2 Section 7 Director of Communications 5 Section 11 Executive Director 6 Section 12 Legal Counsel 6 Section 13 Parliamentarian 6 Section 14 Chaplain 6 Section 15 Sergeant-At-Arms 6 ARTICLE V STANDING COMMITTEES 6 Section 1 Designation of Standing Committees 6 Section 2 Responsibilities of Standing Committees 6 ARTICLE VI MEETINGS 7 Section 1 Chapter meetings 7 Section 2 Staff Meetings/Special Meetings 7 Section 3 Rules of Order 7 ARTICLE VII DUES AND FEES 7 Section 1 Dues 7 ARTICLE VIII CONSTITUTIONAL AMENDMENTS7 Section 1 Proposal of Amendments 7 Article 10 Assessment and Fees 9 ARTICLE I NAME, OBJECTIVES, AND ACRONYM Section 1 Name 11 The name of this organization shall be the Sigma Phi Chapter of Alpha Phi Alpha Fraternity Inc Section 2 Objectives 21 The objectives of the Sigma Phi Chapter shall be the same as those in the Constitution & By- Laws of Alpha Phi Alpha Fraternity, Incorporated (hereinafter referred to as the General Constitution ) ARTICLE II MEMBERSHIP Section 1 Eligibility 11 Membership in the Sigma Phi Chapter shall include the following College campuses of the Indianapolis City-wide area: Indiana University Purdue University Indianapolis (IUPUI), Butler University, and University of Indianapolis Section 2 Good Standing Chapter 21 Good standing shall be defined as a member being current in payment of Chapter dues for the semester, Membership Fees and Assessments, and meeting other requirements as imposed by the General Constitution Section 3 Discipline 31 The Discipline of a member shall be the same as that prescribed by the General Constitution ARTICLE III ORGANIZATION

3 Section 1 Designation of Elected and Appointed Officers 11 The President shall be the one with the final acknowledgement of the appropriate reapportionment of these positions as needed 12 Elected Officers The Elected Officers shall be the President, Vice President, Secretary, Financial Secretary and Treasurer Successful candidates to elected offices shall become ipso facto voting members of the Board of Directors 13 Appointed Officers Appointed Officers shall be Parliamentarian and Sergeant-at-Arms Chaplain, Recording Secretary, Historian, and Director of Educational Programming Section 2 Election and Appointment 21 Elected Officers Elections of Officers shall be conducted by secret ballot of certified electoral delegates at the second to the last chapter meeting (April of every year) 22 Eligibility for Election Requirements for election to offices shall be the same as those provided for in the General Constitution of the Alpha Phi Alpha Fraternity Incorporated A candidate for elective office shall be a member in good standing in the Chapter 23 Election Voting Each member in the Chapter in good standing shall be entitled to vote from the number of voting representatives (also referred to as electoral delegates ), as provided for in the General Constitution 24 Appointment An appointed officer shall be a member in good standing of a Chapter in the shall be appointed within 90 days following the President s election Section 3 Election Process 31 The Election Committee shall provide for secret balloting at the next to last meeting and shall be based upon the rules and proceedings according to Article III, Section 24 of this document Section 4 Tenure of Office 41 The President and all other officers shall serve a term of one year and may succeed himself for one successive term Section 5 Vacancy 51 Any office that becomes vacant, except the office of President, shall be filled by the appointment of the President for the remainder of the unexpired term 52 When the office of President becomes vacant, the office shall be filled by election of a new President The chapter Vice President shall serve as President for the period up to the election of the new President Section 6 Removal from Office

4 61 All officers are subject to removal from office A special meeting as defined in Article VI, Section 2 is required for consideration of removal from office 62 Removal is by the affirmative vote of three-fourths of the attending elected officers, appointed officers, and electoral delegates in good standing, present and voting at an authorized special meeting, as defined in Article VI, Section 22 ARTICLE IV DUTIES AND RESPONSIBILITIES OF OFFICERS Section 1 President 11 The President shall be the Chief Executive and Administrative Officer of the chapter, presiding over all official meetings 12 He shall have the authority to appoint all chairmen, all non-elected officers, and members to serve on Committees and Commissions, with consultation from the Board of Directors 13 He shall interpret the Chapter Constitution and his decision shall be final, except upon an objection being raised and sustained by a majority vote of the members or the Board of Directors 14 He shall render a special report to each member of the chapter including legislation, recommendations and resolutions enacted at the preceding meeting 15 He shall represent Sigma Phi Chapter and perform other duties as required Section 2 Vice President 21 The Vice President shall provide supervision over all standing committees of the chapter, and shall serve as the General Program Director and liaison between the President and the standing committees He shall perform the duties of the President in the event that the President is unable to perform the functions of his office 22 He shall perform other such duties as assigned by the President and act for him when requested 33 He shall work with the President and plan any special meetings of chapter 34 He shall recommend College Brothers to standing and special committees 35 He shall perform other such duties as assigned by the President Section 3 Secretary 41 The Secretary shall observe and keep minutes of the proceedings of all meetings After approval of the minutes, he shall make permanent record of them in a permanent record book, taking either electronic or printed form Said record book must be brought to all meetings for necessary reference and kept with strict security He shall prepare copies of the minutes for distribution to the Board of Directors at all meetings

