Announcements (circulated by ) The President referred Senators to the written announcements which were circulated by in advance of the meeting. 1.1 Announcements by the Chair T. Alderson, R. Cho, L. Jolliffe, V. Papadopoulos, and R. Shaw have sent regrets as they are unable to attend today s meeting E. Campbell welcomed new Senators Rose McCloskey (elected Faculty Member-at-Large), Roberta Clark (Faculty of SASE), Vasikili Papadopoulos (student Senator) and Mohamed Wagih, who was elected as the interim representative on Saint John Senate from the Part-time Instructors and Librarians E. Campbell noted that the graduation and prize lists were available for perusal at the front of the room Fall Convocation on the Saint John campus will be held at 4:30 p.m. on Friday, October 23, 2009 at the Imperial Theatre. A reception will be held at the Delta immediately following the ceremony. All Senators are encouraged to attend. R. Humphries noted that, due to an anticipated increase in attendance at Fall convocation, those participating in the Honour Guard will gather at Grand Hall and the platform party will meet in the community room at the Admiral Beatty. 2. Approval of Agenda and Minutes of 23 September 2009 (circulated with agenda) MOTION 2, 1 Hurley/Kabir That Senate approve the agenda, as circulated and the Minutes of 23 September 2009 as circulated. 3. Matters Arising from the Minutes R. MacKinnon reminded Senators that the proposal for the Urban Institute was presented at the 11 August 2009 Senate Meeting, at which time, Senators suggested a number of revisions. R. MacKinnon indicated that he is currently consulting with various individuals to ensure he addresses the questions and concerns that were raised. He noted his intention to present an addendum to the proposal at the November Senate Meeting.

4 Saint John Senate 4 4. Question Period 4.1. Questions from Senator Miriam Jones (attached) E. Campbell drew Senate s attention to the questions that were submitted by Senator Jones concerning shared services which may result from co-location of the New Brunswick Community College on the Saint John campus. Responses were provided in advance of the meeting. E. Campbell noted that further discussion is required concerning shared services and shared costs. He emphasized that all deliberations to this point have been very high level Availability of Saint John Senate Minutes on the UNB Website L. Chalmers noted that more recent Senate Minutes have not been posted to the Secretariat web pages which are accessible to the public and asked about access to Saint John Senate minutes for non-senators. S. DeVarenne indicated that members of the University community who wish to inspect Senate Records can contact the Senate Secretary for access through the secure meeting management site. A note directing members of the University Community to contact the Secretary will be added to the public webpage. 5. Activities from the Fredericton Senate (hand-out) E. Campbell referred Senators to the report of the 20 October 2009 Fredericton Senate meeting which was available as a hand-out. He noted that there was a lengthy discussion on appeals heard by the Student Standings & Promotions Committee; specifically on the types of cases considered as part of this process and the role of this process in providing some form of relief for students who have experienced a brief period of academic difficulty as a result of medical concerns or other situations that would be considered on compassionate grounds. 6. Graduation and Prize Lists E. Campbell noted that the Graduation and Prize Lists were available on the website and a limited number of hard copies are available for perusal at the front of the room. J. Johnson presented the list of higher degrees and the graduation and prize lists. He noted that the graduation list included 80 undergraduate students (84 undergraduate degrees) and 46 graduate students List of Higher Degrees MOTION 6, 1 Johnson/Worrell That Senate approve the list of Higher Degrees, as presented.

List of Bachelors Degrees MOTION 6, 2 Johnson/Worrell That Senate approve the list of Undergraduate Degrees, as presented List of Prize Winners MOTION 6, 3 Johnson/Everitt That Senate approve the Prize List, as presented. MOTION 6, 4 Beckett/Worrell That Senate authorize the Registrar to make changes in Graduation and Prize Lists between now and 31 December for those who are deemed to have graduated in October 2009, after consultation with the Faculties or Departments concerned, and the dean of Graduate Studies in the case of graduate degrees and prizes, with the approval of the President, and subject to later report to Senate. 7. Certificate and Diploma Candidates (posted with agenda) J. Johnson presented the list of certificate candidates as posted with the agenda. MOTION 7, 1 Johnson/Farnsworth That Senate approve the list of certificates and diplomas in Business Administration Level I and University Teaching. 8. Strategic Planning Process 8.1. October 2009 Progress Report (attached) E. Campbell drew Senate s attention to the October progress report which was posted with the agenda. He noted that the Faculty and Staff positions on the Steering Committee have been filled by the following individuals:

