The Koch brothers main political arm intends to spend more than $125 million this year on an aggressive ground, air and data operation benefiting conservatives, according to a memo distributed to major donors and sources familiar with the group. 2 joined all House Republicans and 13 Democrats in his vote to keep Big Oil tax loopholes as part of the FY 2011 spending bill while cutting funds for education, medical research, and clean-tech investments. His subsequent FY 2012 budget left $40 billion in Big Oil tax breaks untouched, too, though it cut $30 billion from Medicare. American families have been plagued by higher oil and gasoline prices over the past several years despite a significant increase in domestic oil production and rigs, and decline in consumption. But while high prices threaten the economy and family budgets, they enrich American oil companies with huge profits. Yet it appears that House Budget Committee Chairman Paul Ryan s (R-WI) proposed FY 2013 budget resolution would retain a decade s worth of oil tax breaks worth $40 billion. This proposal simply shifts these high costs onto Medicare beneficiaries, and shifts the even higher costs of increased uninsured care onto everyone else. By creating a premium

3 support system for future Medicare beneficiaries, the proposal will increase costs for beneficiaries while removing Medicare s promise of secure health coverage a guarantee that future seniors have contributed to through a lifetime of hard work. Ryan's 2012 budget proposal, which would have cut spending on Medicare and used a voucher-like system. The plan would have raised the debt ceiling by $2.4 trillion, but it would have required cuts into programs such as Medicare and Social Security while capping future federal spending. [The Boston Herald, 7/23/11] CBPP: Cut, Cap And Balance Bill Would Necessitate Deep Cuts To Social Security And Medicare, Big Cuts To Social Security And Medicare Would Be Inevitable. The legislation would inexorably subject Social Security and Medicare to deep reductions Reaching and maintaining a balanced budget in the decade ahead while barring any tax increases would necessitate deep cuts in Social Security, Medicare, and Medicaid. After all, by 2021, total expenditures for these three programs will be nearly 45 percent greater than expenditures for all other programs (except interest payments) combined. Big cuts in these programs would be inevitable. [Center on Budget and Policy Priorities, 7/16/11] AARP Opposed Cut, Cap And Balance Because It Did Not Shield Social Security and Medicare From Arbitrary Reductions. In addition, the Cut, Cap and Balance Act requires that a balanced budget amendment to the United States Constitution be transmitted to the states as a pre-condition of increasing the debt ceiling. Social Security and Medicare, which are not excluded under the balanced budget amendment, would therefore be at risk for arbitrary reductions under the constitutional amendment, and as such, AARP is opposed. LeaMond expressed the Association s strong opposition to the bill s arbitrary spending cuts that could jeopardize the earned benefits that allow people to live independently and with dignity as they grow older. The legislation would impose across-the-board spending cuts, including cuts to Medicare and Social Security, to enforce spending limits to confront the nation s debt. [, AARP, 5/23/11]

4 According To AARP-Commissioned Study, The CAP Act Would Cut $1.3 Trillion From Social Security, $859 Billion From Medicare. The Lewin Group analysis found that the CAP Act would cut $4.2 trillion from federal spending between 2013 and This will greatly impact those programs such as Social Security, Medicare and Medicaid that serve a growing aging population and those who have been adversely impacted by the economic downturn. Specifically, cuts for major programs over this period would be: $1.3 trillion in Social Security; $859 billion under Medicare. 5 digital advertising, at a total cost of about $500,000. That brings JCN s total spending on advertising in New Hampshire to about $750,000.
