board and District Administrator B. Candidates may NOT run off the floor at the DCM C. The current Lieutenant Governor will be the moderator of the elections (except in the case when the current Lt. Governor is seeking re-election, than a senior Key Club member from a club that does not have a candidate and is approved by the District Administrator would host the elections). They will inform the members of the election procedures and rules of caucus in the beginning of the election session. D. During caucus, candidates will have five (5) minutes for a speech followed by ten (10) minutes for questions asked by the members. E. During caucus, anyone is allowed to ask questions but the Lt. Governor and other moderators will determine whether or not the question is appropriate. If deemed inappropriate, the candidate will not be given the chance to answer it. F. During the caucus session, if there is more than one Lieutenant Governor candidate running, all other candidates and campaign managers who are not speaking must exit the room. Candidates and campaign managers will enter and exit as told to do so by the moderator.
11 ELECTIONS PROCESS G. If there are more than two (2) candidates, a Nomination Conference will take place to narrow the field of candidates to the top two. If there are not more than two (2) candidates running, continue to step K. H. The delegates may vote for one candidate during the Nomination Conference whom they wish to continue the campaign. I. Once the ballots are counted from the Nomination Conference, the top two candidates will immediately be announced. J. Each of the two candidates will receive an additional two (2) minute speech followed by a fish bowl question. The candidate will receive three (3) minutes to answer the question. K. Voting will now take place between the candidates. The delegates may vote for only one candidate. L. Results will be announced at the end of the DCM, after the votes are counted, but the candidate will not begin his/her term until officially installed at District Convention in the spring. M. A Kiwanian or Faculty Advisor who does not represent a school/club that has a candidate in the election, will verify the election results by signing the Verification Form at the conclusion of the election.
12 CAMPAIGN MATERIALS A. LtG candidates may spend up to $25 on their campaign materials B. All expenses should be logged and receipts will be needed to verify C. You do not need to account for ink and paper D. The expense forms should be submitted with the reminder of your forms - a week before your respective elections E. If you need to purchase additional items after you have submitted your forms, you can still do so, just make sure to bring the receipts to elections.
13 ELECTION TIPS BEFORE THE ELECTION: Write and practice your speeches Fill out and sign the Service Agreement Forms on time. Make sure you have the appropriate signatures from your parents, advisors, and/or school principal. Bring extra copies of your forms to the DCM. DAY OF THE ELECTION: Arrive at least 5-10 minutes early, with all of the necessary papers/materials, and in business professional attire. Know the procedure: Recite a 5 minute speech Answer caucus questions for up to 10 minutes In the event of a Nomination Conference: Following the Nomination Conference Recite an additional 2 minute speech Answer a fish bowl question up to 5 minutes AFTER THE ELECTION: If you won, congratulations! You are now the official Lieutenant Governor for your division. You will be expected to attend the 62nd annual District Convention from March 24-26, 2017, where you will officially be installed as a member of the Southwest District Board of Key Club International. Stay after the elections and talk to your current LtG. Expect to receive resources and guidance from him/her! If you did not win, don t worry! There are plenty of other opportunities to lead in your Key Club, so continue serving your homes, schools, and communities, and remember why you first joined this organization!
14 SAMPLE CAUCUS QUESTIONS Why did you join Key Club? What encouraged you to run to this position? What are your views on Key Club in general? What do you feel is the major problem facing Key Club today? How have you committed yourself to service this year? Have you had any previous experience as a Key Club officer? How have you gained leadership experience in other organizations? How will you balance your commitment with Key Club, school, and other obligations? What are your duties as outlined in the Southwest District Bylaws? Describe your work ethic. What is your biggest weakness and how will that affect your term? What are your plans if not elected? What is your favorite service project and why? What have you learned from obverting the current member in office, and how will this affect your term, if elected? What is your main priority if elected? How will you increase Kiwanis Family bonds? How will you increase communication? Where does your biggest source of motivation come from? When and where did Key Club start? Recite the Key Club pledge. Who is the Southwest District mascot? How do you feel?

17 ELECTIONS FAQ What advice do you have for a candidate? Ask current board members questions, know the elections process, prepare, and have confidence. Are there any requirements for me to be a delegate? Be a dues-paying member in good standings. You don t have to hold an office or any other requirements. There is more than one person interested in LtG at my home club. Can we both run? No, only one candidate is permitted to run from each club. In the event that this happens, your club can host its own elections to send one candidate. Who do I turn my forms into a week before the elections? The newly elected LtGs will be installed at District Convention in March. Can I be a candidate and one of the two delegates from my school? Yes. I don t know when my elections are - how can I find out? Check the district website, under Events > LtG Elections.
18 ELECTIONS FAQ Where can I find the LtG Candidate Forms? under Events > LtG Elections Can I have a campaign manager? Yes, each candidate can have one campaign manager. Can I listen to other candidates speeches? No, you and your campaign manager may not be in the room when other candidates are speaking. What should I include in my speech? A brief introduction, your experience in Key Club, and your goals if elected. Talk about your platform and vision for the division in which you serve. What if a quorum (one-half of the eligible delegates) is not met? The elections will be rescheduled for a later date. What if there aren t any candidates? The elections will be reschedule for a later date, and finally if not elected, elections will take place at District Convention Do I have a spending limit on my campaign? Yes, you may spend up to $25 (including the actual price of donated materials). Receipts must be submitted for proof and copies should be made and brought to the DCM. Can I have notes with me during my speech? Yes, but know your platform and be prepared for questions. What if I need to buy something after I submitted my expense reports? You can still purchase campaign material, just be sure to bring a copy of your receipts on the day of elections.
19 LTG FAQ How much time does serving on the district board take? Expect 3-5 hours the least to adequately complete your duties Will I have time to play sports/have a job and serve on the district board? It is definitely doable! As long as you manage your time and prioritize, it is possible. What s the hardest thing about being on board? Time management Will I miss school? By attending all of the mandatory events (not including Fall Rally, Key Leader, or Kiwanis Family Conference), expect to miss about five days of school throughout the year What s the best part about serving on board? You meet a lot of amazing leaders throughout our district and grow as an individual. You view Key Club from a new perspective and work behind the scenes to make our district as great as it is! What happens at board meetings? Committee reports, voting on expenses and DCON themes, approving budgets and bylaws, revising policies and procedures, reviewing our progress as a district, etc. What kind of committees should I be expected to serve on? The committees change each year because of the current governor in office. There are usually at least four committees along these lines: Membership Growth, Service, Kiwanis Family Outreach, PR/ Communication Can I serve as both a club officer and a district officer? No, one cannot concurrently serve on the district and club level. I have never served as a club officer/i am an underclassman. Can I still run? Absolutely! If you have the passion and dedication for service and are up for the job, go for it!
20 LTG FAQ What is a DCM? A Division Council Meeting (DCM) is hosted by Lieutenant Governors to update clubs on district/international Key Club events and projects, and determine the best way to support the clubs that he/she serves. What are included in newsletters? Updates from the district and international levels of Key Club. You promote events like DCON, ICON, Fall Rally, and advocate for our Major Emphasis Partners, dues, and the Youth Opportunities Fund. How long will my term be? Roughly a year. You will get installed at District Convention that year and retired at District Convention the following year. Do I have to pay for my own transportation, food, and lodging at board meetings? No, the board meetings will be paid for. The DCON during your term will be partially funded, but events like ICON, Fall Rally, and Key Leader will not. Consider reaching out to your Kiwanis club to help sponsor you! What events do I have to host as LtG? An Officer Training Conference in the fall, Division Council Meetings, Division-Wide Service Projects, and LtG elections in the spring.
