(303) Chair, February 2017 As per our Bylaws Article II, Section 01, the duties of the Chair are as follows: The State Chair shall be the chief executive officer of the Party, holding the powers of administration pertaining to the ordinary business affairs of the Party and such other powers as may be delegated by the Board of Directors. The State Chair may appoint such Party functionaries as a recording and corresponding secretary, an office manager, and an events chair. The State Chair shall compile, maintain and make available to the Board of Directors a publication listing all Standing rules and Special rules adopted by the Board of Directors. The State Chair shall specify the date and time of the next Convention at least 45 days before it is convened. The State Chair, or his or her designee, shall be the person who shall communicate on behalf of the Party. The State Chair shall file any amendments to the Party s Constitution or Bylaws with the Secretary of State within fifteen days after such amendments are adopted. We had a lot of discussions with resolutions that should be recorded in the February minutes. There were voic s that were forwarded to the appropriate people to listen to and take care of. We are running towards the 2017 State Convention with a lot of moving parts. Please note that everyone is trying their hardest to complete the items needed for the convention. (303) Vice Chair Report, February , February 2017 As per our Bylaws Article II, Section 2, the duties of the Vice Chair are as follows: The Vice Chair shall assist the State Chair in the performance of executive duties, act as Chair in the temporary absence of the State Chair, develop and support affiliate parties and district caucuses, ensure affiliate compliance with requirements in the Party Constitution and Bylaws, communicate with Affiliate Representatives on a monthly basis, and facilitate resource sharing and cooperation among the affiliates. 1) Attended all State Convention Convention Committee meetings. 2) Went up to the convention location twice. 3) Recruited members for Douglas County Affilliate. 4) Made fundraising calls. (303) Treasurer, 13 February 2017 As per our Bylaws Article II, Section 9, the duties of the Treasurer are as follows: The Treasurer shall be responsible for maintaining accurate records of all income and expenses associated with the operation of the Party and shall present a summary of all income and expenses incurred at the regular meeting of the Board. The income and expense summary may be limited to activity since the last regular meeting of the Board. The Treasurer shall also prepare budgets for the other board members or assist them in preparing their own budgets. As of 31 Jan 2017: PayPal accessible balance was $324.96, plus $0.00 earmarked for NationBuilder. BBVA Compass accessible balance was $11,788.37, plus $ earmarked for NationBuilder. BBVA Compass Federal Election Activity account balance $0.00. Subscription (20 recurring) donations to PayPal & Compass Bank for December, $700.52, a gain/loss of $0.00. Note that this is $100 more than reported last month but that was because a recurring payment to BBVA was not recognized as such until a third payment was deposited in February. This was the last month for Lily Williams monthly donation because she is moving to NH. One-time donations to PayPal & Compass Bank for December (0 separate donations).$0.00, a drop of $ Convention Registration Donations for January: PayPal (2) $213.02; Stripe (10) $ ; cash (2) $130. Total: $2, Note: PayPal and Stripe amounts are net, after fees subtracted. I request that any Board member who receives cash or check from a donor please me with the date received, amount, and name & address of the donor. If the check is $100 or more, then I also need the donor s occupation and employer. Please refer to the postscript in Treasurer s Report July 2016 for a list of TRACER-accepted occupation names. We can t accept cash donations over $100. We can t accept contributions from foreign nationals. The party can accept anonymous donations less than $20 but if anonymous donations are collected by someone not authorized to accept funds for LPCO (not a board member) then that someone

(303) Fundraising Director Report Feb 2017 February 8th, 2017 Per Article 2, Section 10: The Fundraising Director shall be responsible for establishing and operating fundraising activities including, but not limited to, a monthly pledge program, and for reporting all income and expenses related to fundraising at the regular Board meeting. In the month of January, the Fundraising Director continued work on building the shop site, and in February, a primary goal will be placing shirts on the store site. The phone banking effort had limited success. A couple tickets were sold to convention, but most calls resulted in leaving messages. A special thank you to Nathan Grabau, Ken Wyble, and Bennett Rutledge for helping. Convention sales are going well. Sales are currently up to $6,911, and I ve been told many ticket sales happen in the last month. Respectfully Submitted, Matthew DiGiallonardo

