The worlds largest organization of recreational (RV) owners, the Good Sam Club is committed to making RVing a safer and more rewarding experience for its over 1.65 million members. Founded in 1966 by Trail-R-News, a small California RV magazine. Club members originally promised to help fellow travelers on America s highways.

3 The Blue Spruce Chapter was chartered on April 2, We are a Christian based fellowship that blends members that enjoy recreational vehicle travels and activities. We have always contributed to our city, state and country. Donations have been made to Salvation Army, Soup Kitchens, Dogs for the Blind, Loaves and Fishes to name just a few. We have also crafted many gifts to help our senior citizens in local nursing homes and hospitals. These gifts include lap robes, baby blankets, hats, calendars, Christmas ornaments and many other types of items. In addition to our regular meetings and campouts, we have participated in Colorado State Samborees (Rally s) in Rocky Ford, Gunnison, Salida, Greeley, Loveland and, of course, those that we have hosted by our chapter here in Pueblo, Colorado. Out of state Samborees (Rally s) that some of our members have participated in include Kansas, Oklahoma, Florida, Missouri and New Mexico. Activities that we enjoy are bean bag baseball, bean bag toss, bocce ball, cards board games, walks. One of the most enjoyed activities are the pot-luck dinners that are attended by almost everyone in attendance and generally will have some type of theme behind it. At all of the campouts, we will have a non-denominational church fellowship on Sunday morning put on by one of our members. This will include singing from our chapter hymn books, prayer and a short devotion. Our chapter has been named Colorado Chapter of the Year three different times since 1977.

The Chapter vests will be required at all official functions of the Colorado Good Sam s Rally (Samborees.) Vests are not required at monthly campout or meetings. Shirts May be ordered at Screened Effects, , 521 N. Santa Fe, Pueblo. The shirts are from $11.00-$24.00 (Depending on size & style) this includes all screen printing, including your first & last name. Colors that are available will be the Forest Green or the Royale Blue Your shirts should be done in about a week after ordering. 6 Campout Host Guidelines The purpose of these guidelines is to help make our campouts a group event and a fun weekend for our members and guests. Hosts for monthly campouts may be reimbursed and is authorized up to $50.00 for campout expenses if requested. Our Blue Spruce Chapter requires that we have two couples host a weekend. Some couples like to team up with friends to build a weekend. Remember, in most cases, members should bring their own table settings and drinks. Friday: Evening meal should be eaten together. This is not a pot-luck, but arranged the way the hosts want it. Sometimes as simple as each couple brings their own brown bag. Another idea that has been done, is the hosts supply the entrée, then members bring something that goes with the main dish. Then pass around the basket to reimburse the hosts. As an option, the chapter meeting may be scheduled after the meal if approved by the president. Following meal/meeting there is usually some type of social time, ie: board games, card bingo or a game the host has found and wants to introduce to the group to play. If host s want to arrange a restaurant that can handle the group, one meal scheduled away from the campground is an option to consider either day. Saturday is considered Chapter Day. All activities should be geared toward the entire groups participation. At least one meal will be a pot-luck style and could be breakfast, lunch or dinner. The weekend theme is up to the host s. The social day is chosen by the host s as well, ie: hiking for those that are able to, walking, outdoor games, indoor games, etc, before and after the meal. The monthly chapter meeting can be held either Friday or Saturday. Sunday Service: held at 9:00 am. This is an integral part of our chapter weekend. Host s may contact Lisa Cannone-Smith ( ) or Lou Wrinkle ( ) to assist with the service with at least a 30 day notice given to them, or in most cases provide the service themselves. We do have a chapter hymn book available for songs. Also, you may ask another member that has experience to give you guidance. The Host s and Wagonmaster should ensure campground area is left clean and tidy prior to departing. Helpful Hints and Notes: The chapter has coffee pots, coffee and all related supplies. The president will always have these items with him/her. Sometimes, the hosts may provide coffee rolls, cookies or pastries for Saturday and/or Sunday morning fellowship.

