3 Since its creation in 1924, OIE mandate has been expanding to cover broader areas. (Before) Prevent animal diseases from spreading around the world (Now) Improve animal health worldwide including food safety, animal welfare and zoonosis. 3

5 International agreement of the creation of OIE (Article 2) OIE is subject to the authority and control of an Assembly composed of Delegates of the contracting Governments. Appendix of the International agreement (Article 6) Statutory aspects OIE shall be under the authority and control of a World Assembly composed of technical representatives appointed by the participating States, on the basis of one representative for each State. 5

6 General Rules (Article 3) Statutory aspects The Assembly shall be composed of the Permanent technical Delegates of the Member Countries of OIE. Taking into account the scientific and technical nature of OIE, and to the extent possible, the permanent technical Delegate should be the person in charge of the official Veterinary Services of the Member Country concerned. (Article 4) The Director General shall receive notifications of appointments of new permanent Delegates of Member Countries to OIE from the Governments of the Member Countries. 6

7 General Rules Statutory aspects (Article 1) The Assembly is the highest authority of the OIE. It will be within the rights of the Assembly to discuss all issues which concern OIE. The wishes of the Assembly shall be expressed by Resolutions passed during its sessions. (Article 5) OIE shall be under the authority and the control of the Assembly. The Assembly shall meet periodically and at least once a year. The General Sessions shall be convened and held. Each Delegate shall have one vote in each ballot. 7

9 Animal health information OIE Code (Article ) Members shall make available to other Members, through the OIE, whatever information is necessary to minimise the spread of important animal diseases and to assist in achieving better worldwide control of these diseases. To achieve this, Members shall comply with the notification requirements specified in Article Veterinary Authorities have to, under the responsibility of the Delegate, send to OIE the following information. Immediate notification of disease occurrence: Weekly reports 6-monthly report Annual report 9

11 OIE International standards setting procedures SPS Agreement encourages the Members of WTO to base their sanitary measures on international standards. SPS Agreement recognizes the OIE as the relevant international organization responsible for the development and promotion of international animal health standards affecting trade in live animal and animal products. Veterinary Authorities of WTO Members should base their import requirements on the OIE standards to maximize harmonization of the sanitary aspects of international trade. 11

13 OIE National Focal Points In the 76 th General Session held in 2008, the world Assembly; reiterated the importance of focal point for animal disease notification requested to nominate additional focal points for the following fields: Wildlife Veterinary products Animal production food safety Animal welfare Aquatic animal diseases The initiative has recently expanded to cover Communication. The OIE Delegate is requested to designate, if possible, national focal points to comply with national obligations and to support him/her in the specific fields. 13
