1 A director commits to: NADCP Board of Directors Job Description understand and support the mission and goals of the NADCP; accept the legal responsibilities of Board membership; refrain from undue interference with organizational operations; give required amounts of time and money through Board meetings, committees, conference and contributions; contact private funding sources, develop funding opportunities, and acquire or provide access to needed resources; assist in the development of the annual budget and ensure that proper financial controls are in place; monitor the effectiveness of NADCP/NDCI/NCDC programs; attend meetings and actively participate in respectful discussions; serve on one or two committees [composed of Board and NADCP members]; actively participate with the staff in an overall annual strategic planning process and assist in implementing the plan s goals as appropriate; build support for NADCP by clearly articulating the mission, goals and programs within the communications (media) and legislative affairs (Congress) plan; volunteer for association activities and events; and adhere to NADCP policies, by-laws and articles of incorporation;

2 34 All directors are expected to contribute at least $500 per year or have a contribution of at least the same amount made in their name. NADCP Background In 1994 a group of innovative judges had a vision to reverse the growing social impact of drug use and related crime. They created a court model using a combination of accountability and treatment to compel drug-using offenders to change their lives. From that vision came the Drug Court movement and the NADCP. With over 2,600 Drug Courts throughout the nation, NADCP represents over 27,000 judges, prosecutors, defense lawyers, probation and law enforcement officers, therapists and court administrators. Although 2,600 Drug Courts is a great start, there are still too many people caught in the justice system who don t have access to these lifesaving court programs. And why not, they work. In fact, Drug Courts greatly out-perform all other strategies that have been attempted for reducing drug abuse and crime. Drug Courts significantly reduce drug-use and crime and are considerably cheaper to operate than jail or prison. Simply put, Drug Courts are cost effective, have better outcomes and restores lives. NADCP leads a nationwide movement of justice and treatment professionals in the belief that we must build on the success and effectiveness of these courts by putting a Drug Court within reach of every person in need. NADCP believes that when a court opens its doors to solve the problems of the people in a community, we all rise. Because we know that when one person rises out of drugs and crime, we all rise ; when that person is able to work, pay their bills and care for their family, we all rise ; and when that person then helps another in need, we all rise. 3 44 NADCP Mission Statement: 1 We will not rest until there are Drug Courts and other Problem-Solving Courts within reach of every person who needs them. NADCP Values: Dedication Conviction Service Integrity Empowerment Board Roles: The control and administration of the corporation shall be vested in the Board of Directors which shall have the power and authority to do and perform all acts and functions necessary to carry out the purposes and mission of the corporation not inconsistent with the Articles of Incorporation and the approved By-Laws. Board Size: The Board of Directors is comprised of not less than seven and not more than twenty-six directors. The election of directors takes place at the annual meeting of the Association. Board Terms: A director s service on the Board is limited to a term of two years commencing with the adjournment of the NADCP Annual Training Conference at which they have been elected by the membership. A director may be eligible for re-election to two additional two-year terms, provided that a director cannot serve more than six consecutive years. Meeting Requirements The NADCP Board of Directors meets twice a year in person and at least twice a year via telephone. In-person board meetings are held in February and May or June at the NADCP Annual Drug Court Training Conference. 1 The Corporation seeks to reduce substance abuse, crime and recidivism by promoting and advocating the establishment and funding of Drug Courts and providing for collection and dissemination of information, technical assistance, and mutual support to association members. 4

4 54 Committee Requirements NADCP has an Executive Committee, five Standing Committees and seven Ad Hoc Committees. All directors shall serve on at least one board committee. 5 NATIONAL BOARD OF DIRECTORS NOMINATION 1 Nominations are now open until September 10, 2012 for the class of the NADCP Board of Directors (beginning July 2013). The NADCP Board of Directors Nomination and Orientation Committee is recruiting individuals with specific experience to fill up to three Board positions. A term on the Board, as elected by the NADCP membership, is for two years with the possibility to serve up to two additional terms for a total of six years. Preference will be given to individuals who are committed to the Treatment Court (e.g., Adult Drug Court, Juvenile Drug Court, Family Drug Court, Tribal Drug Court, Reentry Drug Court, DWI Court, Veterans Treatment Court, Mental Health Court, etc.) movement and who are nationally (and state) recognized, having influence as a chief public defender; chief probation officer; elected prosecutor / attorney general; judge, former governor; and former member of Congress. Preference will also be given to members of foundation boards as well as private sector business leaders.
