4 PREFACE The change from biennial to annual sessions resulting from the adoption of the Florida Constitution as revised in 1968 required the abandonment of the prior practice of publishing the entire body of general law following each regular session of the Legislature. However, the departure from prior practice was held to a minimum. Since that time, the Florida Statutes has continued to be published biennially following each odd-year regular session, but now a supplement volume is published following each intervening, even-year regular session. Each supplement to the Florida Statutes contains the full text of each Florida Statutes section added or amended during that even-year session and the catchline of each section repealed, transferred, or with respect to which a previous action of the Legislature has been nullified or the date on which an action is to become operative has been changed. In the unusual circumstance in which an entire chapter is repealed, this fact is set forth in a brief note immediately following the chapter title. Each supplement volume also contains the same aids to statutory research that are to be found in the regular editions of the Florida Statutes. In addition to the alphabetical index, these consist of the Table of Section Changes, which regularly appears printed on paper with yellow borders at the front of each Florida Statutes text volume, and the Tracing Table, by which one may trace the acts of the Legislature into the sections of the Florida Statutes. This supplement also includes the table tracing into the Florida Statutes Provisions of the Constitution of 1885, as Amended, made Statutory Law by s. 10, Art. XII of the Constitution as Revised in 1968, which has been revised to accord with a recent decision of the Supreme Court of Florida. Because the supplement volume is intended for use in conjunction with the then current edition of the Florida Statutes, and because the supplement volume contains the full text of each existing section of the Florida Statutes that was amended, the user would be well advised to cross out or otherwise mark the affected sections in the volumes of the regular edition, so that he will not inadvertently use the text as it existed prior to amendment. For the purpose of the continuous revision program, the supplement volume is not considered an integral part of the Florida Statutes. Consequently, assuming a section appearing in the supplement is not subsequently amended, it will be carried forward into the next regular edition of the Florida Statutes as prima facie evidence of the law and will not be adopted as official law until the next succeeding regular edition-that is, in the edition following the regular session occurring 3 years after the session in which the section was enacted or amended.