12 Constitution PREAMBLE With the objective of stimulating a greater interest and development of the principles of good camping, ecological awareness, kindness for our fellow human beings and all wildlife throughout the world; and with the avid desire of creating an enthusiasm which by reason of example, we hereby form ourselves into The Good Sam Club adhering to the following pledge: The Good Sam Club Pledge: As a member of the Good Sam Club I pledge to give aid to others in need, respect nature and the environment, give back to the community and those less fortunate, treat others with dignity and respect, and to wear a smile (like Good Sam and Good Samantha s) and promote the pledge of the Good Sam Club to others. Consonant with the most liberal spirit of tolerance in the achievement of our purpose, we further agree that in its vigorous pursuit, this Good Sam Club shall at all times during the span of its existence, maintain an attitude strictly non-sectarian, non-partisan and non-racial, and it shall not, as an organization, take any part in political issues, or the affairs of state or governing body with the sole exception of those which exclusively affect the positive attitude of the future of camping in respect to our defined ideals. ARTICLE I NAME & SPONSOR The Good Sam Club shall be the name of this organization. It is sponsored by Good Sam Enterprises, LLC. The Good Sam name and logo are registered with the United States Patent and Trademark Office as a service mark of the Sponsor and used by the Chapters pursuant to a limited revocable license as described herein. The Good Sam Club has the sole right to charter local Chapters of the Club. Each duly chartered local Chapter shall be wholly independent from the Club and the Club wholly independent from the Sponsor. No Charter, Director, or member is authorized to act or speak on behalf of the Good Sam Club or the Sponsor. ARTICLE II DEFINITIONS Section 1. The term "Club" shall mean the Good Sam Club. Section 2. The term "Chapter" shall mean a duly chartered local Chapter of the Club. Section 3. The term State shall refer to State of the United States or a Province of Canada, as appropriate. Section 4. The term Sponsor shall mean Good Sam Enterprises, LLC. Section 5. The term Sponsor s Trademarks shall include all trademarks, service marks, logos, slogans, etc. used and registered by Sponsor, including, without limitation (a) the Good Sam emblem- a cartoon character of a man s head with a halo over it, on a circular background, a copy of which is attached (b) the Good Samantha emblem a cartoon character of a woman s head with a halo over it, on a circular background, a copy of which is attached as The Good Sam Club. * see last page for emblems

13 ARTICLE III GENERAL MEMBERSHIP Section 1. All people who are interested in the promotion of the principles of good recreational vehicle camping as defined in both the pledge and the preamble are eligible for membership in this club. Section 2. Pursuant to the process provided in the By-Laws, persons of notable interest, who are in sympathy with the objectives of this Club, may have membership conferred upon them. Section 1. Club Management ARTICLE IV DIRECTORS The Sponsor shall appoint appropriate personnel called Regional Directors to carry out the day to day management of the Club. The Sponsor may appoint representatives in the field to assist with the Directors responsibilities. These representatives serve at the sole and absolute discretion of the Sponsor and Sponsor may remove such appointees from his or her position at any time, for any reason or no reason. Section 2. State Directors State/Provincial Directors shall be elected by a majority vote of the Chapters within the State or Province. Each State/Province shall present the designated representative with a candidate for that office, who shall have received a simple majority vote of all chartered Chapter delegates in that State, at an election following the rules and procedures specified by the Sponsor. If a vacancy occurs during the term, the Sponsor and/or its representative may appoint a replacement for the duration of the term, or request that the State present another candidate for the position. A State/Provincial Director may be removed from their position at any time at the discretion of the Sponsor, for any reason or no reason. ARTICLE V AMENDMENTS Amendments to this Constitution may only be made by the Sponsor. Any and all other changes or amendments to this Constitution and the By-Laws shall be null and void.

14 By-laws ARTICLE I MEMBERSHIP Section 1. Each membership will include one couple or single and any dependent children. To obtain membership, the candidate shall submit an application to the Club. Payment of annual dues and acceptance of the Good Sam Pledge as set forth in the Preamble will be considered as an integral part of this application. Section 2. All members in good standing will be notified of renewal well in advance of their expiration date by the Club. If a member does not renew his/her membership within sixty (60) days after the expiration date, his/her membership, his/her privilege to renew at the renewal rate, and the rights to his/her original membership number may be considered forfeited. A new application for membership will have to be submitted. Section 1. ARTICLE II CHAPTERS The Club reserves all rights to charter Chapters of the Club and further reserves the right to withdraw or cancel any and all such charters. Sponsor may withdraw or cancel any and all Chapters at its sole and absolute discretion for any reason or no reason. Section 2. Each local Chapter is authorized to act with other local Chapters within the same State to form a State Committee composed of one Chapter President (or his/her appointed delegate) from each Chapter within the same State if they so choose. Section 3. This document shall encompass the sole Constitution and sole set of By-Laws for the Club. Each Province/State Chapter shall be governed by and act according to the Constitution and By-Laws of the Club. Provinces/States Chapter may elect to have their own set of Standard Operating Procedures (SOP s) but they must be submitted to their Regional Director for approval. All Chapters are Chapters of the Club. Any provisions in the SOPs or other Charter documents that are contradictory to the provisions of the Club Constitution, By-Laws, or the General Policies of the Club are null and void. Section 4. Upon notice to a Chapter by the State Director, that Chapter will be required to submit a written list of all Chapter members and officers showing the individual member's name, address, and Club membership number. This is required to maintain good standing with the Club.

