1 Groveton Ambulance Association Bylaws Article I: Name. The name of this organization shall be the Groveton Ambulance Association Article II: Object. A. To render emergency medical services to the Town of Northumberland, along with the areas contracted by the Town of Northumberland, under the direction of the Ambulance Administrator and the town government and in accordance with the standards established by the New Hampshire Division of Fire Standards and Training, Bureau of Emergency Medical Services. B. To provide mutual aid service to surrounding areas that are not contracted by the Town of Northumberland. C. To educate the community in EMS practices, CPR/First Aid, and general health and safety practices. D. To provide other community services as deemed appropriate by the current membership. Article III: Members. Section 1. Section 2. Eligibility: Any person, at least 14 years of age, with an interest in EMS and in helping Groveton Ambulance Association with the above objectives. A person shall be declared a member upon presenting themselves, their qualifications, and reasons for desiring membership at a regular business meeting to be voted in by a majority of the voting members present at said meeting. Each member shall serve a six month probationary period. When a member has completed this six month period, the Executive Board will decide at their next committee meeting by 2/3 vote to accept said member as a full member. In making this determination, the board will consider; candidates behavior at functions and at emergency scenes, time volunteered, attendance at meetings, commitment to Groveton Ambulance Corps, and feedback from the Ambulance Administrator and other Groveton Ambulance Association members Classes of Membership. Each member, except Auxiliary members, will fall into TWO of these classes. A. Associate Member: Members who are currently serving their six-month probationary period. B. Full Member: Members who have completed their six-month probationary period, and have been accepted by a 2/3 vote of the Executive Board, and continue to meet obligations of his/her membership class as stated in Article III, Section 4. C. Active Member: Must meet obligations as stated in Article III, Section 4, AND Must be on a team as a driver or a licensed ambulance attendant, OR Must perform at least 12 hours of volunteer time per month (Call time, transfers, fund-raisers, teaching, special details). 2 Members are responsible for keeping their own log of time volunteered, and this should be brought to every meeting. Any member may openly or anonymously request that the executive board audits a members log and makes a determination on the member in question=s status. After two consecutive months of not meeting the requirement, member will revert to non-active member status, AND D. Non-Active Member: Members who have not met the requirements and obligations of an Active Member. E. Auxiliary Member: Members who would like to help out in a non-medical capacity. Section 3. Qualifications. A. Of a Groveton Ambulance Association member: As stated in Article III, Section 1. B. Of a Groveton Ambulance Attendant: As governed by state requirements, resource hospital protocol, and policies and procedures mandated by the office of the Ambulance Administrator. Groveton Ambulance Attendants are urged but not required to be Groveton Ambulance Association members. Must meet training requirements set forth by the Ambulance Administrator. Section 4. Obligations. (Does not apply to Auxiliary Members) A. Attend Groveton Ambulance Association monthly business meetings. 1. Active Members: must attend at least six regular business meetings per calendar year. Active members are allowed three un-excused absences in any 12-month period. After four un-excused absences in any 12-month period, a member will receive a letter from the executive board requesting a meeting to explain circumstances of absences. If the board decides that the reasons are not acceptable, or if the member does not respond to the letter in less than 30 days, the member will revert to non-active status. The member will remain a non-active member until he/she has attended four meetings, with no additional un-excused absences. Six un-excused absences in a 12 month period is grounds for expulsion according to Article III, section seven. 2. Non-Active Members: Must attend at least three regular business meetings per calendar year. After not attending three meetings in any 12-month period, a member will receive a letter from the executive board requesting a meeting to explain circumstances of absences. If the board decides that the reasons are not acceptable, or if the member does not respond to the letter in less than 30 days, the member may be expelled according to Article III, section seven. 3 B. Participate in Fund-raisers, special details, teaching, or assisting with First Responder or EMT classes or testing events. Members must log their participation, and submit to the secretary after meeting the requirement, each calendar year. 1. Active Members: At least two events per calendar year. 2. Non-Active Members: At least one event per calendar year C. Attend training sessions. As required by the policies and procedures of the Ambulance Administrator/Director. Section 5. Rights. As a member of Groveton Ambulance Association, one is entitled to the following rights. A. All members: 1. Right to inspect the official minutes and any attachments. 2. Right to inspect the financial records of Groveton Ambulance Association. B. Active members: 1. Right to vote on any motion. 2. Right to cast a ballot in the election of officers. 