Unpingco AN ACT TO APPROPRIATE FIVE HUNDRED FIFTY THOUSAND DOLLARS FROM TIlE TOURIST ATTRACTION FUND TO FUND THE TUMON BEACH AND ISLAND-VJIDE PARK RESTROORl MAINTENANCE PROJECTS. BE IT ENACTED BY THE PEOPLE OF THE TERRITORY OF GUAM: Section 1. Five Hundred Fifty Thousand Dollars ($550,000) are appropriated from the Tourist Attraction Fund to the Department of Parks and Recreation (the "Departmentn) to fund the Tumon Beach maintenance project and the island-wide park restroom maintenance project. Section 2. The current process of privatization of the maintenance of Turnon Beach and the island-wide park restrooms shall continue, but under the supervision of the Department, as funded by this Act.
4 1 Section 3. The Department and the Guam Visitors Bureau shall 2 cooperate on the orderly transition of this maintenance function from the 3 Guam Visitors Bureau to the Department. 4 Section 4. The effective date of this Act shall be October 1, 1989.

9 COMMITTEE REPORT BILL 768 "AN ACT TO APPROPRIATE THE SUM OF FIVE HUNDRED FIFTY THOUSAND DOLLARS ($550,000) FROM THE TOURIST ATTRACTION FUND TO THE DEPARTMENT OF PARKS AND RECREATION FOR THE PURPOSES OF FUNDING THE TUMON BEACH MAINTENANCE PROJECT AND THE PARK RESTROOM MAINTENANCE PROJECT" A public hearing was conducted by the Committee on Tourism and Transportation on Monday, July 24, 1989, at 9 a.m. The hearing was chaired by Senator John Perez Aguon (Tourism and Transportation chair) with Senators Doris Brooks, Ted S. Nelson, Edward D. Reyes, and Tony Unpingco. TESTIMONY Richard Williams, Chairman of the Tourist Attraction Fund Committee of the Guam Visitors Bureau, and Bill Gibson, GVB Board member, testified as private citizens. In their oral testimonies, they supported Bill 768. Anthony Mariano, Director of the Department of Parks and Recreation submitted a written testimony (Exhibit A) supporting Bill 768. H. Mark Ruth, President of the American Institute of Architects Guam and Micronesia Chapter, submitted written testimony (Exhibit B) supporting Bill 768. They are also encouraging the Legislature to expand the program to include downtown Agana, other beaches and parks on Guam. The GVB Board of Directors sent written testimony supporting Bill 768. However, they are requesting that the bill be amended so that the appropriation is directed to the Guam Visitors Bureau rather than the Dept. of Parks and Recreation. Questions raised at the hearing concerned the procurement practices of GVB, the identity of the contractor (The Landscapers International) and the duration of the contract (2 years).

The funding is important because the program is enjoyed both by the locals and the tourists. RECOMMENDATION The Committee recommends that Bill 768 be passed as introduced.