Strategic Planning Process (cont d) Saint John: Elizabeth McGahan, Stipend Instructor, Arts and Business Dann Downes, Director - Arts Graduate Studies (MIDST) and Coordinator of Information and Communication Studies Jana Comeau, Director of Partnerships and Innovation Senator Cathie Hurley, Senior Teaching Associate, Faculty of Business Fredericton: Lesley Balcom, Associate Director Administration Libraries Rod Cooper, Faculty of Computer Science Anne Forrestall, Executive Director of Student Affairs and Services Senator Joanne Wright, Director of Graduate Studies, Department of Politics, Faculty of Arts E. Campbell drew Senators attention to the four themes and sub-themes listed in Appendix A and noted that, based on feedback received from the University community; a few minor changes have been made. The Committee is looking at amending the first sub-theme under Building a Better Province to partnering with governments and the private sector Nine white paper topics have been identified to address the issues related to the themes: Student Experience at UNB, Students - # and mix, teaching and learning environment, academic programs, research, graduate studies, building a better UNB, supporting our people and building a better province. There will be an opportunity for members of the University community to volunteer to participate as co-chairs for the breakout sessions in November on the nine topics. The sessions will be held at UNB Fredericton on November 13 and 14 and at UNB Saint John on November 20 and 21. A general call for co-chairs from the Steering Committee will go out shortly. Individuals can make nominations or nominate themselves. The Nominating Committee, a sub-committee of the Steering Committee, will develop criteria for the selection of co-chairs and make a recommendation to the Steering Committee. Co-chairs will be asked to prepare a discussion papers in advance of the breakout sessions and then, based on feedback and discussion, to prepare white papers on the session topics. The white papers will be posted on the Strategic Planning website for comment and feedback. The Strategic Planning website was launched on October 1 and the Committee is in the final stages of developing a web-based questionnaire for Faculty, staff, students and alumni. Members of the Steering Committee are testing the survey with various groups on the Fredericton and Saint John campuses prior to its launch on November 2, In response to a question concerning the survey, it was noted that there will be a distinction between respondents on the Saint John campus and Fredericton campus. J. Everitt indicated that the Committee has included campus-specific questions.

7 Saint John Senate 7 9. Report of the Undergraduate Scholarships Committee K. Bonner presented the report of the Undergraduate Scholarships Committee, referring to information posted with the agenda. K. Bonner explained that the Faculty of Education has changed to an 11-month consecutive program and, in future, the majority of these students will graduate in the Fall. In light of this, the Faculty would like to move awarding of the Lieutenant Governor Silver Medal for Education from Encaenia to Fall Convocation. As indicated in the report, they have proposed a transition plan for 2009, 2010 and 2011 to avoid creating a disadvantage for the students who are completing the now discontinued concurrent and old consecutive programs. He noted that the proposed revisions were approved by the Fredericton Senate on 20 October R. Farnsworth drew on her experience as a former member of the Undergraduate Scholarship Committee and noted that it was her understanding that the goal is to maintain a small number of medals awarded each year so not to dilute the integrity of the Lieutenant Governor Silver Medal. B. Beckett noted that he is supportive of maintaining a small number of silver medals awarded annually; however, the proposal put forward is a transition plan to address a unique situation. He suggested that, were a similar transition needed for students on the Saint John campus, he would hope Fredericton would support Saint John. R. Humphries noted that other students graduating in October also may not be considered for the Lieutenant Governors Silver Medal in their Faculty. It was noted that Faculties determine their own procedures for identifying recipients of Silver Medals in a twelve month period and that Senate may wish to ask the Committee to consider this matter further. Although the report was presented for information; many Senators felt that this matter required approval from both Senates. S. Strople explained that the report includes two recommendations on this issue. The first recommendation, as indicated on page one of the report, deals with the transition plan for students in the Faculty of Education on the Fredericton campus. The second recommendation, as noted on page two of the report, is a revision to the description of the award and does require approval from both Senates. Senators expressed concern that the proposed description on page two did not indicate that the awarding of two Medals in the Faculty of Education would be for an interim period. Senators engaged in a lengthy discussion with respect to how to proceed with this motion. It was suggested that Senate deal with the awarding of a Silver Medal for 2009 only and refer this matter back to the Undergraduate Scholarships for further discussion and consideration.

