2 March 24, 25, 26, 2017 Residence Inn by Marriott Glenwood Springs, CO H District 11 and 12 Retreat is for 4-H members years of age as of December 31, H members from Garfield, Rio Blanco, Moffat, Routt, Jackson, Grand, Eagle, Summit and Pitkin Counties attend this event which has been happening for more than 20 years in Northwest Colorado! The District 11 and 12 officers are busy planning a fun, educational and exciting 4-H District Retreat for you! The weekend will include fun times with old and new friends while you are attending hands-on workshops, being inspired by speakers, playing group games, enjoying the recreation center, dancing, watching movies or doing duct tape crafts. You ll have fun sharing your hotel room with friends and swimming in the hotel pool during free time! You might not get much sleep but you ll have the time of your life at 4-H District Retreat! Your Extension Agent will share detailed schedule information with you prior to District Retreat, if you are interested. Please plan to check in at the hotel between 4:00-6:30 PM Friday, March 24th. The program begins with dinner at 6:15 at the Glenwood Springs Recreation Center. District Retreat ends with a closing program and hotel check out by 9?45 AM on Sunday, March 26 th. The cost of $70 per member, can be paid with 4-H credits if available. If you want a sweatshirt, that s an additional $25. Registration due by February 28th. 4 Rio Blanco County had several participants at the 2017 National Western Stock Show in Denver last month. 5 Rangely held their Enrollment Night on January 18th at the Recreation Center. The kids learned about 4-H Clubs Rangely has to offer and enjoyed free swimming, cookies, hot chocolate, and lemonade. We had many leaders show up to talk about their clubs: Shotgun,.22, Archery, Makin Bacon, Panther Country, Cloverbuds, Western Rio Blanco Livestock Club, Gardening, Horse Club, Rangely Explorers, and Sewing. There was a great turn out and some new faces in the crowd! We are looking forward to the growth of our 4-H program this year. We would like to thank Kristi Boydstun for the delicious cookies, the leaders for talking about their clubs, the Rec Center for allowing us to use their facility as well as let 4-H kids swim for free, and all the kids who showed up to make this night so much fun!
6 Meeker 4-H Enrollment Night By Marryn Shults Hot cocoa, fabulous chili, frigid sledding and an eardrum splitting bounce house rocked Enrollment Night for new 4-Hers. Busy bees worked the computers and busy hands enjoyed the complimentary cuisine. 4-H Council would like to send out a huge thank you to Nikki White, Bill Ekstrom, and Tera Shults for all their support and help. Also we d like to thank all the leaders that represented their clubs and answered questions. Enrollment night was marked as a great success for the upcoming generation of members and agriculture enthusiast. Enrollment Night is for all kids to join the versatile array of clubs our 4-H program offers. We hope to enlarge the 4-H family and help our club leaders share their fruitful knowledge. 4-H was founded to "engage in youth to reach their fullest potential while advancing the field of youth development. Every 4-Her must pledge My head to clear thinking, my heart to greater loyalty, my hands to larger service, and my health to better living for my club my community, my country, and my world.
7 Great Job Everyone! The Little Caesars Pizza Kit Fundraiser was a hit! Thanks to all of you who pounded the pavement and earned credits and supported Council. It s that time of year! Meeker and Rangely 4-Councils are offering a great fundraiser opportunity. Butter Braid order forms are here, available in both offices. This is a great fundraiser to earn credits to use for trips, enrollment fees or club fees. Order forms must be turned in by March 14, 2017 and Butter Braids picked up for delivery on March 29th, Meeker has a Cooking Club! The Meeker Cooking Club will have an organizational meeting Wednesday, February 8th at 6:00 p.m. in the kitchen at the Extension Office. After that, meetings will most likely be Fridays from 10:00 a.m. to 12:00 p.m., depending on what works best for everyone at the organizational meeting. We would like to welcome Karla Bicknell as a new 4-H Leader for this club. She brings extensive experience as a chef and a bachelor s degree in culinary arts. She has worked as a chef in Richmond, Virginia; Mexico City and Aspen, Colorado. Karla is excited to share her knowledge with club members and teach a variety of techniques and dishes. She mentioned making several different flavors of pancakes and syrups, flavored butters, making salad dressings, soups, salads, appetizers and a multitude of dishes! 8 Meeker Cake Decorating Dynamic Duo Pamela Benthall and Lee Smith We would like to welcome new cake decorating leaders Pamela Benthall and Lee Smith to our Meeker 4-H Family. Pamela is a retired Emergency Services Director with training in culinary arts, cake decorating and event management. She feels very blessed to be able to share her knowledge with the community. Lee Smith is a registered nurse that has an artistic talent. Lee has funneled his artistic abilities into cake decorating with Pamela and learned many techniques for using art in confections! We will be sending out an with the schedule for the parent organizational meeting, as well as club meetings. This club also does not show up on 4honline.com yet so please contact Tera at if you are interested. Meeker Cloverbuds X 2 Cloverbuds, the 4-H Club for kids ages 5-7 as of December 31st, 2016, has grown under the care of Sarah Grimes with the help of Susan Pelloni. It has grown so much, that this year a second Cloverbud Club was needed! Kendra Ward and Amy Rundberg graciously stepped up to fill the positions. 4honline.com shows one Cloverbud Club for now, so members can enroll there and the Clubs will be split into two groups when paperwork has been processed.