5 42 He shall assist the President in preparing agendas for meetings, calling to his attention old business and new business items to be discussed 43 He shall conduct the correspondence of Sigma Phi chapter as it relates to the routine affairs of the organization He shall compile and keep a complete list of all Brothers, Chapters, Officers, and Committee Chairmen of Sigma Phi chapter 44 He shall notify all Officers and Brothers of meetings and with the President 45 He shall perform other duties as assigned by the President Section 5 Financial Secretary 51 The Financial Secretary shall receive all monies on behalf of Sigma Phi chapter, from dues or other sources and keep a permanent and running account thereof He shall turn all monies over to the Treasurer at or following each meeting or more often, when conditions warrant, taking his receipt duly signed 52 He shall draw all financial orders from the treasury but all orders must be countersigned by the Treasurer or the President 53 At the meetings of each year, he shall notify all Brothers of any Chapter fees and taxes, collecting same from said members 54 He shall make a complete financial report to the staff at the chapter meeting or as requested by any delegate 55 He shall correspond with and conduct all financial business with contractors doing business with the chapter He shall be the Financial and Business Manager for Sigma Phi chapter and shall chair the Budget and Finance Committee 56 He shall perform other duties as assigned by the President Section 6 Treasurer 61 The Treasurer shall receive from the Financial Secretary all monies belonging to MAAC and deposit the same in the name of Sigma Phi chapter in a bank approved by the membership 62 He shall make all check disbursements only when properly signed orders are presented to him by the appropriate chapter official All association checks must contain the signature of the Treasurer and Financial Secretary or President, provided the same two individuals have not signed the order 63 He shall keep a complete and accurate record of all receipts and disbursements, and make a complete report at chapter meetings, or at any time this information is requested by the Board of Directors or Auditing Committee 64 He shall perform other duties as assigned by the President

6 Section 7 Director of Communications 71 The Director of Communications shall edit all chapters publications sent to The Sphinx magazine or any other news media He shall give publicity to the activities of the chapters that warrant its best interest, in accordance with the will of the Officers He shall edit the chapter Newsletter with the assistance of the chapter Secretary 72 He shall coordinate with the Associate Editors to The Sphinx of the chapter, to produce a chapter Newsletter 73 He shall perform other such duties as assigned by the President Section 8 Parliamentarian / Sergeant-At-Arms 81 The Parliamentarian shall advise the presiding officer on matters of constitutional interpretation, procedure, and Newly Revised Robert s Rules of Order 82 The Sergeant-at-Arms shall ensure that order and decorum prevail at all meetings of the chapter He shall serve as doorkeeper and shall have the right to challenge those who wish to enter Section 9 Chaplain 141 The Chaplain shall open and close each meeting with prayer, lead the chapter in the fraternity Prayer, and direct all devotional ceremonies He shall direct the Brothers in a reverence for God and a Brotherhood among members He shall minister to the general welfare of the Brotherhood ARTICLE VII DUES AND FEES Section 1 Dues 11 The Chapter shall have the authority to assess dues for the members of the chapter as needed ARTICLE VIII CONSTITUTIONAL AMENDMENTS Section 1 Proposal of Amendments 11 All proposed amendments to this constitution shall be submitted in writing to the Chairman of the Constitution Committee at least 5 days prior to the chapter meetings 12 The Constitution Committee shall review and evaluate all proposed amendments, determine the need, provide a rationale and submit its recommendations to the Chapter at least 5days prior to the meeting 13 Adoption of amendments shall require an affirmative vote of three-fourths of the delegates present and voting at the chapter meeting 14 No amendment may be adopted which supplants, supersedes, nullifies, or conflicts with the General Constitution Article X Assessments and Fees

7 11 All Chapter members are susceptible to fees as deemed by the constitution 12 All Chapter members are susceptible to a one dollar fee for swearing in both a general and executive board meeting 13 All Chapter members are susceptible to a five dollar fee for any unexcused absence Excused absences are considered work related issues, illnesses, and any extenuating circumstance