Undergraduate Scholarships Committee (cont d) MOTION 9, 1 Beckett/Lindsay That two Lieutenant Governor of New Brunswick Silver Medals be awarded for Education, one to be awarded in May to students in the old consecutive and concurrent BEd programs and one in October to students in the new 11-month BEd program for 2009, 2010 and MOTION 9, 2 Jeffrey/Everitt That Motion 9, 1 be amended to remove the awarding of a second Lieutenant Governor Silver Medal in Education in October of 2010 and During further discussion, S. Strople expressed concern that it may be beyond the powers of the Saint John Senate to approve a matter specific to the Faculty of Education on the Fredericton campus. With the consent of the meeting, the mover and seconder of Motion 9, 1 and Motion 9, 2 agreed to withdraw their motions. Members of Senate indicated that the policy issues with respect to the Lieutenant Governor Silver Medals need to be considered further, but expressed concern regarding the potential impact on the student expecting to receive the award. It was suggested that provision should be made to award a second medal at the October 2009 ceremony. MOTION 9, 3 Beckett/Lindsay That Saint John Senate endorse the awarding of a second Lieutenant Governor of New Brunswick Silver Medal in the Faculty of Education in October In response to a question, it was noted that the proposed wording of the description will not appear in the calendar. It was suggested that the proposed revision to the award description be referred back to the Undergraduate Scholarships Committee for further consideration. MOTION 9, 4 Lindsay/Farnsworth That Senate refer the proposed modifications to the award description for the Lieutenant Governor of New Brunswick Silver Medals to allow for an interim awarding of two medals of the Faculty of Education for 2010 and 2011 to the Undergraduate Scholarships Committee for further consideration.

Desserud presented the report of the School of Graduate Studies, referring to information posted with the agenda Honorary Research Associates (posted with agenda) MOTION 10, 1 Kealey/Johnson AThat Senate approve the appointment of R. Uma Shaanker as Honorary Research Associate.@ 10.2 Proposed Modifications to the MEd Program (posted with agenda) The modification approved at the September 23 meeting was part of a larger package of modifications to the M.Ed. program. The proposed modifications which have not yet been approved include a proposal to move Special Education and Educational Administration out from under the umbrella of Educational Foundations to recognize them as distinct program areas and a change in name for the Guidance and Counselling program to Counselling Psychology. Members of Senate asked to deal with the proposed change in name for Guidance and Counselling as a separate motion. MOTION 10, 2 Bonner/Kealey AThat Senate approve the following modifications to the M.Ed. Program: - move Special Education and Educational Administration from the umbrella of Educational Foundations to recognize them as distinct program areas - change of program name from Special Education to Exceptional Learners. C. Hurley noted two corrections which should be made to the report before it is submitted to MPHEC: (1) the numbering sequence under 2.1 should be corrected and (2) the proposed name change from Special Learners to Exceptional Learners should be included in the modified programme structure under item These corrections were accepted as a friendly amendment., as amended MOTION 10, 3 Worrell/Kealey AThat Senate approve the proposed name change for the Guidance and Counselling program option in the Master of Education degree program to Counselling Psychology. L. Both expressed concern with the use of Psychology in the proposed name as use of the title psychologist is regulated by provincial legislation. She noted that psychological practice and the completion of this program will not provide