9 Meat Quality Assurance Dates & Topics: Feed Additive changes Purchasing Projects and their transportation Identifying sick animals and what to do Attention Livestock 4-H ers! This meeting is for you! The training will cover animal care basics including the above topics. It is a mandatory meeting that Colorado State University enforces. Members who need to attend include any first year livestock members, and all brand new senior 4-H ers (regardless of age or if you were 14 in 4-H age as on 12/31/16) Meeker: February 9 6PM in OEH Building Rangely: February 8 6PM in the Weiss Building (CNCC) Beef Weigh-in Dates Watch for a follow up letter with instructions on tagging and educational workshops. All animals must be tagged by this date. Youth wishing to be in the Rate of Gain contest must weigh in on that date. Meeker: February 26 10:00 am - 1:00 pm Rangely: February 27 4:00 to 5:00 pm New Livestock Member 4-H Parent Meeting This meeting is for all brand new 4-H parents with a first year Livestock member, just so our great parents know what to expect for the 4-H year! The Fair Board requires this meeting to participate in fair. Meeker: March 6:00PM in the Kitchen Rangely: March 6:00PM in the Annex
10 Attention: Rio Blanco County 4-H Leaders and Members The Meeker 4-H Council Bylaws are attached. These bylaws are being considered by both Meeker and Rangely 4-H Councils in order to be voted upon at the next Councils Meetings and would be instituted at the Rio Blanco County Bylaws if no differences for Councils are necessary. Rio Blanco County 4-H leaders and members, please look over the following bylaws and let us know if you have any concerns before the votes. Constitution and By-Law Rio Blanco 4-H Council Article 1-Name The name of this council shall be the "Rio Blanco 4-H Council, a county unit. Article 2-Purpose & Objective Section 1- To improve local 4-H Clubs, Councils, and programs for the further development of 4-H club work throughout Rio Blanco. Section 2- To establish membership goals and encourage organization of new 4-H clubs and to involve minority groups in the 4-H program. Section 3- To conduct business pertaining to the Rio Blanco 4-H Council. Section 4- To plan yearly 4-H activities. Section 5- To serve as an advisory group to Rio Blanco Extension. Section 6- To assure that all 4-H programs, including clubs, activities, events, camps, and special interest groups are provided to all clientele on a nondiscriminatory basis without regard to race, religion, color, or national origin. Article 3-Membership Any active 4-H member, parent, or leader may attend Council meetings and shall be called members. Article 4-Officers Section 1- The Council officers shall consist of the following: President, Vice-President, Secretary, Treasurer, Reporter, Historian, two Senators, and their respective alternates as membership allows, and four (4) adult advisors. Additional officers (i.e. activity chairman) may be added as needed. The above shall be known as Executive Council. Members ages 14 and older acting as president, vice president, senators, and alternate senators; and members 11 years and older acting as all other officers, of the Colorado branch of the National 4-H Club. Members must comply with 4-H age as listed above at the time of nominations. Section 2- Officers shall be installed at the Annual Achievement program or any other appropriately appointed time. Section 3- If any officer cannot fulfill their term, the Executive Council will appoint a replacement. This replacement would be voted on at the first Council meeting following the appointment. Article 5-Meetings Section 1- Meetings shall be held monthly and at any other designated time that is deemed necessary by the Council Officers or Cooperative Extension. The meeting place shall be determined by the Council Officers. Section 2- Meetings will be held on the 1 st Tuesday of the month, unless a change of day is approved by the council Article 6-Voting Section 1- The privilege of voting at Council meetings shall be limited to 1 vote per member. Section 2- The voting members at any one meeting shall constitute a quorum for the meeting. Article 7-Election of Officers Section 1- "In the case of Officer Elections, all 4-H members attending the election month meeting will be eligible to vote by paper ballot or by consensus." Section 2- Current officers of the Council are responsible for encouraging and recruiting new officer nominations. Section 3- Member officers shall serve a term of one year and shall remain in office until the successors are installed at the election meeting, except Senators who have a two-year commitment, serving as an alternate the first year and Senator the second year.