3. Right to be nominated for, run for, and hold an office if elected.(full members only) Section 6. Privileges. A. All members: 1. Privilege to don attire with Groveton Ambulance name and or logo. 2. Privilege to participate in any Groveton Ambulance Corps or Association organized recreational event, such as a summer picnic and holiday party if organized. B. Active members: 1. Privilege to possess Groveton Ambulance Corps-owned equipment as assigned by the Equipment officer and/or Ambulance Administrator. 2. Privilege to possibly be awarded scholarship funds from Groveton Ambulance Association (if authorized by the voting body) or Groveton Ambulance town budget(if authorized by the Ambulance Administrator) to attend training programs, continuing education, and/or conferences. 3. Privilege to possibly be awarded funds from either Groveton Ambulance Association or the town budget for the purchase of uniforms, jackets/jumpsuits, or medical equipment. 4. Privilege to hold an appointed office. (Full members only) Section 7. Leaving Groveton Ambulance Association. A. Leave of Absence: Any member may request up to a six-month leave of absence if Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 3 of 15

4 they are unable to meet membership requirements for health, family, or other issues. Member must submit request to the Executive Board in writing. At the next business meeting, the members will vote by majority whether to accept the request or not. The member will then be notified of the decision by the board. A member who is on leave of absence will be classified as a Non-Active, Full Member. If the member fails to return at the scheduled time, and does not request an extension, it will be come an Assumed Resignation. B. Voluntary Resignation: A member may resign from Groveton Ambulance Association at any time. In order to do this, he/she must submit a formal letter of resignation to the Executive Board. At the next business meeting, the resignation will be announced and the members present will vote, by majority of votes cast, to accept the resignation or not. If the resignation is not accepted, the member will be notified by the board and given the option to rescind the resignation or have it stand. At the following meeting, that decision will be announced. C. Assumed Resignation: Any member who has not participated in any activities, attended any meetings, or provided any ambulance service for a period of 12 months or does not return from a leave of absence will be assumed to have resigned. After this 12-month period, members will be given one month notice and asked to vote by, 2/3 of votes cast to remove this member=s name from the membership list. D. Requested Resignation: Groveton Ambulance Association may request the resignation of any member who meets the requirements for Involuntary Expulsion. If the member refuses, Groveton Ambulance Corps may proceed with the process of involuntary expulsion. Does not require advance notice. Requires 2/3 votes cast. E. Involuntary Expulsion: A member may be removed from membership if he/she meets any one of the requirements below; 1. Fails to meet requirements, and the obligations in the sections above. Requires advance notice, and 2/3 of votes cast. 2. Is convicted of a Felony. Does not require advance notice. Requires majority of votes cast. 3. Is terminated from the Town of Northumberland as an ambulance attendant. Does not require advance notice. Requires majority of votes cast. 4. Is recommended for this action by the Grievance Committee. This committee will have strict policies and procedures that they must follow. Requires advance notice and 2/3 of votes cast. Section 8. Returning to Groveton Ambulance Association. A member who has left Groveton Ambulance Association may be eligible to return. The process would be the same as if he/she was a new member. Article IV: Officers: All officers will be allotted time on the agenda of every meeting to give Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 4 of 15

5 a report. Officers, except the treasurer, are not required to report if they have no information to present. All officers shall be responsible for reading and knowing the rules of these bylaws. Section 1. Town appointed Officials A. Ambulance Administrator: Requirements and duties determined by the Town Government. Will prepare a report, written or verbal, and present at each Groveton Ambulance Association business meeting. B. Ambulance Billing Clerk: Requirements and duties determined by the Town Government. In the Administrator's absence, will present the report of the Administrator at the Groveton Ambulance Association business meeting. Section 2. Elected Officers. Must be a Full, Active Member to be elected and must remain an Active Member the entire term of the office. Must not miss more than three Executive Committee meetings, un-excused, in a 12- month period. Should have a good understanding of parliamentary authority. A. President: The president shall serve as the chairperson of all Groveton Ambulance Association business meetings. He/she will facilitate the meetings in an orderly fashion. He shall strive to call all meetings to order on time. The president will appoint all of the appointed officers, the grievance committee, and the chairperson of all committees. Any member appointed to an office, committee, or chair must accept the appointment. The president may be asked by the Administrator to assist him/her in his/her duties. The president may be asked to represent Groveton Ambulance Corps at town, hospital, district, or state meetings in the