Bill Marrs Not long ago, President Elect Bob Clark asked me for a list of the places I traveled and events I have participated in to give him an idea of what kind of time he would need to put aside since he is still working for a living. When all is said and done, I will have visited, participated in or been present in my official capacity as State President in sixty-one events ranging from one day to a week or more. Of those sixty-one events, about thirty were visits to chapters around the state, ranging from the Col. Turner Sharp Chapter in El Paso to the Fredonia and East Texas Chapters, North to Panhandle Plains Chapter in Amarillo and South to the Gulf Coast. In all these travels, we have been most graciously received. Serving as State Secretary as long as I did, I am acquainted with literally hundreds of Compatriots around the state by phone and that I have never met in person and this year as State President provided an opportunity to change that. My only regret is that I could not visit all 48 chapters. While it seemed at times that I was always on the road, other things were happening to the benefit of the Texas Society as well as to our loss. We lost several former state officers this year. I will name a few that we knew well. We lost Former Governor Bill Clements, Past Presidents, Ross Shipman and Jim Robertson; Longtime Staff Secretary Don Pugh, longtime members Don Pray and Bill Todd on the chapter level and many others who will be recognized at the memorial service in March at the State Convention. My sponsor into the Texas Society was Ronald Whitten. He has cerebral palsy and fought it until the end. We lost the Bellman David Hall. He and his Replica Liberty Bell made a big impact on us in the short few years he and the bell were with us. We made some changes in how we operate and we have reworked our Constitution and Bylaws to reflect changes made in the National Society Constitution and Bylaws and to make them reflect how we want to operate in years to come. We will have only two Board of Managers meetings next in 2012, one on Sunday March 25 and the second on the 5 th and 6 th of October at Temple, Texas. Members of the BOM hope that attendance increases. The San Antonio Chapter will host our 117 th convention. I have met with the Chapter Committee members and with the hotel staff twice to work out the details. We are determined to hold the line on cost. We got a good room rate of $89.00 and are maintaining the registration fee at $35.00 but with no charge for guests as is the practice at National meetings. We are going to have eight or nine National Officers attending, including President General Magerkurth, Secretary General Leishman, Treasurer General Dooley, and several other National Officers. We have invited the Executive Director, Donald Shaw to be our guest. He is new to SAR and we want him to learn more about our state organization. He has never been to San Antonio and is really looking forward to his visit.

4 I want you all to notice the insert in this Compatriot. As I traveled the state, I kept getting the same question and that was Why don t we have a printed Compatriot mailed to our homes? Explanations about costs and technology were not always appreciated. So be sure and pull the insert, fill out the card and mail it in to the State Secretary if you want to start receiving a print version of the Compatriot. We need your address as well as a corrected mailing address if you want communication to improve for you personally and for your chapter. I hope that the delegates see fit to approve the addition of a Communications Secretary whose job it will be to make sure we on the state level can communicate with all our members. He will manage address changes and assist the State Secretary as needed to ensure we have excellent communication from top to bottom. Finally, by the time you receive this, we will be about 6 weeks away from our Convention. I urge every Chapter Officer to attend but in particular, Chapter Presidents and Secretaries need to attend and take part in the management of the Texas Society. Committee meetings are where decisions are made that affect your chapter. Why not attend and have some input? William M. The February 2012 National Laredo, Washington Birthday Parade, International Bridge Ceremony, and Martha Washington Presentation Ball 5. The March 2012 National Spring Leadership Conference in Louisville, Kentucky The following TXSSAR meetings were participated in 2011: 1. The Summer 2011 TXSSAR Board of Managers Meeting in Houston 2. The Fall 2011 TXSSAR Board of Managers Meeting in Galveston The following TXSSAR Chapters were visited: 1. Participated in the McKinney Chapter meeting on February 21, 2012 at which the future of the TXSSAR archives at UNT were discussed. 2. Installed the Brazos Valley Chapter officers on February 25, Installed the Hill Country Chapter Officers on March 13, 2012 in Kerrville, Texas 4. Installed the Robert Rankin Chapter officers on March 14, 2012 in Katy, Texas 5. Installed the Piney Woods Chapter officers on March 15, 2012 in Houston, Texas 6. Attended eleven of the Dallas Chapter meetings 7. Attended eleven of the Plano Chapter meetings

