CORPORATE PRIORITIES AND POLICY CONSIDERATIONS 2.1 The Corporate Plan commits the Council to a priority of Better Services for less money by delivering value for money across Council services through better use of resources including our assets, staff and technology. This proposal does this by assisting Middlesex University in the redevelopment of the former car park as part of the Master plan proposals. 3. RISK MANAGEMENT ISSUES 3.1 I have considered whether the issues involved are likely to raise significant levels of public concern or give rise to policy considerations and they do not

EQUALITIES AND DIVERSITY ISSUES 4.1 Barnet Council is committed to improving the quality of life and wider participation for all in the economic, educational, cultural, social and community life of the Borough. This proposal does this by assisting Middlesex University to expand its educational facilities. 4.2 I have considered whether these proposals will give rise to any issues under the Council s Equalities or Diversity policies and do not consider that there are any such concerns. 5. USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance & Value for Money, Staffing, IT, Property, Sustainability) 5.1 There are no procurement, performance and value for money, staffing, IT or sustainability implications. The financial and property implications are set out in paragraph 8 below. 6. LEGAL ISSUES 6.1 None. 7. CONSTITUTIONAL POWERS 7.1 Chief Officers can take decisions in consultation with the Cabinet Member concerned, amongst other things, to discharge the duties allocated to them or dealt with by their staff, except for matters specifically reserved to Executive Members, Cabinet meeting, Cabinet Committees, Committees or Council...in all matters where they have managerial or professional authority... BACKGROUND INFORMATION 8.1 Middlesex University has been granted a 20 year lease of the Town Hall and a 150 year lease of the car park site from 31 March 2010 following the surrender of its 7 year lease of the Town Hall and car park 8.2 EDF Energy PLC currently holds a 60 year lease dated 3 May 1968 of a substation site to the rear of the Town Hall on land which will form part of the new access within Middlesex University s redevelopment of the former car park. 8.3 In order to facilitate the new development on the former car park, a new substation is being constructed by EDF Energy PLC, to replace the existing one. The University will be given the ability, under it s150 year lease, to grant the new lease to EDF Energy and the Council will take a surrender of the existing site when the lease of the new substation site is completed.

CONSULTATION WITH CABINET MEMBER(S) 10.1 The Leader and Cabinet Member for Resources has been consulted and agreed the action taken. 11. OFFICER S DECISION I authorise the following action 11.1 The Legal Department completes the documentation to take the surrender of the lease of the substation site as soon as possible after Middlesex University grant the lease of the new substation site to EDF Energy PLC.
