1 Amended 8/6/2014 Filed by Consultant, 8/6/2014 STANDING RULES OF ASSISTANCE LEAGUE OF Long Beach 1. Membership 1.01 Voting Member All voting members shall: (1) Attend regular chapter meetings as required; (2) Participate in and support the philanthropic programs and fundraising activities of the chapter; (3) Have the right to vote and hold office; (4) Pay annual chapter dues; (5) Assume a member s share of financial obligations voted by membership. (6) Receive the annual report, chapter newsletter, roster, and bylaws, standing rules, chapter and auxiliary policies Nonvoting Member All nonvoting members shall: (1) Support the mission of the chapter; (2) Pay annual chapter dues; (3) Assume a share of financial obligations as voted by membership. (4) Support the philanthropic programs and fundraising activities of the chapter; (5) Receive the annual report, chapter newsletter, roster and copies of current bylaws, standing rules, chapter and auxiliary policies. (6) May be a member of a committee; and (7) May serve as an elective and/or appointive standing committee chair with the exception of the Nominating committee. 1

2 (b) Sub-classifications of Nonvoting Membership. (1) Life Member. The Board may grant a nonvoting life membership to a member who has been a voting member of the chapter and/or auxiliary for at least ten (10) years. A member holding life membership status prior to two thousand two (2002) shall be exempt from paying dues. Such dues exemption was discontinued in October (2) Rick Racker Auxiliary Member. A Rick Racker Auxiliary member shall fulfill the requirements of the auxiliary and shall be a nonvoting member of chapter. (3) Las Hermanas Auxiliary Member. A Las Hermanas Auxiliary member shall fulfill the requirements of the auxiliary and shall be a nonvoting member of the Chapter. (4) CAMEO Professional Auxiliary Member. A CAMEO auxiliary member shall be employed or retired from employment, fulfill the requirements of the auxiliary and shall be a nonvoting member of the chapter. (5) Assisteens Auxiliary Member. An Assisteens member shall be a member of the Assisteens auxiliary and a nonvoting member of the chapter Leave of Absence Upon application to the Vice President Membership and approval of the Membership Committee, a voting member may be granted a temporary leave of absence for travel, illness or to meet emergency needs for not less than 3 months and not more than a year. (b) A voting member on a leave of absence for illness or to meet emergency needs shall not be required to make up Thrift & Vintage Shop duties. (c) A voting member on leave of absence for travel shall be required to make up Thrift Shop placement duties Procedures for Change of Classification and Resignation Requests for changes in membership classification, except for a resignation, shall be submitted in writing to the Membership Committee and shall be granted upon approval of the Membership Committee. Such requests shall be submitted on or before April 1 and shall become effective June1. (b) Resignations from membership may be submitted in writing to the Membership Chairman at any time and shall be effective upon receipt. (c) Dues shall be adjusted when changing classifications of membership Member Information Form and New Member Orientation Member Information. Member Information Forms shall be completed by all members and maintained as required by Assistance League. Relevant contact 2

3 information, emergency information and other required personal data shall be recorded on the Member Information Form. (b) Orientation. Members shall receive orientation, which shall include national organization and chapter and auxiliary information. (c) Right to Vote. Upon payment of dues, a new member shall have the right to vote Responsibilities of Membership and Service Requirements Policies. Members shall sign policies as required by the chapter, which shall be maintained as required by Assistance League. (b) Service Hours. (1) All voting members except current Board members, the parliamentarian and past presidents shall work thirteen (13) placements at the Thrift & Vintage Shop. Members who are exempt from this duty by virtue of positions are encouraged to fulfill this obligation. (2) Members shall report service hours as required. Hours shall be reported for all chapter, auxiliary and National Assistance League related activities. (3) For the purpose of reporting hours the fiscal year shall be divided into quarters as follows: (1) June through August (2) September through November (3) December through February (4) March through May (4) All volunteer service hours shall be reported. 2. Board 2.01 Attendance. Members of the Board shall attend Board meetings, Board development and Board training Absence. Members of the Board shall notify the President of any planned absence prior to the Board meeting and arrange for a report to be submitted Elected Members. Only elected members of the Board, with the exception of the Parliamentarian, shall attend Board meetings. Non-Board members may be invited to present a report at an appointed time, but shall not be present during deliberations Resignation from the Board shall be dated and signed, delivered to the President, and effective upon receipt. 3. Committees 3.01 Attendance. Each committee member shall attend committee meetings; shall notify chairman prior to committee meeting of any planned absence Procedure Books. Committee chairmen shall maintain procedure books and present to a successor at end of term. 3