11 Article 8-Duties of Officers Section 1- Officers cannot miss more than four (4) meetings in any one year and may not be absent for more than two meetings in a row. In a situation where this happens, the position will be terminated unless extenuating circumstances occur. Section 2- The President shall preside at attended meetings of Council and of the Executive Committee and shall perform all other duties usually pertaining to the office, including the preparation of the agenda in conjunction with the advisors and/or the Extension Agent. The president shall plan and attend council retreat, as well as, plan and implement Mini Trip; and attend 70% of all Council activities. Section 3- The Vice-President shall act as an aide to the President and shall perform the duties of the President in the event of their absence. The Vice- President shall be an Ex-Officious member of all committees, which are the Events committee, the Fundraising committee, the Meeting committee, and the Service committee. Section 4- The Secretary shall keep a written record of all meetings of the 4-H Council and of the Executive Committee and shall perform other such duties as may be delegated. One copy of the official minutes shall be filed in the Rio Blanco Cooperative Extension office. All records of the Secretary shall be transferred at the time of the new officer installation. Section 5- The Treasurer shall keep accurate records of all Council funds and shall make payments of debits, under the direction of the Council President and/or the Rio Blanco Extension Agent. The Treasurer shall make an audited report of expenditures and receipts of the Council at the termination of the office. If the Secretary is absent, the Treasurer shall prepare the minutes and complete attendance. The Treasurer shall maintain an inventory of assets and tangible property to be reviewed annually. The Treasurer shall be the overall committee head of fundraising. Section 6- The Reporter shall see that all Rio Blanco 4-H events shall be presented to the media in a timely manner and fashion. Section 7- The Historian shall see that all Rio Blanco 4-H events shall be presented in a scrapbook. Section 8- It shall be the duty of the Senators to attend LDC, state conference, and any district meetings that are held. Senators are to be voting delegates representing the county on the district and/or state level 4-H meetings. If the Senator does not attend the above listed meetings, he will lose his spot unless extenuating circumstances occur. Section 9- It shall be the duty of the Alternate Senators to attend state and district meetings, and to fill in for an absent Senator. Section 10- The adult advisors shall be elected by the. Advisors shall be elected, ideally, in alternating years for a two year term. Article 9-Duties of the Executive Committee Section 1- The Council Officers shall form an executive committee. It shall have the power to act for the Council on matters requiring immediate attention. It shall have the power to appoint standing committees. Section 2- A Quorum of the Executive Committee shall be three officers and a 4H Staff member. Article 10-Order of Business The Order of Business shall be conducted by any standard approved method. Article 11-Rules of Order Robert's Rules of Order shall govern the proceedings of the Council except in such cases as are covered by the By-Laws of the Council. Article 12-Amending the By-Laws The By-Laws may be amended by the majority vote of the quorum present for any meeting. Notice to amend By-Laws shall be given to the clubs by written notice at least 15 days prior to being voted on. Article 13-Dissolution of Council Upon consideration of dissolution, the Council will inform CSU Extension as to their desire and conformance of the following procedure. The Council shall be terminated and dissolved upon the majority vote of the current County 4-H membership in favor of dissolution and termination of the 4- H Rio Blanco Council. Upon dissolution and termination of the Council, the current officers and/or appropriate Extension Personnel shall take full account of the Council assets and liabilities, and shall liquidate the assets as promptly as is consistent with obtaining the fair market value thereof, and shall apply and distribute the proceeds therefrom in the following order: A) The payments of debts and liabilities of the Council. B) The setting up of any reserves which the officers may deem necessary for any contingent or unforeseen liabilities or obligations of the Council and such reserves shall be paid over by the Treasurer to an escrow account designated by the officers to be held for the purpose of the distributing such reserves and pay and payment of any such period as the officers of the Council may deem advisable, the balance shall be distributed as herein after provided. C) The balance remaining shall be used to establish a scholarship fund, the interest of which shall be used for such scholarship, which will benefit the youth of Rio Blanco in a manner to be determined in scope and quantity by the officers of the Council. Each of the then 4-H memberships shall be furnished with a statement prepared by the Council setting forth assets, liabilities and distribution upon complete liquidation. Upon compliance with the foregoing terms and manner of distribution, the Council shall cease.