place of the Administrator if necessary. B. Vice-President: The Vice-President shall perform the duties of the President when he/she is absent or unable to perform such duties. The Vice-President shall serve as the ex-officio member of all committees except the Nominating Committee, and the Grievance Committee. He/she shall be in charge of reporting for a committee if the chair is not present. C. Secretary: The secretary shall keep minutes of all business meetings and distribute to the membership at least one week before the next scheduled meeting. He/she shall have possession of said minutes. He/she shall produce the agenda for each meeting. He/she shall be the note taker, at Executive Committee Meetings. He/she shall keep a copy of all committee reports. He/she shall take and record attendance at all business and Executive Committee meetings. He/she will accept copies and file all time logs offered by members. The secretary must surrender all records to the succeeding secretary. The secretary will appoint a person to chair the meeting in the absence of both the President and the Vice President. The secretary must pick up all mail for Groveton Ambulance Association received by Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 5 of 15

6 the town office before the Executive Committee meeting each month and bring said mail to the meeting to distribute to the appropriate officer. If the secretary, is unable to perform any of these duties at any time, he/she shall appoint another member of the Executive Board to perform said duty in his/her absence. D. Treasurer: The treasures shall have custody of all funds of Groveton Ambulance Association. Funds received must be deposited in the bank in the name of Groveton Ambulance Association no more than 72 hours after receipt. The Treasurer will be responsible for keeping an balancing the accounting books, and keeping all receipts. All accounting records can be subject to an audit at the request of any member at any time. The Treasurer shall be authorized to make withdrawals or draw checks on all Groveton Ambulance Association accounts. All withdrawals or checks require a countersignature from either the President or the Vice President. If the check is made out to the Treasurer, the President and the Vice President shall sign the checks. The outgoing treasurer is responsible to train the succeeding treasurer. The treasurer is REQUIRED to give a report at each business meeting. If the treasurer is unable to attend the meeting, he/she must give the written report to another officer to report. Section 3. Appointed Officers: Must be a Full, Active Member to be appointed and must remain an Active Member the entire term of the office. Must not miss more than three Executive Committee meetings, un-excused, in a 12- month period. If no member will accept appointment to these offices, an elected officer will be appointed to full-fill the duties. If no elected officer, accepts the appointment, the duties will revert back to the Administrator to delegate at his or her will. A. Training Officer: The training officer is appointed by the President, upon considering the recommendation of the Administrator. The training officer is responsible for keeping records of all members participation in training exercises and continuing education. All members are responsible to provide the training officer with proof of attendance at any non-groveton Ambulance Corps or Association sponsored training. The training officer is responsible for assisting the Administrator in seeking out and organizing training programs. He/she will organize a minimum of one training program per month. He/she will also assist the Administrator in training all new attendants. He/she will observe the skills of attendants and report any inadequacy to the Administrator. He/she will make recommendations to the Administrator if he/she feels any attendant requires punitive action for not keeping up with training and continuing education. B. Infection Control officer: Appointed by the President. Responsible for keeping employee health records on all attendants. Will receive and file all exposure reports and assure that the exposed attendant gets proper follow up. Responsible for ordering all vaccines and TB tests offered to Groveton Ambulance Corps and Association members. Responsible for administering or appointing somebody to Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 6 of 15

7 administer all vaccines and TB tests. Provide health related training programs. Assist in the training of all attendants in the proper use of personal protective equipment to prevent exposure. C. Driver Safety Officer- appointed by the President, upon considering the recommendation of the Administrator. Responsible for training all members in Emergency Vehicle Operations. Shall provide one group training per year. Will provide individual training sessions to all new attendants, any attendant the Administrator recommends for remedial training, or any member that requests this with in 30 days of request. Will observe the driving practices of all members and report to the Administrator of any issues. D. Equipment Officer: Appointed by the President. Responsible for reporting to the Administrator of any equipment problems. Assist the Administrator with ordering new equipment or replenishing supplies. Responsible for keeping an inventory of equipment and the location of the equipment. Responsible for testing all equipment on a monthly basis, and keeping a log of these tests and provide it to the Administrator. Shall serve on any committee that is organized to investigate or