2 Thyra Thomson It is a privilege to dedicate the 2014 Wyoming State Government Directory to the first woman elected Secretary of State in Wyoming, Thyra Thomson. As the second highest state elected official, she served 24 years which is the longest tenure of any statewide elected official in Wyoming history. Thyra Thomson was a woman who was both a part of her time and ahead of her time. While at the University of Wyoming, she met and married her husband, Keith Thomson, and graduated cum laude with a BA Degree in She received a President s citation for her war work at home while her husband was serving in WWII. When her husband ran and won the first of his three terms to the U.S. House of Representatives, Mrs. Thomson organized his campaign. In Washington DC, she informed Wyomingites about the activities in the nation s capitol with a weekly column, Watching Washington. Although tragedy struck and her husband suddenly died at age 41, a month before taking the oath for his first term as U.S. Senator, she had the tenacity to carry on. Thyra Thomson returned to Wyoming with her three sons and continued her public service. In 1962 Thyra became Wyoming s 16 th Secretary of State. Among her many honors, she was named an International Woman of Distinction, a UW Distinguished Alumni, and a Woman of Achievement by Wyoming Press Women. During her tenure as Secretary of State, Thyra Thomson led efforts for equal pay for women and recognition of the comparable worth of women s jobs. She was an advocate for adequate daycare at affordable prices; was noted for regulation on the sale of new issues of securities so that Wyoming investors had a fair balance between risk and reward; traveled to foreign countries (such as Taiwan, Republic of China, Saudi Arabia, Jordan, and Egypt) to promote Wyoming products and business and to secure overseas scholarships for Wyoming high school seniors. Thyra Thomson held national offices including President of the North American Securities Administrators and Vice President of the National Conference of Lieutenant Governors. She also sat on several international, state and local committees. Thyra Thomson was an elegant, well spoken stateswoman. As an elected official she handled her office with integrity, professionalism and warmth. She was an inspiration to generations of women who looked to her example of how to be a woman in the public eye. Wyoming is the better because of her many years of leadership.

Every color is a different piece and type of stone, down to the iris of the eye of the people shown. Waterjet cuts from stone slabs were made to exacting detail so all pieces fit together; some being removed by tweezers for assembly. 9 How to Use This Directory The purpose of the 2014 Wyoming State Government Directory is to aid citizens in accessing state government. The Directory includes a brief listing of county and federal officials in order to help maintain open lines of communication with all branches of government. All information compiled in the 2014 Directory was provided directly from the agency, board or proper authority. Thank you to those individuals who provided information for this edition. In instances where information in excess of what was applicable was provided, that information was omitted. The Directory is divided into five major sections: Agencies and Divisions (which includes Boards, Commissions, and Councils); Legislative Branch; Judicial Branch; United States Officials; and County Officials. If you are not sure which section to reference, there is a Subject Index as well as a Surname Index at the back of the book which may be of help. (Wyoming maintains a registry of voters. You need only register once while living in Wyoming, provided you vote in each general election and do not move.) If you move to a different precinct, a different county, change your name or party affiliation, you must complete Wyoming s Voter Registration form and return the form to the County Clerk. If you have questions about your registration or where you vote, contact your County Clerk. Absentee Voting Anyone may vote absentee without providing an excuse. In addition to the Office of the Director and Construction Management, the Department consists of the following five divisions: Budget Division, Economic Analysis Division, General Services Division, Human Resources Division, and State Library Division. 18 Administration and Information, Department of, Cont.: Construction Management 700 West 21 st Street Phone (307) , Fax (307) The Construction Management Office was created and staffed in July 2004 pursuant to mandates established in Chapter 100, Session Laws of Wyoming The Office is charged with implementing directives of the State Building Commission, which oversees and controls construction, operation and maintenance of state buildings. Responsibilities include: inventory and needs assessment of state facilities; planning, management and oversight of capital construction, major maintenance and Americans With Disabilities Act (ADA) projects; leasing of facilities; space planning and management. Services are provided to all state agencies, legislature, and elected officials. Central to the Division s mission is the application of economic theory using mathematical and statistical tools. EAD competencies include the following: managing the State Data Center and Decennial Census databases; forecasting the behavior of demographic and economic variables; projecting and monitoring state revenues; maintaining the REMI policy insight model and population projection models; generating the Wyoming Cost of Living Index; providing quality customer service to clients via published reports, presentations, and customized information responses; and providing policy and economic analysis to government agencies. 19 Administration and Information, Department of General Services Division, Cont.: General Services Division (GSD) provides support services necessary for state agencies to conduct state government. State agencies are the primary end-user of GSD s services. In addition to Capitol Information and the Government Operator, the GSD is organized into seven primary sections: Central Mail, Facilities Operations, Motor Vehicle Management, Procurement, Risk Management, Trades Management, and Surplus Property. Services include the following: centralized mail services; custodial, repair and maintenance (mechanical, electrical, heating/cooling, grounds) of state-owned facilities in the Cheyenne Capitol Complex; management of the state motor pool; centralized procurement and contracting services; management of the state s self-insurance risk management and property insurance programs; management of the state and federal surplus property program. Assistance is provided to the Executive Branch Agencies, the Legislative Service Office, the University of Wyoming, Community Colleges and the citizens of Wyoming. The HRD also provides human resources, payroll and employee benefit services to the Department of Administration and Information. In accordance with the agency s strategic plan, the HRD provides assistance involving employee grievances and hearings, maintains a personnel data base and provides rule interpretations. The HRD further provides for position control, employee recruitment and selection, employee training, pay determinations, position classification and administers the employees group insurance plan as well as other benefits provided by the State Personnel Rules. 12

The OAH is also statutorily required to hear the Department of Family Services central registry child abuse and neglect cases. Beginning July 1, 2012, teacher disciplinary/termination cases will be heard by the OAH for the state s 48 school districts. The OAH conducts state employee disciplinary and termination hearings and is authorized to provide independent hearing services to any other state agency. The Commission also has the authority to apply for, directly accept, receive and disburse any federal funds for airport construction and maintenance. The Commission operates in conjunction with the Department of Transportation and the Aeronautics Division. The Board s size and duties were expanded by the 1998 Legislature to provide mediation for a variety of agricultural and natural resource issues including grazing on public lands, water conflicts, trespass disputes and more. The Board also partners with other entities to provide training in mediation and other alternative dispute resolution processes. The Board consists of eleven voting members with six-year terms appointed by the Governor with confirmation by the State Senate.
