No. 5, page 2148, that the Commonwealth Ports Authority has adopted and hereby publishes and promulgates amendments to its Airport Rules and Regulations. The text of the amendments, which were originally published in 7 Commonwealth Register No. 11, follows. The said amendments take effect 10 days after this publication in the Commonwealth Register. Part 12(b) of the Airport Rules and Regulations, as amended, is hereby further amended to read as follows: a. By deleting the phrase "Sixty-Five Cents ($.65)", and inserting in lieu thereof the phrase "Eighty-Five Cents ($.85)"; and b. By deleting the phrase "Four Dollars and Forty-Five Cents ($4.45)", and inserting in lieu thereof the phrase "Five Dollars and Seventy-Nine Cents ($5.79) ".,- This amendment has effect at Saipan International Airport ( only. Section 12(b), as previously amended through May 15, 1984, remains in effect as to Rota International Airport and West Tinian International Airport. 2. The fees and charges set forth in Parts 12(b) and 12.1 through 12.4 of the Rules and Regulations, multiplied by a factor of 1.5, shall be payable for the use of facilities at Saipan International Airport by any air carrier which is not a party to a valid Airline Use Agreement with the Authority pursuant to Part 7.8 of the Authoritv's Airport Rules and Regulations. Part 2.10 of the Airport Rules and Regulations is hereby amended to read as follows: "No rent a car business or solicitation for such business may be conducted upon ox within the Airport unless (a) such operation is permitted under the terms of a valid lease agreement with the Auth~rity, or (b) such business shall obtain and have in force a written permit issued by the Executive Director, upon such terms and conditions as he shall deem to be in the best interests of the Authority. Such permit shall authorize the permittee only to pick up pre-arranged customers, and to drop off customers, but not to solicit customers, at the Airport. Permits issued under this Part 2.10 shall not be exclusive. The Permit fee shall be Three Hundred Dollars ($300.00) per month, and shall be payable monthly, in advance." Part 1.11 of the Airport Rules and Regulations is / hereby amended by the addition of the following language at the end thereof: "Except as otherwise specifically provided in an agreement to which the Authority is a party, all fees and charges due to the Authority from any person, arising out of the use and/or occupancy of any airport of the Commonwealth, shall be due ten (10) days after the delivery of the Authority's invoice. In the event that the Executive Director finds that a particular airline, concessionaire, tenant, or other airport user is habitually late in the payment of invoices, or in the event that a particular invoice is not paid within ten (10) days, the Executive Director may, in his sole judgment, and upon advice to the debtor, shorten the time for the payment of future invoices to and including a requirement for payment within 24 hours of delivery of the invoice."