purchase new equipment. Section 4. Election of officers: Will take place every two years, on the even year during the business meeting in the month of October. A. Appointment of the Nominating Committee Chairperson. At the June meeting of an election year, the President will appoint the Chairperson for the Nominating Committee. This chairperson will appoint two other members to serve on the committee with him/her. He/she will announce the appointment at the August meeting of an election year. B. Nomination. Any Active Member can be nominated for an elected office. Nominations will take place during the August business meeting in an election year. At this meeting the Nominating Committee chairperson will report which members have requested nominations. The chair of the meeting will then ask for nominations from the floor. Nominations do not need to be seconded. Candidates must accept the nomination if they were not requested. C. Voting. Officers shall be elected by a plurality vote with secret ballots at the October meeting on an election year. Absentee ballots will be allowed. The Nominating Committee Chairperson will be responsible for having the ballots printed at least one week before the election. He/she shall arrange for an opportunity for absentee voters to obtain ballots. Absentee ballots must be signed in front of the Chairperson or be Notarized by an appointed notary who is not a Groveton Ambulance Association member or the voter=s family member. These ballots will be sealed. At the start of the election the Nominating Chairperson will open each of the ballots and place them in the ballot box in front of the members present, without looking at them. He/she must keep track of who obtained an absentee ballot. This person will not be eligible to receive a ballot at the meeting. 8 The nominating committee is responsible for consulting the secretary and determining who is eligible to cast a ballot in the election. Before the meeting is adjourned, voting is closed. The Nominating Committee will serve as the tellers and retreat to a secure location to tally the votes. The Chairperson will then read the number of votes cast, the number of votes each candidate receives, and the number of illegal votes cast, including the reason they were illegal. The committee will present a written report to the presiding officer who will announce the winners before the assembly. The election is final when the winning candidate accepts the position, unless he/she is not present and has already consented to the candidacy. D. Members may run for but not hold more than one elected or appointed office at the same time. If a candidate is elected to more than one office, he/she must decide which office he/she would like to hold. If the candidate that was elected to two offices is not present to decide, the voting members present will decide by majority vote which office he/she will hold The other office will then be up for immediate re-election, in which absentee ballots are not counted. E. Officers are eligible to serve four terms in the same office. Section 5. Vacating an office. A. Voluntary Resignation: An officer may resign from office at any time. In order to do this, he/she must submit a formal letter of resignation to the Executive Board. At the next business meeting, the resignation will be announced and the members present will vote, by majority of votes cast, to accept the resignation or not. If the resignation is accepted, nominations will be accepted for filling the vacancy if said officer is an elected officer. If the resignation is not accepted, the member will be notified by the board and given the option to rescind the resignation or have it stand. At the following meeting, that decision will be announced, and if the resignation stands, nominations will be accepted to fill the vacancy if said officer is an elected officer. If the resigning officer is an appointed officer, the President shall appoint a replacement upon completion of the resignation process. B. Assumed Resignation: Any Officer who has not participated in any activities or attended any meetings for a period of two consecutive, un-excused months. Will be assumed to have resigned. After this six month period, the members will be given one month notice and asked to vote, by 2/3 of votes cast, on whether to terminate this officer=s term. C. Requested Resignation: Groveton Ambulance Association may request the resignation of any officer who meets the requirements for Impeachment. If the member refuses, Groveton Ambulance Association may proceed with the process of Impeachment. Does not require advance notice. Requires 2/3 votes cast. D. Impeachment: An officer may be involuntarily removed from office if he/she meets any one of the requirements below; 1. Fails to meet requirements, to remain an Active Member for more than Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 8 of 15