15 Section 5. Membership in any local Chapter will be dependent upon current membership in good standing in the Club, Section 6. All Sponsor Trademarks are registered with the United States Patent and Trademark Office as a service mark of the Sponsor. The Sponsor grants the Club a limited and revocable license to use Sponsor Trademarks for official noncommercial identification purposes only. Misuse or unauthorized use of any Sponsor Trademark shall result in the immediate cancellation of the Chapter's charter. The Club agrees that it does not presently have, nor by reason of this Constitution or affiliation with Sponsor acquire any property right or rights to use such Sponsor s Trademarks. All uses of the Sponsor s Trademarks shall inure to the benefit of Sponsor. a) All Chapter patches, flags and decals containing Sponsor Trademarks must receive prior written approval from its State Director and the Sponsor before being produced or distributed. Sponsor Trademarks shall only be used in good taste and to promote the Good Sam pledge and Chapter activities and in a manner consistent with the spirit and written text of the Constitution, By-Laws and other policies of the Club, which shall be determined in the sole and absolute discretion of the Sponsor. The license granted herein shall expire immediately upon the loss of any Chapter s charter. Upon loss of its charter, a Chapter shall immediately cease use of any and all Sponsor Trademarks and return any merchandize or paraphernalia containing Sponsor Trademarks to the State Director. Section 7. The Club recommends a Chapter to have a minimum of six (6) rigs, however if membership falls below this number, the Club may extend, on a case-by-case basis, special circumstances and time-frame to allow for membership to be rebuilt.

16 Section 1. ARTICLE III SPONSOR CORPORATION The Sponsor may appoint or employ such staff as necessary to carry out the purpose of the Club and such staff may receive compensation and/or reimbursement of expenses as determined by the Sponsor. Section 2. The Sponsor may remove a State Director or other Club officer from office in its sole and absolute discretion, for any reason or no reason. By way of example and not limitation, a Club officer may be removed for failing to abide by the Constitution, By -Laws, or other policies of the Club, unauthorized or misuse of Sponsor Trademarks, attempting to act as an agent of the sponsor, or failure to performs the duties of the office. Section 1. ARTICLE IV STATE DIRECTORS Each State or Province Director may appoint one or more Assistant Directors, a Secretary, and other officers as appropriate (except Treasurer who is elected by the State or Provincial Committee) to assist him/her. All State officers must be residents of Province, unless a special exclusion of residency requirement is approved by the Sponsor. Section 2. The State/Province Director position may be a single individual or a couple. If a couple, one of the individuals is the elected position holder. A State or Province Director is appointed to a two-year term. Section 3.The State Director is the highest Club officer in the State. His/her functions are: Section 4. a) To represent his/her State membership to the Club. b) To represent and uphold the Constitution, By-Laws, and other policies of the Club. c) To act as the advisor in the administration of State and Chapter business. d) To administer the formation of new Good Sam Chapters. e) To officiate at State Events f) To advise the State Committee composed of Chapter delegates in his/her State, to officiate at its meetings, and to vote only in the event of a tie. g) To perform such other functions as specified in the Director s Manual. State Directors may receive such compensation and/or reimbursement of expenses as established by the Sponsor. Section 1. ARTICLE V STATE COMMITTEES Each State/Province is authorized to form a State Committee composed of Chapter presidents or their appointed delegates as specified in Article II, section 2 of these By-Laws. When formed, a State/Provincial Committee has the voting power to reconcile serious disputes within the State and in any Chapter within the State.. Section 2. No part of the Constitution or these By-Laws shall interfere with the authority of the State Committee to establish, regulate, or control a State treasury; nor to interfere with the State Committee's right to levy a reasonable fee to be paid by all Chapter members within the State, to be placed in the State treasury. Such levy will only be recognized by the Club if made by a three-fourths vote of the Chapter delegates attending a meeting of the State Committee held after thirty (30) days written notice of the purpose of the meeting to the Chapter delegates within the State. The vote to levy a fee may be made by mail. If there is no designated Chapter delegate for a Chapter, such written notice shall be sent to the Chapter President. All such funds shall be the sole property of the State Committee.