4 3.03 Job Descriptions. Annually, committee chairmen shall review and update job descriptions for Board approval Minutes. Each committee shall have recorded minutes Appointive Committee Chairmen shall not serve more than two (2) consecutive terms in the same chairmanship. 4. Philanthropic Programs 4.01 Identification. Philanthropic programs shall be identified with the Assistance League name Approval. Each philanthropic program, new, amended or terminated, shall be approved by the membership by a 2/3 vote Evaluation. The membership shall evaluate each philanthropic program at a minimum of every two (2) years Name and Description. Philanthropic programs are: Operation School Bell. Provides New clothes, uniforms, shoes and supplies to schoolchildren from preschool through 12 th grade in the Long Beach Unified School District; (b) Adopt A Family Provides essential items and food for families with children in need at the end of the year holidays; (c) Adopt A Pet - Assisteens Auxiliary Assisteens Auxiliary members make blankets and treats for dogs and cats to be distributed to area animal shelters; (d) ALa Carte Art and entertainment activities are brought to the bedsides of young patients at Miller Children s Hospital; (e) Assault Survivor Kits - Las Hermanas Auxiliary volunteers provide wear home clothes to survivors of sexual assault when police keep their clothing as evidence; (f) Howard Collection A museum quality collection of Asian artifacts shared with the public and seventh grade students by Assistance League members serving as docents. Assistance League provides funding for the buses to bring the students to view the collection; (g) Long Beach City College Nursing Scholarship. Rick Rackers Auxiliary awards Nursing scholarships annually to deserving students at Long Beach City College; (i) Mentoring Program CAMEO Professional Auxiliary members mentor promising high school students and re-entry women at Long Beach City College; (j) Operation Shoebox. Assisteens provide supplies to be sent to Armed Forces overseas in coordination with the Armed Forces base in Los Alamitos, California; (j) Orthodontic Program Provides high quality, affordable care to economically disadvantaged children with serious orthodontic problems; 4

5 (k) Scholarships Program. Academic scholarships are awarded to deserving students at California State University of Long Beach and Long Beach City College. Additionally, Funds are given annually to supplement Long Beach middle and high school music programs; (l) Senior Prom. Assisteens provide a social event for senior citizens who reside at various residential facilities; (m) The Kids on the Block Children and seniors enjoy puppet programs addressing social, behavioral and cultural concerns, and (n) Vocational Training Program Students who are part of the Adult Community Transition Program work at the Thrift & Vintage Shop to learn social and work skills, develop self-reliance and help them grow from dependence to independence. 5. Resource Development/Fundraising 5.01 Identification. Each fundraising activity or event shall be identified with the Assistance League name Approval. Each fundraising activity or event, new, amended or terminated, shall be approved by the membership by a 2/3 vote Evaluation. The membership shall evaluate each fundraising activity or event at a minimum of every two (2) years. The chapter shall hold a fundraising event each fiscal year. (b) The current year s financial obligation shall be voted on annually after recommendation of the Board and consideration of the voting members at two (2) consecutive meetings. These meetings shall be held a minimum of twenty-four (24) hours apart. The vote shall carry by a two-thirds (2/3) vote of the voting members resent. (c) The current year s financial obligation will be paid to the Treasurer on or before the date of the event Name and Description. Fundraisers are: (b) Thrift and Vintage Shop Annual Chapter Fundraising Event 6. Finance 6.01 Designation of Assets. Annually, the Board shall designate unrestricted net assets sufficient for one (1) year s total operating expenses. (National Policies for Chapters Finance) 6.02 Leadership Conference Registration. Registration fees for Leadership Conference attendees shall be paid by chapter Proposed Expenditure. Any proposed expenditure over $1,000 requires 3 estimates. 5