10 Saint John Senate Graduate Matters (cont d) students with the qualifications needed to meet licensing requirements in the Province of New Brunswick. She suggested the proposed name, Counselling Psychology, may be misleading to both students and the public. She also expressed concern that the Faculty of Education did not consult with the Department of Psychology on the Fredericton campus regarding the proposed name change. G. Kealey noted that only a small percentage of students who graduate with degrees in Psychology each year go on to become psychologists. L. Both noted those who do not continue on to become psychologists are not practicing; thus, use of the title psychologist would not be an issue. However, those graduating from the counselling program will be practicing. L. Jeffrey referred Senators to the description of the purpose of the change in section 2.2 of the proposal which states that For credentialing purposes, there are a number of colleges of psychologists in Western Canada which do recognize these courses for professional registration. Having Psychology in the program title enables students (who have appropriate undergraduate courses as well) to seek professional status in these provinces. MOTION 10, 3 was DEFEATED. In response to a question, S. Strople indicated that, in a situation where a motion is approved at one Senate and defeated at the other, responsibility for resolving the difference rests with the President. The proposed name change for Guidance and Counselling will be submitted to the Board of Governors as an information item only in the October 2009 report on Senates Business. 11. Report from the Registrar Preliminary Report on Enrolment (posted with agenda) J. Johnson presented the Preliminary Report on Enrolment to October 1 which was posted with the agenda. He noted that he and the Registrar for the Fredericton campus worked together on the reports to ensure consistency and to include information for both campuses. J. Johnson drew Senate s attention to figure 1 on page 1 of the report, noting the use of head count versus full-time equivalent (FTE) to identify the number of students. Although the campus experienced an increase in full-time enrolment over 2008, there was a decrease in part-time enrolment. J. Johnson noted that, while the University of New Brunswick as whole, has experienced a decline in enrolment for , the Saint John campus is reporting an increase. He noted enrolment will continue to fluctuate over the next few weeks until the last day to drop a class has passed. He indicated that enrolment by FTE on 1 October was and on 21 October was A final report for the Fall term will be prepared for the Maritime Provinces Higher Education Commission (MPHEC).

11 Saint John Senate Report from the Registrar (cont d) As of October 1, the campus experienced a decline in graduate students. R. Farnsworth pointed out that the intake for MBA students is after October 1, noting that enrolment projections for this program suggest an increase this year. The Saint John campus continues to face challenges with respect to the conversion rate from application to registration and retention. J. Johnson noted the following correction on page 4 of the report: the increase in high school students in 2009 compared to 2008 is between 9 10%, not 5%. J. Johnson drew Senate s attention to figure 4 which provides a breakdown of the source of new transfer students. He noted that the majority new high school students are from New Brunswick. Referring to the changes in Faculty FTE enrolments on page 8 of the report, he pointed out that if Engineering and Nursing enrolment numbers are separated from the Faculty of SASE; the Faculty actually experienced a decline in enrolment. C. Hurley suggested that it would be helpful to include the targeted FTE in the enrolment report. J. Johnson reported that the target was 2013 and the campus has exceeded its target. She also requested that for future enrolment reports, that the BBA and the BAM be listed separately as they have two different intakes. J. Johnson explained that, when recruiting outside of the Maritimes, UNB Saint John and Fredericton combine recruiting efforts to share costs and maximize exposure. Each campus undertakes in its own recruiting locally. R. MacKinnon noted that, as indicated in the report, the campus is seeing positive results for a number of new recruiting initiatives such as targeted recruitment of non-traditional students. Going forward, the campus will need to carefully consider its challenges with respect to retention. R. Humphries suggested that it is an opportune time to consider a daycare on campus with the focus on non-traditional students and the large number of international students with families. 12. Report of the Nominating Committee (attached) K. Bonner presented the report of the Nominating Committee, referring to the draft minutes of 5 October 2009 which were posted with the agenda. Appointment to the Research Ethics Board 13.1 Recommendation for Re-appointment to the Research Ethics Board R. MacKinnon referred Senators to the recommendation for re-appointment to the UNB Saint John Research Ethics Board which was circulated with the agenda. MOTION 13, 1 Jeffrey/Chalmers That Senate recommend to the Board of Governors the re-appointment of Katherine McGuire, Department of Psychology to the Research Ethics Board for a three-year term to be effective 1 November Other Business L. Both asked for clarification on the length of the term for the Provost. R. MacKinnon noted that he would provide that information at the next Senate Meeting. Secretary s Note: G. Kealey s term as Provost expires 31 December R. Humphries suggested that consideration should be given to awarding Honorary Degrees to Lieutenant Governors as a matter of tradition.