17 ARTICLE VI RESIGNATIONS Section 1. All resignations from any position or office shall be made in writing and presented through the proper chain of authority of the Club. No resignation shall cancel the dues of a member for the remaining terms of his/her membership. Any and all benefits (except Life membership) derived from holding a State or Chapter office shall terminate upon the date of said resignation. Section 2. A member may be expelled from his/her membership within the Club for his/her opposition to the Good Sam Pledge, Preamble, Constitution, By-Laws or the other policies of the Club. Before any proceedings are taken on the proposed expulsion of a member, the member must receive written notice of the contemplated action and reasons. The Club retains the sole right to expel a member at its discretion. Section 1. ARTICLE VII DISBURSEMENTS AND REIMBURSEMENTS All disbursements relating to activities outside of a State or Chapter will be handled by and through the Club. In cases where reimbursement for travel or postage is sought from the Club by a State officer, staff member, or any other indicated individual for services performed in a Club activity, written approval from the Club must be obtained prior to incurring such expense. Section 2. No State or Chapter staff member or employee, nor individual member may act as an agent for or make any financial commitments for the Club without prior permission in writing from the Sponsor. Section 1. ARTICLE VIII AMENDMENTS Amendments to these By-Laws may only be made by the Sponsor. Section 2. No part of this Constitution or these By-Laws shall be construed to interfere with the rights of a duly chartered Chapter to levy dues or fees for Chapter use, as agreed upon through a vote of the membership of the Chapter. Name Blue Spruce Good Sams is a chapter of the Good Sams Club. We are a non-profit organization. This Chapter was chartered on April 2, Chapter is located in Pueblo, CO, in the southeast part of Colorado. Our Chapter will only use the Good Sam name and logo in good taste and to promote the Good Sams pledge and Chapter activities in a manner consistent with these SOP s. The Chapter agrees to cease and desist from all use of the Good Sam name and logo upon the loss of it s charter for any reason. 2. Purpose/Objective A. To operate a social organization to promote the use and enjoyment of outdoor fellowship among it s members through trips and group activities. B. All activities and SOP s will coincide with the Good Sams Club Enterprises LLP Constitution and By-laws.

19 Continued.. 3. Activities A. Campouts & Dinners 1. Official monthly campouts will be normally the second weekend of the month, April thru October, unless otherwise stated. 2. Activities cancellation policy: If a member has confirmed to attend an event and cancels after posted dead-line, member will be responsible for any fees that chapter occurs. 3. The Wagonmaster is authorized to prepay campground reservation costs; treasurer will remit a check to the campground. *4. Hosts for a campout will be authorized for reimbursement up to $50.00 for a campout for expenses if so requested. 5. Other members and officers are not authorized to spend chapter funds without prior approval of the majority of members or the Board of Directors. 6. The Campout hosts will assist wagonmaster in cleaning up the campground facility before departure. 7. Alcoholic beverages: members will limit alcoholic beverages to their camping area and must be hidden in a Koozie. B. Meetings 1. Meetings will be held at least every other month at the summer campouts. Winter meeting and parties are encouraged. 2. This chapter will be governed in all business meetings by Roberts Rules of Order. The order of business will be: Call to order; Pledge of Allegiance; Introduction of guests; reading of the minutes; Treasurer s Report; Officers Reports; Communications; Report of Special Committees; Unfinished business; New business; Birthdays & Anniversaries; Adtournament. 3. Only members in good standing can address the chapter on policy matters. 4. Officers Requirements/Duties 1. Elected officers of the Blue Spruce Good Sams Club are: President, Vice-president, Secretary, Treasurer, Wagonmaster. 2. Members of the same family may not hold the position of the president and treasurer at the same time. 3. If any elected or appointed officer misses any two consecutive regular meetings, that person will be relieved of the office, unless the officer has just cause (illness or injury), or is excused by the president. The office will be declared vacant and will be filled by the Board for the unexpired term and will be the first order of business at the next meeting. *Revised December 2017