5 A number of chapter visitations have been scheduled throughout the remainder of Since the Fall BOM I have been working on setting up the committees for next year, which includes some reorganization of the committees. All committee assignments for will be announced at or shortly after the March annual convention. I have also been working on the business of the committees I chair, which are the Long Range Planning and District VP. March 10, 2012 State Secretary Robert S. Cohen Activities since last report. Prepare and send dues invoices with assistance of printing and mailing company. Receive, add to database, sort, place in envelopes and mail new members and numerous supplements that were approved during November, December, and January. Check that all have valid addresses before adding to the database. Set up database for 2012 and clean up inconsistent data. Prepare and submit Annual membership report to National. Make address changes in the Texas and National databases. Direct requests to join SAR to a chapter near requestor s residence. Identify and list tasks performed by the State Secretary. Receive, inventory and process certificates and medals. Meet with President, Immediate Past President, Treasurer, and database specialist, AllanHenshaw, to coordinate updates to the TXSSAR database programs. Treasurer John Beard As Treasurer, I have prepared the agenda and draft Minutes of the Audit and Finance Committee and have prepared four spreadsheet reports, including Balance Sheet by Class, Profit and Loss by Class as of

6 Dec 31, 2011, 2011 Budget and Variance as of Dec 31, 2011 for review and discussion during the proceedings of the committees I am on and during the State and BOM sessions. Chancellor Henry J. Voegtle There was no report at time of publication. Chaplain James C. Taylor As the Chaplain of TXSSAR, I have sent condolence letters to deceased Compatriot families. During the Fall BOM I gave the Invocation and Benedictions at all General Meeting Sessions and the Banquet on Saturday night. I led the worship service on Sunday morning. I have participated in the Genealogical Programs at Brook Army Medical Center for wounded Warriors on three occasions and have participated in the Christmas decorations at the Audie Murphy VA Hospital in San Antonio, TX. Update of the Americanism, Contests, Medals, and Awards Manual. The TXSSAR Society Manual dated in March 2000 is outdated and many topics are no longer used. Due to the need to report many activities contained in our Chapter Annual Report, the Committee decided to use the Americanism/PG Reports at National and do away with duplication of reports. Many chapters elected not to compete at NSAAR for awards as it was difficult to report on Chapter activities in two reports and they felt that the report was not competitive and was not reported. However, with the use of the National report form, the state society now gathers more information of chapter activities that can be included in the TXSSAR Report to NSSAR which makes the Society more competitive in national awards. Once this transition is completed a new ACMA Manual will be prepared and presented to the CMA Committee for review and approval. Youth Contest Programs Updates on the TXSSAR web site. Information on Youth Contests posted to the TXSSAR web site need to be updated each year. Increase participation in Public Service Awards and Non SAR/DAR Awards. On May 29, 2009, President Tom Lawrence asked TXSSAR Officers, Youth Contest Chairmen, and District Vice Presidents to work together to increase participation and recognize and present medals, certificates, and awards to citizens other than SAR and DAR members in We need to continue this important outreach effort in Chairman Public Service Awards Committee, Art Munford worked with District VP s and various Chapters to focus on the TXSSAR Society s goal. The effort led to the presentation of 77 Public Service Medals to Fire, Law, EMS, and Heroism Award recipients, versus 118 in Six Chapters presented all

11 four of the Public Service Medals in We need to work hard in 2012 to get back to where we were in 2010 and to make an improvement on that. Based on the 2012 Consolidated Chapter Report thirty eight (32) medals were presented to non SAR citizens 29 BGC and 3 SGC Medals versus seventeen (38) medals the prior year. Though we were a little short of last year, our goal is to increase recognition of non SAR citizens who tell the SAR story. Local Chapters with the help of District VP s are in the best position to achieve the goal Past President Lawrence set for TXSSAR. Local Chapter Presidents are our first line of contact with this group of people. I hope we can improve the effort in Increase participation in TXSSAR Youth Contests. The TXSSAR Youth Contest Chairmen, using Youth Contest Brochures and working with District VP s, are encouraged to motivate TXSSAR Chapters to actively reach out to schools and teachers to attract more participation in TXSSAR Youth Contests. Annual Chapter Report Form and Instructions Revised in The Annual Chapter Report Form and Instructions were revised in 2011 to be compatible with NSSAR PG and Americanism Reports. A separate report was developed to report TXSSAR activities in Most reports were made in a timely manner. We had 35 Chapters respond on the TXSSAR Form which is a 72.9% response rate, much lower than we have had in the past. We had 21 Chapters respond on the National Report, which is a response rate of 43.75%. We need to work hard during 2012 to get Chapters to do their reports for We believe that it will be just one report for 2012 with the TXSSAR part being attached to the National Report. Youth Contest Budget and Funding for 2011 Youth Program Awards. During the Convention, at the recommendation of the Projects Funding Committee, the BOM approved the Youth Budgets for 2011 at $17,430. Need Compatriots to fill key position in the ACMA Committee. We need compatriots to work with Chapter Annual Reports Sub Committee. There is an opening in the Reports Sub Committee for anyone wishing to learn how the Chapter Annual Reports are handled and consolidated for preparation of Society Reports to NSSAR. Holcombe, Jr. Report of activities conducted from March 18, 2011, to March 15, Col. Turner R. Sharp Chapter #9 This chapter held all of its regular meetings in 2011 and early The chapter awarded 24 JTOTC medals at various El Paso high schools and one ROTC medal at the local university during calendar 2011.

