2 Highlights This Week: Appropriations Subcommittee on Education Meeting OKC-(05/10/05, 8:30 a.m., Room 432A, State Capitol) By Chris Terbrueggen, The Journal Record Different tactics to make sure all public school teachers in Oklahoma get a raise next year were debated Tuesday by members of the House Appropriations Subcommittee on Education. State lawmakers debated if language should be included in a teacher pay raise bill suggesting that schools use state money for teacher raises or if the state needs to set aside extra money outside the state education formula to cover the cost of all raises. "Our formula system is one of the best in the nation," said Rep. Sally Kern, R-Oklahoma City, vice chair of the House Appropriations Subcommittee on Education. "It is what produces equity between the riches and the poorest schools in urban and rural areas." "It falls on the districts to determine whether to give the full amount," she added. "It is our intent that teachers get a $3,000 raise." Currently, state lawmakers have set aside revenue for teacher raises inside and outside the state formula. Rep. Bill Nations, D-Norman, said the intent of the language is to assure that every district understands that state lawmakers want the money to go towards teachers' raises. Last year $3,000 per teacher was sent to each district, but a few districts made the decision not to use the money for raises, Nations said. Ninety four percent of teachers were given raises. The members are slowly coming to an agreement on all 12 agencies' budgets under the education subcommittee, Nations said. The members were responsible for budgeting about $256 million of the $3.2 billion total education budget. This includes common education and higher education. The common education budget is over three-fourths of the entire $3.2 billion education budget. "No agency in the state that I am aware of is experiencing anything less of an increase then say 7 percent," Nations said. Higher education could receive $77 million from the legislature; however, $28 million goes to debt service. That leaves $44 million for operations. The National Board of Certification and school board training received additional funding. Common education may receive no new funds for textbooks. 2
