The current nominating committee, with Jim Trapp as Chair, will continue through the current meeting. Jim provided a page that showed 16 nominations need to be made. Jim asked the group to suggest names for consideration according to the various needs. Not all positions require a Director; some could be Associate Directors, etc. Jim will report back at the end of the meeting. ED Evaluation/POW/Budget Committee Ed Jones has been asked to join Tom Dobbins and Tony Windham. Resolutions Committee Doug Steele and Karen Ramage were appointed.

3 Nick Place asked that state logos be sent to Rachel Menser at 4-H Council to recognize donations. State Updates (5 minutes each) 10:45 2 Print all State Updates in one document: HERE Individual documents: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Texas, Virginia, Virgin Islands Joint Lunch / Recognitions 12:00 1:30 pm Dr. Jimmy Henning was recognized with the 2015 ASRED Distinguished Leadership Award for his outstanding regional and national contributions. 1:30 5:00 pm ASRED Meeting Scholarly Publishing Issues in Extension Jimmy Henning and Tony Windham (See PT document, Guidelines, Copyright, Peer Review, and Types of Extension Publishing documents) 1:30 to 3: Jimmy Henning presented a slide show as he discussed this issue. Jimmy talked about what original means relative to Extension publications. He used a UK/UArk example to describe the conundrums we face. Jimmy suggested that we need a quality control procedure and the group agreed. An example of a QC procedure was outlined. Peer review is the norm across many institutions. There are various levels of review. A discussion ensued about what to do when an author departs an institution and leaves publications behind. Also mentioned were situations surrounding non-traditional publishing like blogs, videos, slide shows, and web site postings. The consensus of the group was to charge our PLC Communications Committee with looking at this issue in more detail. The task can be brought forth by Dr. Henning, our adviser to the Communications Committee. He will draft a charge to the committee. In this charge we will ask the committee to determine the impact of a publication. A question was asked about the rejection rate within a peer-review system. Jimmy will present the charge to the Communications Committee prior to the Orlando meeting in August. New extension Update Doug Steele, SR Member, Board of Directors Doug Steele talked about the old vs. new extension. Doug shared the names that make up the new Board of Directors. New bylaws and organizational structure have been developed.

4 Extension Directors will have 51% of the vote. extension has $3 million in the bank; need better investment of these dollars. More action will happen after the new Executive Director is hired. Interviews are imminent. All applicants have Land-grant experience, but none are from the outside. extension representative wants to visit all the states that have signed on. extension has been good at promoting multi-state collaborations. Title 1 Farm Bill Producer Education Status Jimmy Henning 5 The current report shows that only 14 states have provided data. FSA is interested in doing a similar education program for the next Farm Bill. Extension operations in many states had a positive experience with their FSA office during the process. Should we spread this concept to other agencies that need education and outreach work done? A discussion ensued about the relationship between FSA and Extension, then beyond to capacity vs. competitive funding and the role of NIFA and the research vs. extension aspect. Centennial Youth Initiative, Alabama CES Paul Brown 6 Paul provided two handouts describing the Centennial Youth Initiative. Alabama is re-tasking 4-H for a new century. Paul described the process they used to develop this plan. Families today are plug and play. We need to use this model with the new 4-H make it plug and play. Plans, curriculum, and delivery modes were oriented to this model. This effort has led to a significant increase in 4-H membership and more kids touched by the clover. Alabama s state 4-H office has become less directive and more facilitative. Counties were designated as CYI after they met stated criteria. A full-time FTE is associated with this. The goal is to get all counties designated as CYI. This designation gets publicity through a ceremony in the county. Use of Smith-Lever Funds Through Extension for Faculty/Staff & Programs Tom Dobbins 7 Some faculty receive Smith-Lever funds (salary, support) but they do not run a true Extension program. Instead, they do Extension activities. What can administration do about this? First, we need to define what a program is so it can be relayed to department chairs and center directors. Extension is non-formal teaching program that involves a needs assessment, goals, objectives, curriculum, and evaluation. There are individual expectations and there are departmental expectations, and sometimes they do not mesh well. We could hold the department chair accountable if the emphasis is there. Program Leaders/Assistant Deans have input on state faculty reviews at some institutions. 3:00 3:30 pm Joint Break

5 SEAL: Strengthening Extension Advisory Leaders Dr. Eric Kaufman, VPI (See Presentation and Update) 3:30 8 Kaufman presented a slide show and delivered an overview of the SEAL program, which is looking for new leadership. Doug Steele suggested we should evaluate our agents on volunteer development and advisory management if we value this concept but we need to provide support to our agents about how to do this. Ed Jones asked how the SEAL group could help our individual states. Nick Place asked how financial and administrator support could be secured. We should show (non-monetary) support from administration to SEAL people at the state level. Can the SEAL program be put on extension? This question is worth exploring. There is a need for this effort across the region, but what is the best way to offer it? Lunch and learn webinars? Bring this to our PSD group in August? Nick Place will keep this in mind for PSD, and Doug Steele for extension. Using Texting to Evaluate Meetings Tony Windham and Jimmy Henning 4:00 9 Tony and Jimmy described how Qualtrics can be used to survey clientele after a meeting. For example, a text can be sent out a month later. We need to bring attention to these tools and let people know they are out there. KY and NC have used Constant Contact tied to for surveys. We should ask our IT group at PLN to present information about this technology. Ron Brown will put it on the ASRED agenda for August. Field Feedback on Extension Faculty All 4: :40 11 Are we using feedback from the field to evaluate Extension faculty? In KY, the agents use a survey to rate state specialists and that information is used in the faculty member s appraisal. OK uses DEDs to rate Extension specialists; information is given to department chairs via a bar graph. OK does not go to agents to avoid the us against them situation. VA uses a peer/clientele review for specialists; the review team writes a report that is used in the specialist s appraisal. TN is developing questions to ask agents about specialists; department chairs are wary of the process. MS has Extension specialists conduct in-service trainings for agents, then the agents evaluate the specialist s ability to teach them. The hardest part is to get department heads engaged in Extension. SERCH Climate Hub Update Michael Gavazzi, Southeast Regional Climate Hub, USDA/FS Gavazzi presented a slide show and provided two handouts. 6:00 pm Dinner on your own

