1 OPPORTUNITIES FOR SERVICE Review this list to get an idea of the responsibilities of the various conference boards, committees, etc. for which the Committee on Nominations makes nominations. Important Note: All opportunities for service are based on the Standing Rules of the Annual Conference via the 2012 Book of Discipline of The United Methodist Church. Some opportunities for service have been omitted because they are filled by an already held position or a standing or disciplinary rule that governs another means of filling that board, committee, team or position. Please see the 2014 North Georgia Conference Journal Standing Rule C for guidelines for serving. Standing Committees of the Annual Conference Committee on Standing Rules: For those who have a passion for rules, policy and compliance NGUMC Standing Rule B.1 The committee on standing rules is charged with the annual task of addressing the submission of new rules and maintaining the standing rules of the annual conference in the following ways: to receive requests for amendments, assure rules maintain internal consistency, make editorial changes as needed, present changes to the conference and review revised standing rules for publication in the conference journal. The committee is also charged with the quadrennial task of examining the rules of the annual conference for consistency with the new Book of Discipline and to recommend any editorial changes to bring about that consistency. Committee on Registration and Assistance: For those who have the gift of hospitality and planning NGUMC Standing Rule B.2 The primary functions of the committee on registration & assistance are to conduct registration, along with the host committee, certify delegates and to issue badges accordingly. Using guidelines to verify eligibility, the committee helps retired pastors receive financial assistance, and during the week of annual conference, the committee maintains a table to assist visitors with nametags and other needs. The registration and assistance committee is responsible for working with the host committee to organize and recruit volunteers. Committee on Journal & Handbook: For those with a passion for writing, editorial review, and ensuring accuracy NGUMC Standing Rule B.3. The journal and handbook committee is responsible for certifying daily proceedings at the annual conference session; assuring the journal meets disciplinary guidelines;
2 organizing journal sales at the annual conference session; assisting the conference secretary and journal editor in the production of the handbook and journal as needed; assisting in proofreading the handbook and journal as needed before publication; organizing to invite advertising for handbook and journal if/when that is used. The committee on the handbook and journal works with the conference secretary as needed to set the standards for the submission of information for the handbook and journal. The committee works with the conference secretary to ensure that the official records of the annual conference shall be kept in accordance with Committee on Resolutions: For those with gifts and passion for policy and compliance NGUMC Standing Rule B.4.: The charge of the resolution committee is to process all resolutions presented to the annual conference that are not submitted to the programmatic committees through dialogue with the submitter and all agencies of the annual conference affected by the resolution. This committee makes sure that, with occasional exceptions, resolutions submitted by the deadline of Feb. 1 of the Annual Conference year are included in the handbook. The resolutions committee is responsible for reviewing each resolution to determine if it can properly come before the annual conference, making revisions as needed in consultation with the submitter of the resolution, ensuring consistency with The Book of Discipline and North Georgia Standing Rule/Guidelines, submitting to the conference secretary by the deadline for the conference handbook, and presenting resolutions to the conference. Program Teams of the Annual Conference Connectional Ministries: For those who have a passion for building ministry capacity, equipping disciples and working with teams, local congregations, districts and the conference and a passion for creative resourcing for congregational and community vitality (NGUMC Standing Rules G and H) Worship Team: For those who embody and live out a passion for equipping congregations, and congregational, district and conference leaders through the ministries of archives and history ( 641.1), evangelism ( 630.3), stewardship ( 630.5), worship ( 630.4), cross-cultural and cross-racial ministries, ethnic and multi-ethnic ministries, small membership churches, and stewardship ( 630.5). - NGUMC Standing Rule H.3. Outreach and Mission Team: For those who embody and live out a passion for equipping congregations and congregational, district and conference leaders through the ministries of global ministries ( 633), disaster response ( b.22), refugee resettlement, health and welfare ministries ( b.27), 2
3 UMVIM, Bridges, cross-cultural and cross-racial ministries, ethnic and multiethnic ministries, small membership churches, and stewardship ( 630.5). - NGUMC Standing Rule H.4. Leadership and Advocacy Team: For those who embody and live out a passion for equipping congregations and congregational, district and conference leaders through the ministries of Christian unity and interreligious concerns ( 642.1), church and society ( 629), creation care, disability concerns ( 653), ethnic local church concerns ( 632.1), great starts, Native American concerns ( 654), peace with justice, religion and race ( 643.1), status and role of women ( 644), cross-cultural and cross-racial ministries, ethnic and multi-ethnic ministries, small membership churches, and stewardship ( 630.5). NGUMC Standing Rule H.5. Discipleship Team: For those who embody and live out a passion for equipping congregations and congregational, district and conference leaders through the ministries of education ( 630.2), adult ministries [older adult ( 651.1) and young adult ( 650.1)], children s ministries ( g), youth ministries ( 649.1), family ministries ( b), higher education and campus ministries ( 634.1), camp and retreat ministries ( b), safe sanctuaries, faith formation, cross-cultural and cross-racial ministries, ethnic and multi-ethnic ministries, small membership churches, and stewardship ( 630.5). NGUMC Standing Rule H.7. Board of Congregational Development Board of Congregational Development: For those with gifting and passion for comprehensive planning around