Those who successfully pass such an examination shall be issued a license as a hearing instrument dispenser, which shall be effective for a 2-year period. (b) Applicants shall be: (1) at least 18 years of age; (2) of good moral character; (3) a high school graduate or the equivalent; (4) free of contagious or infectious disease; and (5) a citizen or person who has the status as a legal alien.

Any such application shall require such information as in the judgment of the Department will enable the Department to pass on the qualifications of the applicant for a license. It shall include, but need not be limited to information concerning age, citizenship, present residence, location of the business licensed under this Act Sec The following persons are ineligible for licenses: a. A person who is not a resident of the city, village or county in which the premises covered by the license are located; except in case of railroad or boat licenses. b. A person who is not of good character and reputation in the community in which he resides. c. A person who is not a citizen of the United States.