15 Campaigns Director Report, February 2017 DUTIES AND POWERS BY Art II Sec 4 The Campaigns Director shall identify political races and coordinate candidate and issue development. The Campaigns Director shall be responsible for and coordinate all political campaigns of the Party. The Libertarian Party of Colorado is currently seeking interested and motivated individuals to run for office in These races are mostly non-partisan, local races for roles such as city council, mayor, county commissioner, etc. If you or someone you know is interested, please have them get in contact with the Campaigns Director. o We have had a few people show some interest in running locally. Remember that these are non-partisan races and that you will need to contact your county clerk to find out what exactly is up for election in your localities. The Libertarian Party of Colorado is currently seeking interested and motivated individuals to run for office in These races include everything from the local level up to United States Congress. If you or someone you know is interested, please have them get in contact with the Campaigns Director. o We have had a few people show interest in 2018 positions. I will begin focusing efforts on 2018 following our 2017 Convention, as we get closer to mid-year. I have let all of those interested know my intentions. I have also encouraged them to look at 2017 local runs. o A few names have emerged has potentials for the gubernatorial race although nobody has formally given me a yes or no on if they intend to run at this point. 16 Campaigns Director Report February, 2017 COMMITTEES: Constitution and By-Laws Committee (Chair) o The report of the Constitution and Bylaws Committee was submitted to the Board of the Libertarian Party of Colorado on January 15, Convention Standing Rules Committee o Nothing new to report. All questions should be directed to Mike Seebeck, the chair of the committee. MISCELLANEOUS: On February 1, I released a statement indicating that I do not intend to run for Campaigns Director at the next Convention. Instead, I will be running for Regions Director. It has been making 5 posts a day that include memes and article links that promote libertarian principles. 26 Communications Director Report February 2017 Continues to be updated and a professional face for the Party. David Aitken has been meticulous with requested updates. I continue to find items for our archive section. Media/Events: I was a guest on the Tom Woods show and have several podcasts scheduled. I was also a feature speak at the Arizona Libertarian Party Convention in my presentation on the Party Statement of Principles. I am traveling next weekend to the Montana Convention. Newsletter and Press Releases: As has been the practice for the past year, we are sending out blasts in lieu of a Newsletter. Several press releases were sent and regular convention mailings are going out via Mailchimp. FURTHER INVOLVEMENT: My involvement with the Party goes beyond my prescribed Board duties. National Membership Updates: We have overtaken the number 10 position. Caucus: I am on the Board of Directors of the Libertarian Party Radical Caucus as the Colorado State Coordinator and am serving on their Platform Committee, Branding Committee, and Convention Committee. Volunteer Recruitment: I have been actively soliciting and developing LPCO volunteers, particularly now for Convention. Committees: I serve on the LPCO Constitution and Bylaws Committee and the Platform Committee (for which I was appointed to Chair). Those meetings have been concluded and reports submitted. If so am I still authorized to purchase the March version in time to use for credentialing? When do we need the disc to have enough time to import the data? Completed the motion records book voted for in December. It is more of a database to facilitate searching and sorting. It can generate spending motion totals for various time periods. I ve placed it in the Records Director folder in the Board of Directors folder on Google Drive. Matt Ferguson has resurfaced. If he wins the current court case, he will be one case from collecting his funds in full. At that point our debts will be erased and we may be entitled to a $5,000 reimbursement. View this in your browser Dear Region 1 Members: This is my periodic status update in order to keep you up to date on matters concerning the Libertarian National Committee and my involvement as your elected Regional representative. 31 December 2016 End-of-Month Financial Report: This can be viewed here. Please note that I posed this question on the LNC list but have not yet received a response. If we were going to take that as golden, and assume our budget went precisely as planned, we would need to subtract out our budget deficit of $197, correct? My feelings about us passing a *deficit budget* are well known. Bids for Political Consultants: These proposals are overdue to the LNC as per the extended deadline requested by the ad hoc Committee. I believe my comment about our budget above adequately expresses my opinion on this at this time. I do think a limited amount can be expended, and if the ad hoc Committee feels like more is needed they can solicit ear-marked donations or volunteer services.

32 Historical Preservation Committee UPDATE Those of you keeping up with regional events on Facebook know that this has been a project in the works for a while. There is a lot background to relate, so I will refer you to these Facebook update videos hereand here. The upshot is that after extensive work, the LNC has established a Historical Preservation Committee to begin to digitize and preserve the stores of Party historical information that is located at Headquarters but also in the possession of numerous individuals. The majority of this information will be housed at LPedia the subject of my first LNC motion which was for us to get back to maintaining this very important resource. There are dedicated volunteers right now (thank you James Gholston and Bonnie Scot Here is the Motion that was passed. Co-Sponsors: Goldstein, Harlos, Demarest, Bittner Motion: The LNC establishes a Historic Preservation Committee to help preserve and publish historical documents of the party and to manage LPedia. This committee is granted a budget of $5,000. Caryn Ann Harlos is appointed chair with authority to appoint up to 4 others. This committee will expire at the end of the LNC meeting preceding the 2018 LP National Convention. Voting aye : Bilyeu, Demarest, Goldstein, Hagan, Harlos, Hayes, Katz, Lark, Marsh, Mattson, McKnight, Moellman, Redpath, Starchild Voting nay : (none) With a final vote tally of 14-0, the motion PASSES.

Although a budget was passed for this, and I consider it a necessary expenditure and within a low threshold, I prefer that those who concur that this is a project worth supporting fund-raise for it as well to receive as much of a burden as possible.