9 two consecutive months. Must have advance notice. Requires 2/3 votes cast 2. Is convicted of a Felony. Does not require advance notice. Requires majority of votes cast. 3. Is terminated from the Town of Northumberland as an ambulance attendant. Does not require advance notice. Requires majority of votes cast. 4. Is recommended for this action by the Grievance Committee. This committee will have strict policies and procedures that they must follow. Requires advance notice and 2/3 of votes cast. 5. Fails to meet Executive Committee Meeting attendance requirements. This will come from recommendation of the Grievance Committee, if a grievance is received from the Executive Committee. Requires advance notice and 2/3 of votes cast. 6. Fails to perform the his/her duties as outlined above. This will come from recommendation of the Grievance Committee, if legitimate and significant grievances are filed. Requires advance notice and 2/3 of votes cast. Section 6. Filling a vacated office. If an elected office is vacated at any time, another candidate will be elected to serve the remainder of the current term. At the meeting that the vacancy is noted, the presiding officer will ask for nominations from the floor. Nominations must be accepted by the Candidates. At the following meeting the election will take place by secret ballot. No absentee ballots will be allowed for this type of election. The Nominating Chairperson will appoint two committee members to assist with the teller duties. If the existing nominating chairperson is not present, the Presiding officer will appoint a temporary chairperson to distribute and count the ballots. Article V: Meetings. Section 1. Section 2. Regular business meetings. The regular business meeting will be held on the first Wednesday of each month, unless otherwise ordered by the Executive Board. The agenda for the meeting will be devised by the Executive Board at the Executive Committee Meeting and produced by the secretary. A quorum must be present for any decisions to be made. If a meeting is to be changed in the case of an emergency, a message tone will be aired. The rescheduling of the meeting will follow the same procedure as the scheduling of a special meeting. Special or emergency meetings. Special or emergency meetings can be called by a 2/3 vote of the Executive Board or by a written request, with the purpose stated, of 10 or more members who are not part of the Executive Board. Members must be notified of the date, time, place, and purpose of the meeting, either in writing or by phone at least 24 hours Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 9 of 15

10 prior to the meeting. A quorum must be present for any decisions to be made. Section 3. Section 4. Quorum. A quorum will be declared at the start of each meeting by the presiding officer if at least 10 members, other than the elected officers are present and at least 2 of the Executive Board. Voting. A. Majority vote means > 50% of votes cast. B. 2/3 vote means > than 2/3 of votes cast. C. Plurality means the greatest number of votes. D. Active Members only are eligible to vote. There will be one vote cast per person. Voting by proxy is not allowed. Voice voting will initially be the procedure unless the assembly decides by majority vote to have a secret ballot vote before voting has commenced, or unless otherwise stated in these bylaws. All items that are not otherwise noted in these bylaws, will be decided by majority vote. Article VI: Executive Board/ Committee. The Executive Board/Committee will consist of the current elected and appointed officers. It is the legal entity charged with the management of the Groveton Ambulance Association and the keeping of the official records. Section 1. Section 2. Meetings. The Executive Board/Committee shall meet each month prior to the regular business meeting to devise the agenda for said meeting and to conduct any business that may be legally done so by the board. These meetings will be called by the President or may be called by three members of the Executive Board. Special or emergency board meetings may be called by at least three board members. Notice of at least 24 hours will be provided to the members. In order to hold any official meeting, a quorum of at least four board members must be present to include at least two elected officers. Powers. The executive board has the authority to: A. Withdraw Groveton Ambulance Association funds to pay all incoming bills that the members of Groveton Ambulance Association have voted to incur. B. Withdraw Groveton Ambulance Association funds to reimburse for supplies used by members for Groveton Ambulance Association business. Will require a majority vote from the board if greater than thirty dollars. Will require a majority vote from the members voting at a business meeting if greater than $100. C. Withdraw Groveton Ambulance Association funds for purchases that total no more than $100 per month. 11 meeting. D. Send letters to members who are in danger of having or have already had their membership classification changed. Article VII: Committees Section 1. Standing Committees A. Nominating Committee 1. Number of members. Three including the chair. 2. Appointment. This committee will be appointed as outlined in Article 4, Section Term. The chairperson will serve for two years. 4. Responsibilities. As outlined in Article 4, Sections 4 and 6. B. Grievance Committee 1. Number of members. Three or Five including the chair. 2. Appointment. This committee and a chairperson will be appointed by the president each election year at the December business meeting. Only one if three or two if five members of the Executive board, but not the President, shall be eligible for appointment to this committee. If a grievance is received about any member of the grievance committee, this committee member will be excused from the proceedings and the President will be called upon to fill this temporarily vacated slot. If at any time, a committee member leaves Groveton Ambulance Association or resigns the committee, an alternate committee member will be appointed by the President to serve out the remainder of the term. 3. Term. Committee members will serve for two years. 4. Responsibilities. Responsible for receiving and acting on grievances received by any member in accordance with the Grievance Committee Handbook. Any grievances relating to patient care, or representation on an Ambulance Call that are erroneously received shall be directed to the Administrator. Any grievances relating to the Administrator shall be directed to the Town=s personnel manager, unless strictly related to Groveton Ambulance Association business, and not job performance or patient care. 5. Powers. Will be authorized to take actions only that are outlined in the Grievance Committee Handbook. Said Handbook and any revisions or amendments will be adopted by 2/3 vote after one month advance notice. Section 2. Special Committees 1. Organization. A new special committee will be formed when a motion passes to appoint a special committee to a certain task. Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 11 of 15