6 6.04 Assisteens Conference Registration. Registration fees for the Assisteens Coordinator and/or Assisteens Liaison for Assisteens Conference shall be paid by chapter Requests for reimbursement of expenses shall be submitted to Treasurer within 30 days of expense or expense shall be considered a donation Registration fees of each voting member attending National Conference shall be reimbursed according to budgeted funds each year Dues are nonrefundable Assistance League of Long Beach assumes financial responsibility and liability only for Board and membership approved fundraising activities Corporation Buildings and Property. 7. Chapter Facility All corporation buildings are nonsmoking facilities. (b) Corporation property (furniture and equipment) shall not be removed from the premises unless for corporate business. (c) Corporation computers and other office equipment shall be available for use by all members for Assistance League business only. 8. General 8.01 Mailing Lists/Rosters. No outside groups or individuals shall be allowed access to chapter mailing lists nor shall members use membership rosters for outside business activities Regular Meetings. Regular meetings of the chapter will begin at 9 a.m. and shall be held at 6220 E. Spring Street, Long Beach, CA 90815, unless otherwise voted by the Board and membership Chapter Communications. The President shall be the authorized spokesman for the corporation, unless otherwise designated. (b) All communications to the public, including auxiliary communications, shall have the President and the Press and Public Relations Chairman approval prior to release. (c) Public communications include, but are not limited to, letters, press releases, invitations, brochures, fact sheets, programs, newsletters, website and fundraising appeals Delegate Responsibility. Delegates shall attend the annual and special meetings of National Assistance League as a voting member of the delegation; attend educational workshops and submit a written report to the Education Chairman on each workshop attended. 6

7 (b) The number of delegates shall be based upon Bylaws Article 13, 13.01, Determining Delegates, Bylaws of Assistance League of Long Beach. (c) Delegates to the annual and special meetings of National Assistance League shall be: 1. 1 st Delegate President 2. 2 nd Delegate President-Elect 3. 3 rd Delegate Rick Rackers Auxiliary Chairman 4. 4 th Delegate Las Hermanas Auxiliary Chairman 5. 5 th Delegate CAMEO Auxiliary Chairman 6. 6 th Delegate 1 st Vice President Philanthropic Programs 7. 7 th Delegate 4 th Vice President Finance 8. 8 th Delegate 5 th Vice President Membership 9. 9 th Delegate To be elected 8,05. Assisteens Leadership Conference. The chapter shall send, at its expense, the Assisteens Coordinator to the Assisteens Leadership Conference Treasurers Workshop. The chapter will send, at its expense, the Treasurer or Assistant Treasurer to the Treasurer s Workshop Annual Meeting of National Assistance League. The chapter will send, at its expense, the Education Chairman to the annual meeting of National Assistance League. 9. Adoption and Amendment of Standing Rules 9.01 Adoption and Amendment. These standing rules may be amended or new standing rules adopted at any regular meeting by two-thirds (2/3) vote without previous notice, or by majority vote if the members are provided with notice at the previous regular meeting or thirty (30) days written notice Suspension. A standing rule may be suspended by majority vote, during a meeting, for that meeting only, and will be in full force and effect at the close of the meeting. 10. Chapter Auxiliary Liaison Each auxiliary, including Assisteens, shall have a Chapter Auxiliary Liaison appointed by the President-Elect in consultation with the incoming auxiliary chairmen and Assisteens Coordinator. The Chapter Auxiliary Liaison: (b) Shall have served on the Board a minimum of two years. Shall not serve more than two consecutive years as liaison to the same auxiliary. 11. Parliamentary Authority Rules of Order. The current edition of Robert s Rules of Order Newly Revised, as amended from time to time, shall govern the meetings of the chapter insofar as those rules are not inconsistent with or in conflict with these bylaws, the Articles of Incorporation, the Bylaws of National Assistance League, the law, the laws of the State of California or rules governing agenda, motions and related matters. 7

8 11.02 Standing Rules. A standing rule may be adopted by a majority vote at any business meeting without prior notice. Exceptions are standing rules pertaining to hours of service and financial obligations of the membership. These exceptions require consideration by the voting members at two consecutive meetings held at least 24 hours apart. **** 8
