1 The structure of the (CCYM) is: Executive Council: President Vice President/YSF Team Leader Secretary Middle School Representatives (2) Conference Representatives (2) Communications Chairperson Communications Assistant Chairperson Ethnic Caucus Group Representatives (2 from each) BMCR. Hispanic, Korean and Native American Archivist/Journalist (Appointed) Conference Youth Coordinators (2-1 male, 1 female)(nominated and elected by CCOCM) Conference Director of Young People s Ministry (employed by the CCOCM) Cabinet Representative (appointed by the Bishop) Warmth In Winter Youth Chair Team -(Chair, Co-Chair, Assistant Chair) Extended Council: 14 District Youth Representatives (1 Middle/1 High School from each district) 7 District Adult Youth Workers - (1 Adult working with youth from each district) The standing rules are as follows: 1. Executive Council members are elected at the Tennessee Youth Annual Conference (TYAC) business session at Summer Sizzler held annually in the Summer. 2. Any Jurisdictional officer either youth or an adult worker with youth will automatically be a member of the CCYM Executive Council of the Tennessee Conference. 3. Candidates for President of the CCYM must have served on the CCYM or have been an active observer in previous years. 4. Candidates for Vice President of the CCYM must have served on the CCYM or have been an active observer in previous years. 5. Candidates for offices will be required to fill out a Candidacy Declaration Form, along with a letter of recommendation from their pastor or youth minister. This form should be turned in by the end of day on the first night of Summer Sizzler prior to TYAC. 1 of 5

2 6. A list will be compiled of all declared nominees, regardless of desired office. All positions will be elected using this list. Candidates will have until prior to the start of TYAC to present their letter of recommendation. 7. A person who is not elected for one office may only run for one additional office. 8. In order to streamline elections, once a person has run for a previously elected office, they will not be allowed to give another speech, but will be allowed to answer questions concerning the new office. 9. A Communications Assistant Chair will be elected to assist and to learn the function and role of the Communications Chair. Once the Communications Chair has vacated the position, the Assistant Chair will be advanced to Communications Chair as long as they have been a member in good standing. (See Section A for good standing requirements.) If the both the Communications Chair and Assistant Chair are vacated, elections will be held for both positions. 10. The CCYM Vice President is charged with coordinating and presenting all resolutions during the TYAC Business Session. These resolutions must be received by the Vice President no later than 10 A.M. the morning of TYAC at Summer Sizzler. Resolutions may be submitted by individual youth, youth workers, local churches districts, or current CCYM members. 11. A record of attendance must be kept at all CCYM meetings. This record of attendance shall be provided to members of TYAC upon request. The CCYM Secretary will be charged with maintaining this record. 12. Current CCYM Executive Council Members shall be at-large voting delegates at TYAC at Summer Sizzler. Term of office for all members of the CCYM shall run from August 1 to July All voting delegates and elected officers may have a voice in TYAC at Summer Sizzler business sessions. Observers may speak if granted permission from the presiding officer of the body. Voting delegates consist of up to 4 youth and 2 adults from each church present at TYAC at Summer Sizzler. 14. The expense of the out-going President of the CCYM to Annual Conference will be paid by the Conference Young People s Ministry. 15. The CCYM will develop a mission statement for its ministry. After the development of the mission statement, the proposed statement will be brought to the members of TYAC. Final mission statement selection will be decided at TYAC, and the mission statement will be reconsidered and reaffirmed every other year. 2 of 5

3 16. Mileage costs incurred traveling to and from meetings for the conference will be paid upon request. This will be paid at the current conference volunteer rate. There is a cap placed on mileage reimbursements at $ per person per year. A year runs concurrent to the CCYM election year of August 1-July As a CCYM, we strongly support the Tennessee Annual Conference standing rule number 16B. This rules states: Each District Conference shall elect two youth (ages 12-17) and two young adults (ages 18-30) as at-large members of the Annual Conference. 18. Since the Youth Service Fund is an important part of what we do, $1.00 of each registration for Conference Youth Events will be designated to YSF. 19. YSF Grants are awarded with that a presentation be made concerning the grant received. A request for at the report will be given and opportunities will be provided for these reports to be presented at major events or through the Tennessee Conference newspaper and social media. Any church that does not make a presentation regarding their YSF grant, will not be eligible to receive an award in the next year they are eligible. 20. In the event that an elected office is unable to fulfill their position due to personal reasons or violation of Good Standings Requirements(Section A) for the year, the CCYM Executive Council has the option to fill that vacated position. They have the authority to appoint a person to the open position using the list of declared candidates from the most recent TYAC. 3 of 5

4 Section A. GOOD STANDING REQUIREMENTS: A member in good standing is one who is diligent in fulfilling the requirements of their elected position, this includes but is not limited to the following: 1. Represent the Tennessee Annual Conference Young People s Ministry with honor and respect. 2. Demonstrate a Christian lifestyle through participation in ongoing local church ministries, youth group, bible study, and mission in the name of Jesus Christ. 3. Attendance at all CCYM meetings and retreats. 4. If you are unable to attend scheduled meeting or retreat, prior notification must be made to the CCYM President, CCYM Coordinators, or Conference Staff. 5. Represent the CCYM at the Tennessee Annual Conference. 6. Attendance at schedule Tennessee Conference Young People s Ministry events. 7. Participation in assigned CCOCM committees. 1. Effort should be made to attend scheduled meetings. 2. Communication with committee chair in the event you are unable to attend. 3. Review and give input on meeting ensuring that a youth point of view is presented. 8. Promotion of TNUMC YPM events to your district, local church and youth. Section B. STEPS FOR REMOVAL FROM CCYM OFFICE 1. If a violation that warrants removal occurs, the CCYM President, CCYM Coordinators, and the Conference Director of Young People s Ministry will meet. If the CCYM President is in violation of the conduct policy, the CCYM Vice President shall be invited to the meeting. 2. A warning notification will be sent to the individual that identifies the issue(s) and gives notice of necessary remedies as well as the institution of a probation period. The length of the probation period will be determined by the CCYM calendar at time of the violation. 3. If the requirements of the stated in the notification of probation are not remedied, the officer will be removed from office. This removal will result in a suspension from seeking office for 1 election year. 4 of 5

5 Design Teams: Tennessee Conference of The United Methodist Church D1. Design Teams will be headed by co-chairs, one adult and one youth. D2. Design Team chairs are selected by the CCYM Executive Council. D3. The Executive Council of the CCYM will be the Design Team for Summer Sizzler and TYAC. D4. The Warmth In Winter Design Team will be lead by a Management Team with prior WnW Design Team leadership. D5. No person in the conference shall serve on more than two design teams per year. Executive Council members may serve on two plus Warmth In Winter. The President, as the exception, will serve on all design teams. D6. All active design team members, with attendance of at least 50% of meetings will be able to attend the event at the lowest available registration rate unless otherwise notified.