planting new congregations and strengthening existing congregations (NGUMC Standing Rule J) Committee on Black Congregational Development: For those with gifting and passion for comprehensive planning for planting and strengthening black congregations and their leaders NGUMC Standing Rule J.12. regard to persons and places for the planting of new black congregations and strengthening existing black congregations. The committee shall collaborate with each of the district strategic growth teams advocating on behalf of black church congregational development needs. It shall also be responsible for any training and resourcing needs that are important from a cultural perspective in planting new and strengthening existing black churches. The committee shall also be responsible for partnering with the office of connectional ministries, the board of ordained ministry and the office of ministerial services to ensure the implementation of a comprehensive black church leadership development plan. It 3
4 shall request funds necessary for this training to be included in the board of congregational development budget. This committee shall meet at least quarterly and may meet more often at the request of the director of the board of congregational development, the committee staff person, or the chairperson. Committee on Hispanic Congregational Development: For those with gifting and passion for comprehensive planning for planting and strengthening Hispanic congregations and their leaders NGUMC Standing Rule J.13. regard to persons and places for the planting of new Hispanic congregations and strengthening existing Hispanic congregations. The committee shall collaborate with each of the district strategic growth teams advocating on behalf of Hispanic church congregational development needs. It shall also be responsible for any training needs that are important from a cultural perspective in planting new Hispanic churches. It shall request funds necessary for this training to be included in the board of congregational development budget. This committee shall meet at least quarterly and may meet more often at the request of the director of the board of congregational development or the chairperson. Committee on Korean Congregational Development: For those with gifting and passion for comprehensive planning for planting and strengthening Korean congregations and their leaders NGUMC Standing Rule J.14. regard to persons and places for the planting of new Korean congregations and strengthening existing Korean congregations. The committee shall collaborate with each of the district strategic growth teams advocating on behalf of Korean church congregational development needs. It shall also be responsible for any training needs that are important from a cultural perspective in planting new Korean churches. It shall request funds necessary for this training to be included in the board of congregational development budget. This committee shall meet at least quarterly and may meet more often at the request of the director of the board of congregational development or the chairperson. Committee on Multicultural/Multi-Ethnic Congregational Development: For those with gifting and passion for comprehensive planning for planting and strengthening multicultural and multiethnic congregations and their leaders NGUMC Standing Rule J.15. regard to persons and places for the planting of new churches among the various other ethnic groups living in the bounds of our annual conference. The committee shall collaborate with each of the district strategic growth teams advocating on behalf of multi-cultural/multi-ethnic church congregational development needs. It shall request funds necessary for this training to be included in the board of 4
5 congregational development budget. This committee shall meet at least quarterly and may meet more often at the request of the director of the board of congregational development or the chairperson. Administrative Agencies of the Annual Conference Commission on Equitable Compensation NGUMC Standing Rule K.2. Administer salary support for pastors serving churches unable to pay the conference minimum salary and student pastor salary supplements, and provide guidelines for minimum salaries, for parsonages and housing allowances. Board of Pensions and Health Benefits NGUMC Standing Rule K.3. Formulate policy recommendations, establish rates, make financial decisions, and provide oversight for the Conference Insurance Office. Provide for the support, relief, assistance and pensioning of clergy, their families, and other church staff. Board of Trustees of the Annual Conference NGUMC Standing Rule K.4. The Board is vested with the responsibility of receiving, collecting, holding in trust, and administering gifts to the Annual Conference, carrying out the sale of property authorized by the Annual Conference for disposal, and protecting the interests of any Annual Conference real or personal property. Council on Finance and Administration (CF&A) NGUMC Standing Rule K.5. Prepare conference budget and oversee the financial planning, spending and apportionments of the conference. Committee on Episcopacy NGUMC Standing Rule K.6. Serve as the bishop's pastor/staff parish relations committee. Work with the bishop in support of the bishop's ministry and that of the annual conference. The Episcopal Residence Committee NGUMC Standing Rule K.7. Provide housing for the bishop, giving oversight, upkeep, maintenance, financing, and insurance coverage. North Georgia Loan Guarantee Committee NGUMC Standing Rule K.9. Oversee the process by which church loans facing foreclosures may be guaranteed under certain conditions 5
6 Administrative Review Committee NGUMC Standing Rule K.11. Committee on Personnel Policy and Practices NGUMC Standing Rule K.14. Qualify recommended candidates and salary requirements at the conference level. North Georgia United Methodist Housing and Homeless Council NGUMC Standing Rule K.15. Inform local congregations about the problems of homelessness and help churches get involved in this ministry. Includes preparation for the annual Housing & Homeless Offering. Joint Ministries of North and South Georgia Conferences Georgia Commission on Higher Education and Campus Ministry NGUMC Standing Rule N.1. Sustain the ongoing ministries of the United Methodist colleges and universities and Wesley Foundations and Fellowships located within the North and South Georgia Conferences. Georgia Pastors School Board of Managers NGUMC Standing Rule N.2. Oversee and plan the Annual Pastors School, held jointly by the North and South Georgia Annual Conferences 6
