1 Membership: The Club by virtue of its size, location and facilities play the pivotal role in improving social, residential and recreational facilities. Encompassing most of the sports activities within one perimeter is primarily a retreat for those members, who wish to spend some time out of their busy schedule at a quiet place for study, leisure and sports activities. It also offers modern facilities. In Order to provide maximum facilities to members at affordable cost, the club would operate as a non-profit organization. The management committee shall comprise of president, vice president and committee members, domiciled in province of Sindh, from amongst the serving or retired officers belonging to PAS, Ex-PCS and shall always be the member of the committee. EX-Officio Members: Following officers will be Ex officio members of the Management Committee. Additional Chief Secretary (DEV) P&D, Secretary finance Secretary works & services, secretary general Administration, Commissioner Karachi and deputy commissioner south. Secretary General Administration SGA&CD shall be the liaison officer for the club and would assist the management committee in improvement and development of the club and resolution of any issue being faced by the club. In order to effectively manage the affairs of the Club, a Management Committee is formed vide Singh Government Notification number Dev (SGA&CD)-3 (1530p1-1v2012/2016 dated 1 st August 2016 and 3 rd November All members of the first Management Committee will be deemed to be Life members of the Club.

2 (1) All Officers of PAS BS 18 and above. (2) All Officers of EX-PCS BS 19 and above. (3) Officers of PSS BS 18 and above. (4) Officers of Ex-Cadre BS-20 & Above serving at Karachi. (5) All retired Federal & Provincial Secretaries belonging to Province of Sindh. (5) All Former Chief Secretaries. Types of Members: Membership will be offered in any one of the following categories. 1. Temporary 2. Permanent 3. Corporate CONVERSION OF MEMBERSHIP STATUS: Initially all candidates shall be inducted as temporary members; they may apply, upon completion of three years, for confirmation as permanent member, to the management committee. (a) MEMBERSHIP OF MESS. For new/temporary membership application will be submitted on prescribed form and interview held by the management committee for permanent membership. (b) Procedure (a) Temporary member may apply for permanent membership if they fulfill prerequisites. (b) Club Administration /Sub-Committee will scrutinize the application, and if all conditions are fulfilled, then it will recommend for Committee for

3 approval. (c) All Application for Temporary /Permanent Membership will be put up before the management Committee of approval. (c) (d). Privileges / Rights of Permanent Members (a) Be eligible for nomination or appointment to the Club Management Committee or any Sub- Committee or any appointment constituted for the purpose of dealing with the business or affairs of the Club provided he/she been a Permanent member for a period of at least two years (for the first two years temporary members can also be appointed). (b) Be entitled to propose or second candidates for the selection as a member of the Club (for the first two years temporary members can also propose and second candidates) Senior Citizen Membership. Members of 65 years and above will be categorized as Senior Citizen Members. For the award of Senior Citizen status, the member has to apply for the status by submitting an application along with valid CNIC photocopy for authentication of his/her age. Their monthly subscription will be reduced by 25% less than the regular rates. (f) Household Members. Rules regarding household members are as follows: (1) Male children can continue as household members upto 28 years of age or the date of marriage whichever is

4 earlier. (2) Age limit for female household members is 30 years or date of marriage whichever is earlier. (3) Even after attaining the age limit of 30 years, female household members can be extended Mess membership till they get married on written request by their parents that they are still unmarried and are dependent on them. (4) On attaining the age limit or getting married, household membership card must be returned to Club office, failing which amount of Rs. 5,000/- will be charged per month till the return of Club card. (5) It is obligatory for a member to forward requisite information about the marriage of his/her ward and or on attaining prescribed age limit. (6) Household members are not allowed to entertain guests. Call to Action 13. Miscellaneous Rules and Procedures. To ensure smooth management of the Mess miscellaneous rules and procedures to be followed as given below; 14. Permanent Membership to Ex-Official Members of Mess Executive Committee shall be offered without payment of normal entrance fee and security deposit. However they will pay security deposit and monthly subscription of Category A on relinquishing the office as member of the Mess Executive Committee. Restoration of Cancelled /Closed Membership. (1) Voluntary Closure. (a) He / She may apply to President for re-instatement

5 (b) of membership within a period of ten years. He / She has to pay 50% of Entrance Fee, Full Security Deposit of prevailing rate of that category. (2) Non-payment (a) Any member whose membership has been terminated for non-payment of his/her dues, may apply to the President for restoration of membership which may be granted provided such members clear his/her dues in full for the default period. (b) The member has to pay 50% penalty on outstanding dues. (c) Terminated member can only apply for restoration of membership within a period of five years from the date of termination of membership. (3) Misconduct. The membership shall not be restored under any circumstances.