12 The chapter hosted the annual El Paso SAR/DAR meeting with the local DAR chapter. The TXSSAR President Bill Marrs was the guest speaker. The Chapter Color Guard performed the Presentation and Posting of the Colors at that meeting. 2.Permian Basin Chapter #18. This chapter held its annual meeting in June, and has not conducted any additional meetings to date. The chapter awarded 4 JTOTC medals at various Permian Basin high schools during District 1 Representation at Chapter Activities. During this report period, I attended all of the District 1 chapter meetings. 4.District 1 Overview All chapters submitted their annual chapter reports for the year 2011 in good order, although the Permian Chapter report was in just a few days before the final deadline. This is the eighth year in a row that the chapters have submitted their reports before the final deadline to continue this fine record. The chapters in this district are quite small, have limited capabilities, and are familiar with the large number of the programs offered by the SAR and the TXSSAR. They constantly assess their capabilities and limitations, and as a result, they participate in the SAR and TXSSAR activities that their members select and are capable of supporting. Considering the resources available to them, both chapters continue to perform in a creditable manner and are to be commended for their contributions to the overall SAR and TXSSAR patriotic efforts. Harper Two chapters comprise District 2, the Texas Tech Chapter in Lubbock and the Panhandle Plains Chapter in Amarillo. Both chapters have approximately thirty members each and meet on a regular basis. Members of the Tech chapter had their last meeting in September Their next meeting will be sometime this spring in Lubbock. The Panhandle Plains Chapter members have their next meeting scheduled on March 3, At that time a new member will be introduced by the chapter president, George West. The new member's name is Michael McDaniel whose residence is in Fritch, Texas. We are looking forward to the luncheon which will at our new meeting location at Furrs Cafeteria, 2221 South Soncy Road in Amarillo. All members are being encouraged to attend and bring at least one idea they would like to see implemented by the chapter. Members of the Amarillo chapter we saddened to learn of the tragic death of a former member, Dr. Henry Norrid, who had been a member of the chapter for several years. Both he and his father, who is

13 also deceased, were an inspiration to our chapter and their contributions will be missed by all of us. Respectfully submitted, Bill Harper District 2 VP District 3 Vice President Dr. Patrick D. Hollis The Boerne Chapter 64 under President Larry J. Kinter continues to hold regular monthly meetings during the noon hour at the Fair Oaks Ranch Country Club in Boerne, TX with 15 to 20 members present in attendance. Officers frequently attend in full uniform. The Hill Country Chapter 4 under President Thomas E. Caswell, Jr. continues to hold regular monthly meetings during the noon hour at Rails Cafe and Restaurant in downtown Kerrville, TX. Guest speakers cover interesting subjects of historical value and Officers of the club attend meetings along with spouses and dressed in uniforms. The meetings are well attended. San Antonio Chapter 4 President Reverend James C. Taylor continues to hold regular monthly meetings during the noon hour at the San Antonio Petroleum Club. Attendance is good with some members bringing spouses. Chapter 4 still has not filed its regular quarterly report with the District VP. Chapter 4 plays host to the TXSSAR Spring meeting at the Airport Hilton Hotel in San Antonio, TX where members from the state may see the TXSSAR Color Guard present the colors, attend the TXSSAR Oration Contest, see the ROTC Medal recipient and see the TXSSAR Eagle Scout Award winner. William Hightower Chapter #35 of New Braunfels, Texas under President Maj. Milan F. Stonebreaker, Jr. continues to have difficulty obtaining a meeting place. It seems that most establishments have begun to charge fees for one hour of meeting time. The February meeting on 21 February 2012 was cancelled due to a lack of a meeting place. The March meeting will be held on the third Tuesday of that month at Mamacitas Restaurant in New Braunfels, Texas. Respectfully submitted, Dr. Patrick D. Heart of Texas # 26: Held their First Responder awards ceremony in November, honoring their Law Enforcement Officer of the Year and Fireman of the Year. Retiring Bell County Sheriff was awarded the Silver Good Citizenship Medal in recognition of his 35 years service as a Law Enforcement Officer in Bell County. Held a regular