20 Continued.. 4. Duties of Officers President will preside over meetings and conduct meetings in accordance with these SOP s. The President will appoint all committees or chairpersons. The President will be responsible for mailing a roster of newly elected officers and active Chapter members along with a check for the required amount to the State Director by December 1st of each year. The President will appoint an annual audit committee of two members in conjunction with the relief of the outgoing treasurer or installation of new officer, and will report the results to the members. President will be required to attend all State Committee Meetings. President will be required to and support Blue Spruce SOP s and will keep the welfare of the chapter foremost. Vice-president will perform the duties of the President in the absence of the president and other duties assigned by president. Secretary will keep records & minutes of all meetings & will maintain chapter files & be custodian of all Chapter records. The Secretary will maintain roster of all active and inactive members and will be responsible for all correspondence necessary for Chapter business. Treasurer will be responsible for receiving and paying out money as directed by the President, the board or membership majority. The Treasurer will maintain a record of all income and expenditures and give financial report at all regular meetings. The Treasurer will collect all dues. The Treasurer will provide the President with a check to be forwarded with roster of active members to the State Director by December 1 st of each year. Wagonmaster will supervise and/or arrange all campouts and caravans and will notify members of the itinerary. The wagonmaster will lead or appoint a person to lead the caravan. The wagonmaster will be responsible for parking, trash pick-up and other details at chapter camp outs. To assist this office, an assistant may be selected.

21 Continued.. 5. BOARD OF DIRECTORS 1. Board of Directors will consist of the President, Vice-president, Secretary, Treasurer and Wagonmaster. 2. Any Officer can call a meeting of the board. A majority of the Board will constitute a quorum. 3. The Board of Directors may recommend that any member in good standing can fill a vacancy in the chapter for the unexpired term of the office. The said vacancy will be announced and voted on as the first order of business at the next meeting. 6. MEMBERSHIP 1. All Blue Spruce Members must be members in good standing with Good Sams Club Enterprises, LLC. The conduct of each chapter member during chapter activities will be a credit to the chapter at all times. 2. Communication to Members may by , U.S. mail or telephone. If a member does not have , member will receive communications by phone or U.S. Mail. 3. Reinstatement: For a period of up to one year, previous members may be reinstated by paying up Blue Spruce Club annual dues and Good Sam Club National dues. 4. Prospective members will be invited to attend three Chapter meetings, two of which must be campouts. Prospective members will receive a copy of the Blue Spruce SOP s and a application. Upon desire to join chapter, potential members will be invited, and a vote of acceptance by secret ballot. Prospective members will be notified of the vote by the chapter president after said meeting. New members will pay prorated annual dues upon acceptance into the Chapter. 5. Official Dress for the Blue Spruce Chapter is black pants, white shirts and Chapter vests. The Chapter vests will be required at all official functions of the Colorado Samborees (Rally) or other States Samborees (Rally), or if requested by the President. Chapter vests will NOT be required at monthly chapter meetings or campouts unless attending a public function. 6. Honorary Members ( definition) A member who is unable to participate in Chapter campouts because of illness, age, or injury. 1. The member must request honorary status in writing; request will be voted on by secret ballot at the next meeting. 2. Honorary members will not be required to pay dues. 3. Honorary members will not be able to vote or hold any office.

22 6. Membership Continued 7. Yearly Dues: $30.00 $60.00 per/family/year plus current State Dues which currently are $6.00, giving a total of $ This amount can be decreased or increased by a two-thirds majority vote of the membership. Dues are to be paid by October 15th yearly. 8. There will be 30 units in the Blue Spruce Chapter. After cap has been met, members desiring to join chapter, will be invited as a Tag-a-Long member until an opening occurs. 9. A thirty-day notice will be given to the membership on important issues or any changes to these S.O.P. s. 10. For members that cannot attend a meeting in which important issues will be addressed, an absentee ballot will be made available. The completed absentee ballot must be returned to the president or designee at least two days before said meeting. 7. Elections 1. President will appoint a committee of members to oversee the election process, to include; soliciting nominations; ballots to memberships and receiving results; tally results; report results to the membership. 2. For the purpose of voting each member will be 1 (one) vote. 3. Nominations of officers and election of officers will be given a thirty-day notice before said meeting. 4. Nomination will be held at the August meeting/campout of each year 5. Elections will be held by in September of each year. 6. Installation of officers will be held after the reading of the minutes at the December meeting of each year. 8. Expenditure Guidelines 1. President has the authority to spend up to $ without prior approval. 2. Hospitality/Welfare of the Chapter chairperson is authorized to send cards only to those in the hospital or ill at home. 3. Hosts for a campout will be authorized for reimbursement up to $50.00 for a campout for expenses if so requested. 4. The Wagonmaster is authorized to prepay campground deposit if needed; treasurer will remit a check to the campground. 9. Amendments to these SOP s will be given to all members of least thirty (30) days prior to voting on said changes. A two-thirds majority of votes will be required to approve any amendments.
