2 Taking CRT Message to Congress 2018 CRT Congressional Asks Your Members are Key to Protecting Access 1) Immediate need to roll back Medicare cuts: Stop inappropriate Medicare application of DME Competitive Bid rates to cut payment for accessories (critical components) on CRT Manual Wheelchairs: House Bill H.R ) Long term comprehensive improvements: Create Separate Benefit Category (SBC) for CRT within Medicare and implement needed improvements in coverage, coding, and standards: House Bill H.R Senate bill expected. NCART 5 NCART 6 Manual Wheelchair Accessories Bill Details of Manual Accessories Bill House bill H.R reintroduced by Reps. Lee Zeldin (R NY) and John Larson (D CT). Currently at 86 members (43 Rs and 43 Ds); 9 on Ways & Means Committee, 7 on Energy & Commerce Committee. In 2016, broader bill had 147 (90 Rs and 57 Ds). Senate bill Sens. Bob Casey (D PA) and Rob Portman (R OH) continue to work on best Senate solution. In 2016, 26 signed on (14 Rs and 12 Ds). Needed to stop current INAPPROPRIATE Medicare (and other payer) payment cuts (10% to 50%) to CRT manual wheelchair accessory codes Will clarify Congress intent to exclude CRT wheelchairs and accessories from Medicare s DME Competitive Bid Program NCART 7 NCART 8 NCART 2
3 Separate Benefit Category Bill Details of SBC Bill House bill H.R. 750 introduced by Reps. Jim Sensenbrenner (R WI) and Joe Crowley (D NY). Currently at 98 members (33 Rs and 65 Ds); 14 on Ways & Means Committee, 14 on Energy & Commerce Committee. In 2016, 173 signed on (74 Rs and 99 Ds). Senate bill will be reintroduced shortly. In 2016, 20 signed on (9 Rs and 11 Ds). Creates separate category for CRT within the Medicare DMEPOS benefit (similar to Orthotics & Prosthetics) Designates specific HCPCS codes as CRT and allows for creation of NEW dedicated codes for CRT Eliminates in the home restriction for CRT and adds functional considerations Expands clinical evaluation to all CRT mobility bases Increases supplier standards: enhanced ATP credential, requires repair capabilities Allows nursing home residents to access CRT if part of move to community residence Clarifies exemption of CRT from competitive bidding NCART 9 NCART 10 Other Medicare Issues State Medicaid Issues Power seat elevation feature non covered because it is not primarily medical in nature.