meeting in January and co sponsored the 24 th Annual Bell County George Washington Birthday Celebration in February. Bluebonnet # 41: Held regular meetings in November, January and February. Aaron Burleson # 59: Chapter appears to be inactive. It has not submitted a current officer list and I have received no response to any of my attempts to contact last year s officers. Alexander Hamilton # 66: Held regular meetings in November, December and January. Participated in Bell County George Washington Birthday Celebration in February Other Activities: Participated in Austin s Veteran s Day Parade with members of Patrick Henry, Alexander Hamilton and Heart of Texas Color Guards. Participated in the posting of Colors with the Heart of Texas Color Guard at the Betty Martin DAR First Responder Awards Program. Indicates that the membership is now down to such a low number they don t feel they can maintain chapter status. North Central Texas # 36 Wichita Falls No response. This chapter appears to be inactive. Arlington Chapter # 7 Arlington Attended regular chapter meeting on 10 Sept 2011, and 14 Jan Chapter is doing very well. Brazos Valley Chapter # 45 Granbury Attended Veterans Dinner in November. Scheduled to attend Officer induction dinner on 25 Mar Maj K. M. Van Zandt # 6 Fort Worth Veterans Day Parade in Ft Worth (11/11); Massing of the Colors sponsored by the MOWW (11/13). Attended all chapter meetings. Big Country Chapter # 16 Abilene No visits this period. Talked with Chapter President on 2/17/12. Other Activities: Color Guard participation with McKinney, Plano, Dallas chapters honoring fallen soldier at DFW National Cemetery (9/9). My visits were to : Cradle of Texas, Paul Carrington and Bernardo de Galvez. I had telephone contact with Major White Chapter and could not meet with Paul Revere and Alexander Hodge Chapters. Four months of my year were very busy with the 2011 Fall BOM in Galveston. Acute Appendicitis paid me a visit as a new Years surprise. May all of the compatriots enjoy a great 2012 State Meeting in San Antonio, Texas.

Potential, new Patriot Marker event for James Tinsley in September Three(3) Chapter meeting, excellent Color Guard opportunities at Walker Court House and with joint DAR dedications in Compatriot Ray Cox and Bob Clark much credit for their assist and support. Freedom # 38: Attended monthly chapter meetings for November 2011, January, and February Assisted with evaluation of Stella Knight Essay Contest submittals. Freedom Chapter President, Jim Kuykendall, will continue for additional term year. Inducted officers at January 2012 meeting. Strong attendance at 44 individuals at its January 2012 meeting with new Librarian for Conroe Library, and introduced TXSSAR President Bill Marrs at February 2012 meeting. Participated with SAR Color Guard at Kiwanis Dec 10 Christmas parade in Conroe. Independence # 51: Attending Chapter meetings on Oct 25, Nov 29, and planning to attend Feb 28. Did not attend the Jan 24 Chapter meeting as conflict with the Mary Lynn Johnson service. Compatriot Robert (Bob) Cohen group continues strong leadership. Piney Woods # 59: Attended Chapter meetings Nov 17, Dec 15 and planning to attend Feb 16, 2012, and the Chapter meets at the Greenspoint area, Jimmy Gs. Strong leadership group continues and membership growth is good. Excellent Annual Report and outstanding TXSSAR interface in programs including JROTC and Veterans programs. Robert Rankin # 62: Attended Chapter meetings on Oct 20 and Feb 8, There were outstanding programs and strong CAR representation. President Tanner and President Elect Allen Green continue to lead with excellent leadership, and will attend new officer induction on Mar 14, Pleased to see Compatriot Allan Henshaw participates as Chancellor. Completed the evaluation of the TXSSAR Enhanced JROTC applications with a three (3) member SAR team including Compatriot John D (Jack) Morton and Don L Stone Jr. Plan to attend the George Washington Parade in Laredo, Texas on February 18, 2012, and participate with the Color Guard for the Paul Carrington Chapter s George Washington Celebration on February 22, Respectfully submitted John K Thompson, Vice President, District 8 District 9 Vice President Arthur G. Munford The five chapters of District 9: Corpus Christi, Liberty, Live Oak, Laredo, and Victoria are meeting on a consistent basis and each has presented at least one Flag Certificate for the year The Liberty Chapter is to be congratulated for presenting over 50 ROTC awards. The Victoria Chapter presented all four Public Service Awards. Four of the chapters have recently added new members. Respectfully Submitted, Art Munford, District 9 VP District 