Levin was born in Detroit in He graduated from Central High School in 1949, and later earned degrees from the University of Chicago (B.A.) in 1952, Columbia University (M.A. in International Affairs) in 1954, and Harvard Law School (LL.B.) in He practiced law for several years after graduation. Levin first won elective office in high school as senior class president, andwould later chair the Berkley Democratic Club (1961), the Oakland County Democratic Committee ( ) and sit for three terms on the Oakland County Board of Supervisors. He served in the Michigan Senate from , where he made education and mentally handicapped children his priorities. He lost two tightly contested elections for governor in 1970 and 1974 to William Milliken. Mr. Levin also has been active in other Democrats' political campaigns, including the presidential bids of Jimmy Carter and Edmund Muskie, and the U.S. Senate race won in 1978 by his younger brother Carl. President Carter appointed him to the Agency for International Development, where he served until 1981 as Assistant Administrator for both Population and Humanitarian Assistance and Development Support. In 1982 Levin won a congressional bid and has represented parts of Detroit and its suburbs ever since. The papers of Sander M. Levin contain correspondence, reports, speeches, press releases, and printed material relating to his involvement in political campaigns, to Democratic Party politics, and to a wide variety of issues he dealt with during his terms as state senator. They also consist of travel reports and memos from his service at the Agency for International Development, and limited correspondence relating to his law practice and teaching.