Nominating Committee (list of vacancies HERE) Jim Trapp, Chair of the Nominating Committee, provided the following report, which was unanimously approved. Those elected are identified below: 1. National 4-H Congress Board: Cathy M. Sutphin, Virginia Tech (now 2016) 2. Review Committee for Regional Excellence in Extension award: Jim Trapp, Jimmy Henning, Tim Cross, Nick Carter and Ron Brown (one year term) 3. ANR Educator for National Excellence in Extension Awards Review Committee: Nick Carter (one year term) 4. Director/administrator-level person to serve on Diversity Award Review Committee: Gary Lemme (one year term) AA for SERA 45, Crop diversification opportunities to enhance the viability of small farms (new SERA): Billy Rogers Leonard (LSU) 6. AA for SERA 43, Southern Region Integrated Water Resources Coordinating Committee: Tony Windham 16. Director representative from SR to the Measuring Excellence in Extension Team: Laura Stevenson b. ED Evaluation/Plan of Work/Budget Committee (2014 accomplishments/2015 POW HERE; budget HERE) Tony Windham indicated that the committee graded Ron Brown s performance as exceeding requirements for all goals. Ron is a strong force in our organization. The ASRED group voted on the performance rating and the response was unanimously positive. The committee proposes a 2% salary increase for Ron. Jimmy Henning asked if an additional one-time bonus could also be considered. A discussion ensued about how to determine the proposed salary adjustment. The ASRED group voted unanimously to grant the 2% salary increase. The committee recommended to not increase the institutional assessments that support ASRED. The committee feels that the current carry-over funds are sufficient at this time. We may need to think about nudging state assessments upward next year since the budget will cause the carry-over to decrease each year. The ASRED group voted unanimously to approve the ASRED budget. c. Resolutions Committee Doug Steele presented two resolutions. The first one recognizes Ed Jones and his Virginia Tech colleagues for their outstanding performance in conducting the current ASRED/SAASED meeting. The ASRED group voted unanimously to accept this resolution. The second resolution honors Joe Zublena upon his impending retirement. The ASRED group voted unanimously to accept this resolution. ECOP Update Jimmy Henning, Jim Trapp and Tim Cross 13 The Cooperative Extension budget has been slowly decreasing. Could we partner with 4-H council to fund-raise nationally? ECOP is taking an "ask" to the Robert Woods Johnson Foundation a

9 $45,000 one-time contribution The Galaxy Conference may turn into an issues-based conference SNAP-ED is working to increase the amount of healthy foods in diets There was a retreat involving representatives of NIFA and Cooperative Extension last November. They focused on how to strengthen partnerships, the changing roles of NPLs and how to develop personal relationships with them, and what NIFA needs from the National Impacts Database. Capacity and competitive funding trajectories are different; how do we make sense of that? ECOP is trying to follow the recommendations that came out of the retreat The 2015 NEDA meeting is in October in St. Louis. Southern Region Forester Update Laura Johnson, GA (See SREF Report HERE) 14 Laura has had monthly meetings with Bill Hubbard. Laura was impressed with all the things Bill does. His team builds capacity in forestry. They are very technology-oriented. They are involved with climate variability and change. Bill Hubbard is moving to Florida but he wants to leave the rest of the operation in Georgia. Bill would still supervise the Georgia group. Does ASRED support this? If Bill moves, there would need to be a supervisor position designated. A discussion ensued about how best to manage this arrangement. It was agreed that we should use the ASRED Forestry Committee (including Laura Johnson) to manage this transition. The ASRED group unanimously voted to put Laura on the Forestry Committee. Cost Recovery Fees: What, When and How? Gina Eubanks 15 Gina was charged with looking at cost recovery for LA. She has many questions about it after looking at what other states have done. A number of questions, answers, and suggestions about this came from the group and these were discussed. Civil Rights Reviews Tom Dobbins 16 Tom Dobbins is trying to learn about what is required to prepare for a civil rights review. Several examples were provided about what happened at recent reviews. Tom can contact other states to learn about the type of data NIFA requests. Getting Good Press (Delta Farm Press) Tony Windham and Jimmy Henning Basic message: We must feed good information to the press and must have a good relationship with them. Be careful about putting in advertising that runs next to articles. If you have an open house for the editors of these publications and feed them, you will get better press.