12 2. Number of members. To be determined by the motion to form each individual committee. If no limit is offered and voted on, the committee appointments shall be unlimited. The chairperson does count towards the limit of committee members. The ex-officio member does not count towards the limit. He/she is entitled to vote at committee meetings. 3. Appointment. Members will be asked to volunteer by show of hands. The presiding officer will then appoint the appropriate number of committee members and a chairperson. The presiding officer cannot appoint him/herself to a committee or as the chairperson of the committee. If the presiding officer would like to be considered for appointment to a committee he/she must vacate the chair and allow his/her successor to make the appointment. 4. Term. Term shall be considered served, when the task the committee is assigned to is complete, and the committee will be discharged. If the task is to be an ongoing affair, members shall serve an unlimited term, unless term is specified in the original motion passed to form the committee, or a later motion to limit term is passed by majority vote at a regular business meeting. If a member resigns from or fails to participate in the committee or leaves Groveton Ambulance Association, the President will appoint a replacement. An entire committee may be discharged prior to the completion of their assigned task if they are not fulfilling their responsibilities by a motion passed at a regular business meeting. 5. Responsibilities. a. Chairperson; 1. Responsible for calling and conducting meetings. 2. Responsible for appointing a committee member to take notes at each meeting. b. Committee as a whole; 1. Responsible for meeting and performing the task assigned to them by the voting body of Groveton Ambulance Association 2. Responsible for keeping notes of each committee meeting, including who attended, and what was decided upon. Also for distributing a copy of these notes to the secretary for filing. 3. Responsible to prepare a report to present to the members upon completion of their assigned task. 4. Responsible to meet any assigned deadlines of any assigned task. 6. Powers. Committees will be authorized to; a. Perform only the task assigned to them in the original motion to form the committee. Groveton Ambulance Association Bylaws as amended on 6/1/05 Page 12 of 15

13 b. Spend only the amount allotted to them, if applicable, by a motion of the regular business meeting. Must return to Groveton Ambulance Association any surplus funds. 7. Meetings. Meetings will be called by the chairperson. Must have greater than 2 of the members present to hold a meeting. Majority rules apply to any decision that the committee shall make. Article VIII: Parliamentary Authority. The parliamentary manual that this organization will use as the basis for the rules for conducting business and the rights of members will be Robert=s Rules of Order, current edition. This rules in this manual will be overridden by any rules stated in these bylaws. Article IX: Amendments and Revisions. These bylaws may be amended/revised by a 2/3 vote at a regular business meeting. The proposed amendment/revision will be presented at a business meeting for review, discussion, and consideration. The following business meeting there will be a vote to determine whether to adopt the amendment/revision. Any member may propose an amendment at any time. If the board decides that the reasons are not acceptable, or if the member does not respond to the letter in less than 30 days, the member may be expelled according to Article III, section seven. Members who are on probationary status are either Associate Members, who are new to the association, or Full members who have been placed on probation by the Executive Board. The probationary status is intended to allow the board to evaluate a member s commitment to Groveton Ambulance Association, attitude, abilities, and suitability for our organization. At the end of the pre-determined probationary period, the Executive Board will decide by 2/3 vote to do one of the following. 1. Declare or re-instate the member as a Full Member 2. Extend the probationary period for a specified length of time 3. Recommend member for expulsion. Requires advance notice and 2/3 vote at a regularly scheduled business meeting. Section 1. Obligations. As stated in Article III, Section 4. Section 2. Rights.* As stated in Article III, Section 5A. Also, has the right to speak on any motion. Section 3. Privileges.* As stated in Article III, Section 6A and 6B Section 4. Limitations.* A. Not allowed to make or second motions. B. Not allowed to vote on any motion. C. Not allowed to hold an office (elected or appointed) *These rights, privileges, and limitations also apply to Auxiliary Members.
