Pastor Greg Long, Lost Pines Cowboy Church, Elgin, offered the invocation as follows: Compassionate and merciful God, accept our thanks for this day and all its blessings. Bless the Members of this 84th Texas Legislature, their families, and staffs. Grant them peace that passes all understanding and amazing grace to sustain them when days are long and rest is short. We know that we all must meet the obligations of the trust that is placed upon us, and we therefore humbly ask for the courage and strength to perform our tasks well. INTRODUCTION OF BILLS AND RESOLUTIONS POSTPONED The President announced that the introduction of bills and resolutions on first reading would be postponed until the end of today s session. SENATE RESOLUTION 331 Senator Burton offered the following resolution: WHEREAS, Many proud residents of Mansfield are visiting Austin to celebrate the distinctive attributes and achievements of their community during Mansfield Day at the State Capitol; and WHEREAS, Located in the Cross Timbers country of North Central Texas, south of Arlington, the settlement was first established by pioneers in the 1840s; in the late 1850s, R. S. Man and Julian Feild built a gristmill in the area, at the crossroads that later became the center of the town, which was named for the two men; and WHEREAS, Mr. Feild soon added a general store across the street from the mill and became the town s postmaster in 1860; during the Civil War, the Man and Feild gristmill supplied meal and flour to fighting soldiers, and it later did the same for those at United States Army outposts and Indian reservations in Texas and New

3 Wednesday, March 18, 2015 SENATE JOURNAL 457 Mexico; though incorporated in 1909, the town remained a farming community until the suburban expansion of the Dallas/Fort Worth area brought many new residents; and WHEREAS, Today, the city s more than 60,000 residents can enjoy 240 acres of parks and a quality of life reflected in the town s inclusion on Money magazine s 2012 list of the top places to live in the United States; and WHEREAS, Mansfield will be led in 2015 by the members of its city council, including Mayor David Cook and Mayor Pro Tempore Larry Broseh, as well as Brent Newsom, Stephen Lindsey, Darryl Haynes, Cory Hoffman, and Wendy Burgess; also committed to the town s well-being are members of the Mansfield Area Chamber of Commerce, including its executive committee, Rob Schulz, Bry Acker, Joanie Pace, Grant Hall, David Harris, Kevin Allee, Leigh Ann Tipping, and Dan Phillips, its other directors, Monty Goddard, Angel Biasatti, Michelle Canton, Jenny Conrad, Mike Leasor, Omar Pineda, Karen Tecklenburg, Katie Watson, Brendan Kelly, Louis J. SENATE BILL 197 ON SECOND READING Senator Schwertner moved to suspend the regular order of business to take up for consideration SBi197 at this time on its second reading: SB 197, Relating to the financial self-sufficiency of the Cancer Prevention and Research Institute of Texas. The motion prevailed. Senator Nichols asked to be recorded as voting "Nay" on suspension of the regular order of business. The bill was read second time. Senator Watson offered the following amendment to the bill: Floor Amendment No. 1 Amend SB 197, (senate committee printing) in SECTION 1 of the bill, in added Section (a), Health and Safety Code (Committee Printing page 1, line 27), between "funding" and the period insert "with the exception of patent royalties and license revenues realized as a result of projects undertaken with money awarded under Subchapter E". (g)iian offense under Subsection (a), (a-1), (b), (c), (d), or (e) is a Class A misdemeanor, unless the offense is committed under Subsection (b)(1) or (b)(3), in which event the offense is a felony of the third degree. (h)iiit is a defense to prosecution under Subsection (a) or (a-1) that the actor, at the time of the commission of the offense, displayed the handgun under circumstances in which the actor would have been justified in the use of force or deadly force under Chapter 9. (j)iisubsections (a), (a-1), and (b)(1) do not apply to a historical reenactment performed in compliance with the rules of the Texas Alcoholic Beverage Commission. (l)iisubsection (b)(2) does not apply on the premises where a collegiate sporting event is taking place if the actor was not given effective notice under Section SECTIONi.iiSection (f), Penal Code, is amended by adding Subdivision (1-a) to read as follows: (1-a)ii"Institution of higher education" and "private or independent institution of higher education" have the meanings assigned by Section , Education Code.
