PUBLIC COMMENTS APPROVAL OF MINUTES: August 29, 2017, AND CONSENT AGENDA CONSENT AGENDA Faculty representatives have been request to serve as follows: Enrollment and Success Management Committee Jo Alvarez, LA Guided Pathways Liaison Misty Burruel, VPA REPORTS President Butte College put forward an academic senate resolution to make sure that Faculty Senate sees all the grants. Vice President The Faculty Senate Constitutional Amendment to Article V, Section 10, Adjunct Senator-at-Large Elections was sent out on Wednesday, August 23, In 2015, Faculty Senate revised the constitution to include two Adjunct Senators at-large and an Alternate Senator. This constitutional amendment proposal defines the term of office: "Adjunct Senators-at-large shall be composed of two elected representatives, each with staggered two-year terms, and an alternate member serving a two-year term. Procedures for Amendment in Article IX outline the process to carry out the amendment, which includes notifying the Electorate at least ten school days prior to voting. The Faculty Senate will conduct the Adjunct Faculty Alternate Senator election pending the Faculty Senate s vote. 3 Business & Applied Technology Alternate Senator Pending Senators Dave Karp and Dionne Henderson Adjunct Faculty Alternate Senator - The Faculty Senate will conduct the Adjunct Faculty Alternate Senator election pending the Faculty Senate s vote on the Constitutional Amendment to Article V, Section 10. Committees Guided Pathways The Guided Pathways Institute is part of a series of workshops that are designed for the 20 participating Guided Pathways colleges. The goal is to help advance work in the design and implementation of Guided Pathways. To date there are six Institutes planned within the next two years. Each Institute will focus on specific areas that participating colleges should be assessing or considering during planning and implementation phases. The first Guided Pathways Institute is September 17 19th and will focus on Key Performance Indicators (KPI Data) as well as our Scale of Adoption Assessment which was distributed campus-wide by Meridith. There are limitations on the number of attendees and each institute tends to list who is required or recommended to participate (CEO, CIO, IR, Faculty, and students). The college s trends will be analyzed annually on the following Key Performance Indicators (KPIs): Early momentum KPIs; Gateway math and English completion KPIs; Persistence KPIs; College course completion KPI; and attempted credits KPIs. The Chaffey College Guided Pathways Away Team has prepared a Scale of Adoption Self-Assessment which includes: mapping pathways to student end goals, helping students choose and enter a pathway, keeping students on the pathway, and ensure that students are learning. The Away Team has identified our efforts to date with regards to not occurring, not systemic, planning to scale, scaling in progress, or at scale. We have also identified our progress to date and the next steps moving forward. Meridith Randall distributed college-wide the Scale of Adoption Self-Assessment and Short-Term Action Plan that will be addressed at the first Guided Pathways Institute. Guided Pathways Steering Committee The Guided Pathways Steering Committee is being developed and will serve as a clearinghouse of all discussions and research centered on Guided Pathways. See Senator packet from August 29, The Faculty Senate will play a critical role in the design and implementation of Guided Pathways. Due to the academic implications, it is important that faculty school representatives serve on this steering committee. The college must be committed to clear and open communication in order to integrate guided pathways across multiple campuses. Faculty Senate/September 5,

4 Outcomes and Assessment-Curriculum Chair Boyd and SLO Co Facilitator Burk Herrick. They will work with PSR on how to integrate the SLO portion with PSR. Better ways to integrate/inflitrate SLOs with PSR. Resource Allocation Committee One topic from the RAC committee is the needs to address is the change in augmentation funds for supply items. Sometimes funds will be available and other times funds will not be available. A consistent available funds or a consistent augmentation budget needs to be adopted. VII OLD BUSINESS Amendment to Section V, Article 10 The following amendment was approved: The adjunct faculty shall elect two Adjunct Senators-at-large and an alternate. The Vice President or President-Elect of the Senate shall notify the adjunct faculty of the call for nominations, no later than sixty school days before the end of the Spring semester. Nominations shall be submitted to the Vice President or President-Elect. The Vice President or President-Elect shall develop a nomination list, determine whether each nominee is currently employed by the District in a faculty position, and determine whether each nominee will accept the position if elected. A final ballot shall be submitted to the Adjunct Electorate no later than thirty school days before the end of the Spring semester. Final ballots shall be returned to the Vice President and/or President-Elect at the Senate office and a committee designated by the Senate shall count the ballots. Adjunct Senators-at-large shall be composed of two elected representatives, each with staggered two-year terms, and an alternate member serving a two-year term. Welcome Reception President Alger announced that Faculty Senate and Classified Senate will host and sponsor the Welcome Reception for all new faculty, staff and administrators on Wednesday, September 13, from 12:30 1:30-pm in AD-151. The reception will welcome 55 new classified, faculty, and managers to the Chaffey Community. Refreshments will be provided courtesy of the Bookstore and the Foundation. The entire campus is invited to attend. President Alger is asking for Senate volunteers work the beverage bar and to assist with welcoming, and clean-up. The following Senators volunteered to work the bar: Pak Tang and Alif Wardak, Welcoming: Nicole DeRose and cleanup Luke Gunderson. Faculty Senate/September 5,