10 Vice President Michael J. Everheart Athens Chapter #54: The Athens Chapter has been the flagship of District #10 for many years. For a city of about 10,000, this chapter has done the impossible, in my opinion. They consistently rack up 9k to 11k points on the annual chapter reports. I have used the Athens Chapter as a template for the Capt. William Barron Chapter since I became the chapter president about eight years ago. Jim Robertson, Harry Fife, Sam Whitten, and Charles Luna have been the movers of this chapter over the past several years, Challenges: The Athens Chapter has maintained approximately forty members for several years, but has had the same problem as many chapters have, and that is getting members to take the critical jobs. The same members rotate the critical positions such as chapter president, vice president, and those jobs that cover the poster contest and public service medals and certificates. These dedicated members who have carried the load over the past several years are tired, frustrated, and burned out. They have signaled to me that at some point the chapter may possibly shut down and move their membership to the Capt. Barron Chapter in Tyler. This may happen much sooner than later.

18 Capt. William Barron Chapter #25: The Capt. Barron Chapter is solid and keeps getting some solid members that are willing to support the chapter with the many activities it participates in. The population of Tyler is over 90,000 and there are several heritage organizations that the chapter continues to harvest new members from. The Barron chapter is visible in the community and it participates in many community activities through its Color Guard. The chapter recruited six new members last year and already has six applicants that will be approved by June of The chapter is on solid ground. Issues: None. East Texas Chapter #57: Improving this chapter has been a real struggle. When I took the V.P. job, it was a shock on how little this chapter knew about medals, certificates, and essay or poster contests. The meetings schedules were not consistent and there were no staff meetings held. We gained thirteen new members in a three year period and now only have one of those members attending. We have changed meeting places, now hold staff meetings, and have a good staff. I have taken over the newsletter and hope that a face lift will attract more members coming back to meetings. John Bolton has taken the chapter president s job once again and I think he will do an excellent job. I will no longer be the V.P., but will still attend all the meetings as a regular member to help the chapter by doing their newsletter and with getting into the school essay contests. Challenges: We received a Wal Mart grant a couple of years ago and have done the Public Service Awards consistently except for last year. That was my fault because I have been doing this job for the chapter. I will submit an on line Wal Mart Grant for the chapter next week. I look for improvement in all areas for this chapter that has a lot of good members and their wives. Fredonia Chapter #58: This chapter was resurrected from the dead five years ago with eight members wishing to bring it back to life. We now have twenty three members and continue to grow. Rev. Farrar Bentley is the current chapter president and is doing an excellent job. This chapter now has a Color Guard. Challenges: This chapter has had revenue issues and has been careful in its spending. We tried to get a Wal Mart grant a couple of years ago and were unsuccessful. We were able to obtain a grant from the Commercial Bank in Nacogdoches which helped. I will submit an on line Wal Mart grant this next week for the Fredonia Chapter as well as the other chapters in District #10. Chapter needs to ramp up again on the Public Service Awards and get involved in the school essay contests and poster contests. Lt. Nathan Gann Chapter #28: This chapter has about forty members but very few attend meetings which are held at the Golden Corral. The chapter would have died several years ago if it were not for Fred Preston who held the chapter president s job for six years. The chapter had no registrar/genealogist and when I became the V.P. I took that job and will continue to do their applications after I retire. The chapter does well with the poster contests each year but do no public service awards. Challenges: Membership is elderly and needs new, younger blood in order to survive. I could do more to help, but a hundred mile distance makes it hard to make a difference. Our goal is to keep recruiting new members. I have one application to type up and two or three more that we may get in at some point.

