4 1 Scope 1.1 General This document provides the a comparison between the current published version of the IEC [Ed1] specification widely in use, to the document which will be published in due course by the IEC [Ed2]. This document is published as a service to the STSA membership in order to give advanced notice regarding the changes to , as well as to allow the publication of information letters regarding the change to 4 digit manufacturer codes and TID rollover. The [Ed2] of IEC has been voted on and approved for publication by the IEC hence the risk of implementing the newer portions of this specification are all but eliminated. Due to the fact that the [Ed2] of the IEC is not yet published, the STSA is not at liberty to include the entire document, but has been advised that portions may be reprinted for comparison purposes. Note: only changes that affect payment meter functionality have been highlighted in this document for the sake of brevity (i.e. notes and added text in the introduction have been omitted since they are informative only). 2 Normative references 2.1 General The following referenced documents are indispensable for the application of this document. 5 4 Comparison of specific clauses Only clauses that have changed are listed in the following sections. All other clauses remain as per [Ed1]. Current Clause refers to [Ed1], and Revised Clause refers to [Ed2]. 4.1 Foreword The following text has been added to the foreword as explanatory notes (this has been included as a summary of the main changes): The main technical changes with regard to the previous edition are as follows: Class 2 token is extended to include credit transfer for gas and water with associated extensions in the display/test tokens. MfrCode is extended from 2 to 4 digits. Three token identifier base dates are defined to provide for more frequent key changes with TID roll-over procedures. A code of practice for the management of TID roll-over key changes in association with the revised set of base dates. 6 The IIN digits have been reclaimed in order to allow for the addition of two extra digits to increase the number of manufacturer codes from 99 to For 4 digit manufacturer codes, the IIN becomes For two digit manufacturer codes, the IIN remains The DRN becomes 13 digite long for 4 digit manufacturer codes. 4.3 Clause IIN: IssuerIdentificationNumber Current Clause The IIN is a unique 6-digit number that defines a domain, under which further IAIN values (i.e. DRN values) may be issued for use within this defined domain. The original intent and purpose of the IIN was to be able to tag financial transactions in order to uniquely identify them and to route them to the appropriate transacting financial accounts. It was thus intended that the IIN be issued by the ISO under the registration scheme given in ISO/IEC and ISO/IEC However, this has proven to be impractical and the value for IIN has since become the de facto standard, which is being used world wide for all STS-compliant electricity payment metering systems. The continuation of this practice is encouraged. Thus, for the purpose of this standard where it applies to electricity STS-compliant systems, the IIN shall be Revised Clause The IIN is a unique 6-digit number that defines a domain, under which further IAIN values (i.e. DRN values) may be issued for use within this defined domain. The original intent and purpose of the IIN was to be able to tag financial transactions in order to uniquely identify them and to route them to the appropriate transacting financial accounts. It was thus intended that the IIN be issued by the ISO under the registration scheme given in ISO/IEC and ISO/IEC However, this has proven to be impractical and the value for IIN has since become the de-facto standard for legacy systems utilising an 11-digit DRN. It has subsequently become necessary to also make provision for 13-digit DRNs (as defined in ) in which case the IIN shall be 0000 (four zeroes) Explanatory notes See above. Page 6

Now, SubClass 0 is only for use by 11 digit DRN s (2 digit manufacturer codes), and SubClass 1 for use by 13 digit DRN s (4 digit manufacturer codes). The manufacturer codes remain at 0 for SubClasses 0 and 1. SubClasses 2-5 are now reserved, and 6-10 become proprietary use tokens for 2 digit manufacturer codes, and for 2 digit manufacturer codes. The spec will be updated when possible. Testing the load switch has become optional due to legal restraints for this test on, for example, Gas meters, in some countries. Page 16