5 VIII NEW BUSINESS Guest-Dr. Henry Shannon DACA Following the announcement from the White House to rescind this program, Dr. Shannon said it was up to us to share our concerns and to inform our Congressmen/Congresswomen and Senators of our position in response to the announcement. We need to keep this issue at top of our agenda in order to help our DACA Students. Growth for classes and faculty offices are stifled due to space. When are we going out for bond that would allow us to build much needed space? We need to plan for a future bond that would allow us to provide needed office space for faculty as well as classroom and lab space. A 2018 bond measure is too soon, realistically; however, placing another bond measure the on 2020 ballot is more realistic. A poll/sample poll is needed to survey potential voter support for a bond. Also, an information campaign is needed to clarify what bonds have been recently approved. For example, voters sometimes confuse the approved Chaffey Joint Union High School District Bond with Chaffey College. When a Chaffey College bond is on the ballot we will need support from our business partners, including large businesses like Amazon. Is there an estimate of how many Full Time Faculty (FTF) may be on the horizon? The college is in compliance with the Faculty Obligation Number (FON).he Chancellor's Office provides guidance on credit growth. Chaffey College growth funding is currently less than 2%; in fact, Chaffey is one of the few California Community Colleges increasing in enrollment. We may not experience additional growth for the next few years. Why was Laura Hope s position distributed among Deans and not filled someone that Laura has worked with and mentored? This is putting an extra burden on some Deans that were assigned parts of Laura s responsibilities. Laura Hope is on loan to the state for up to two years to serve in her new role, but she is still an employee of Chaffey College. Laura s responsibilities have been distributed to the deans who are capable of handling those responsibilities. Also, Associate Superintendent Meridith Randall has taken on additional responsibilities from the School of Instructional Support. Finally, Rob Rundquist is the interim dean of KNA, Success Centers, and Libraries handling areas that were covered by Laura Hope as well as Cory Schwartz. What is your opinion on the 16-week semester? Dr. Shannon is in full support of the transition to a 16-week semester. His concern is the timeline, and he encourages the college to look at as many areas as possible that may be impacted by the change to a 16-week calendar. The transition ideally will occur in fall Dr. Shannon stated that a majority of our students have busy lives, and the shorter timeline may accommodate busy lives. He believes that students will rise to the expectations of their courses. A shorter semester Faculty Senate/September 5,

6 may also reduce the drop rate. The transition will keep Chaffey in competition with other local community colleges that have already implemented the 16-week semester calendar. Can we get an update on the shooting incident that happened in July? More importantly, a solution to the continued lack of communication between the district and the staff in times of crisis. The incident happened in July at the Rancho Campus. Alisha Rosas explained that the common questions from the campus community were: Why didn t I get a text message regarding the incident? The incident was about 80% under control by the time most of the campus community arrived since it occurred before 7 a.m. Since the suspect was arrested and the incident was deemed no threat to the campus this incident was not considered an emergency. We do have an emergency notification system, however, since this was not an emergency, the notification system was not used. Also, when investigations are taking place, limited information is available and only portions of information can be disseminated at any time and is subject to verification. The media broadcasts the story, but often has very little information to share since information comes out in increments or may not be available. Information on text message communications is also very short, limited to 200 characters, so allowed us to share lengthier information as we could. The single shot was fired by a police officer in self-defense, and no one was hit. This is still an open case. The helicopter was flying above campus to pick up a photographer to take aerial photographs for investigative purposes. The status of the suspect is not known by officials of the college at this time. Once the incident has been resolved, the college community will be notified. Employees working at the library would have benefitted from a debriefing regarding the incident since the suspect was a temporary employee working at the library. The point is following such incidents, members of the college community could benefit by a visit from campus police or other college officials to discuss the incident. Senator Ross mentioned that employees of the college would have benefitted by addressing media reports for accuracy, especially since many employees were receiving media reports from family and friends. Senator Tang commended the s that went out to inform employees, however, he suggested that a text message sent to students and employees letting them know the incident was resolved would be helpful for those who may be on their way to Chaffey or who did not have access to . Sending this text would be another effort to keep everyone informed. Although SLOs are written into contractual responsibilities of faculty. It was done so because SLOs were part of the ACCJC accreditation requirements. Now that ASJCC has dropped the SLO requirements for accreditation, will the district deemphasize SLOs as a contractual requirement? The SLO requirement has not changed for faculty. What are the current plans regarding signage, which is deemed an important aspect of welcoming students to the campus? The sign committee keeps Faculty Senate/September 5,

7 revisiting the issue and coming up with solutions that are seen as a temporary fixes. Students are in need of outdoor seating areas to relax and socialize. They are now sitting on cement (see north side of cafeteria), and all ledges available to them to eat, and have fellowship with other students. What solutions are on the horizon? The signage on our campuses is not ideal. Dr. Shannon has asked Alisha Rosas and Melanie Siddiqi to work together with the resurrected signage committee within the available funds to work on better signage. There are Measure L funds available specifically for signage. There are also plans for seating within Measure L. President Alger suggested additional seating is needed on the north side of the MACC building. Shade areas are also within the Measure L plans, most notable the shade structure and seating areas for the MACC building The issue with the boiler has lingered for 5 months. Having some buildings with temperature in the low 60 s is not conducive to work, teach, or learn. Why has the fix taken such an extended period and when can we expect to have room temperature return to normal? The boiler is not working effectively because of leaks in the pipes and it is taking time to locate and repair those leaks. This is a work in progress. Professor Burk Herrick stated the campus should come up with a temporary solution for extremely cold areas, like providing portable heaters. Dr. Shannon with discuss potential temporary solutions with Melanie Siddiqi and Troy Ament. Guest-Alisha Rosas, Director of Marketing The 18 th Annual Report to the community will take place on October 24 at the Chino Community Center. Contact Alisha s office to share ideas. Last year s report featured a video to highlights of Chaffey s programs and students. This year, the focus will be on the cities served by Chaffey and by the contributions of alumni within the communities. This is what Chaffey does in the communities each day.