19 I am not going to look up the chapter meetings I have been to since the October BOM. My first four years my wife and I averaged thirty meetings a year. In 2011, we started to slow down somewhat due to my wife s health issues and me having a more difficult time in seeing at night. Hope this will help. Rowley Report for November 1 through March 24, 2012 District 11 is comprised of 5 chapters; Red River Valley, McKinney, Denton, Sherman and Greenville. All the chapters are doing well and are maintaining activities along with Color Guard events including joint meetings with local DAR chapters. The Greenville, McKinney and Plano chapters are working together as a joint color guard attending various functions and events. A. The Edmund Terrill Chapter #34, Sherman, TX, has gained 3 new members. The chapter scored 1733 points on their annual report. Refer to annual report on file. B. The Denton Chapter #23, Denton, TX continues to be active with other chapters in the District. Jim Johnson is attending the NSSAR meeting in North Carolina. Refer to annual report on file. Slate of officers has been selected. Total points for 2011 are 2,792, annual report was submitted. C. The Red River Valley Chapter #64, Paris, TX, has gained 3 new members. Chapter is doing well along with attendance at meeting. Total points were 2064 for The chapter has been financially stabilized as of January Officers selected for 2012, annual report was submitted. D. The McKinney Chapter #57, McKinney, TX, is jointly participating with the Denton, Greenville and Plano Chapter in Color Guard events. Nathan White attended the NSSAR meeting in North Carolina. Total points for 2011 are on file with the Annual Report. This chapter remains very active with Color Guard events. Officers selected for Annual report was submitted. E. The Ambassador Fletcher Warren #43, Greenville, TX continues to participate with the DAR Chapter, sharing events and functions. John Greer attended the NSSAR meeting in North Carolina. John Greer is participating with Jim Johnson on several events. Total points for 2011 are 2,032. This chapter is extremely active with the Veterans recognition programs with the Veteran Administration at Christmas, Valentine s Day, Veterans Day and others. Chapter works with the Plano and McKinney chapters in Color Guard activities. Annual report was submitted. All chapters continue to remain active along with seeking new members.

20 Special Note: A joint Color Guard event was conducted by the McKinney, Plano, Denton and others by attending the last troop welcome home celebration held at DFW this past Wednesday, March 14, The SAR joint effort was recorded by Channel 5 and 8. Fife, Jr. The National Trustees approved four (4) National By-law changes for word smithing and disapproved two (2) new By-law changes, one of which was a special account for the Color Guard. A quorum was present and Drake Peddie was elected to fill the Secretary vacancy. The major focus of the meeting was to inform Chapter Presidents on current events occurring within TXSSAR and to encourage them to participate in the Eagle Scout program and to report their chapter activities in a timely basis. A major emphasis was placed on presentation of Public Service Awards and Flag Certificates. Chapter presidents were reminded of the need to attend the State meeting in March where new officers of the COCP will be elected. 21 Editor, Compatriot Charles Baker The new and revised TXSSAR Compatriot Newsletter was mailed to all members of the society with a new format and look. The printed version was mailed to all members as a one time mail out. It was printed in black, so as to save printing costs. The color version can be found on the TXSSAR web site. Any member wishing to receive future editions of the TXSSAR Compatriot Newsletter must complete the Request Form found in the latest issue of the Newsletter to remain on the Mailing list. If a member fails to send in the Request Form, the Editor will assume that the member has e mail and can receive future Newsletters electronically; and the members name will be removed from the mailing list. This initiative is a cost reduction effort to reign in high printing and mailing costs to the Society. Webmaster Ray Cox The Web Master received the TXSSAR Committee Reports and Minutes of the 2011 Fall BOM, the Officers Reports for the 2012 TXSSAR Annual State Meeting, and the 2012 State Meeting Program with the Committee Schedule and has posted them to the TXSSAR website.
