2 Item Discussion Action 3. Welcome Karen Bannerman welcomed everyone to the meeting and thanked all clubs for attending. Proposal was made for a new team, Clyde, to join the league in the 2012/13 season. Proposed by Karen Thomson. Seconded by DSS. 4. Last Year s Minutes Proposed Seconded Approved Clyde joins the league. Approved 5.Creation of the GNA Constitution 6.Changes to the League Byelaws. Rules 1.0 and 2.0 The new Constitution was handed out to teams. The GNA Constitution was created due to squads being denied funding opportunities. Modelled on the Netball Scotland Constitution. Accepted unanimously. Documents handed out the new byelaws, old byelaws and a document detailing changes to the byelaws. Karen Bannerman counted 32 votes which meant no more than 11 people could be against the changes or abstain (as per the byelaws) for them to be accepted. Proposed changes to the byelaws: 1.0 NAME AND 2.0 OBJECTIVES Current byelaws 1.0 Name and 2.0 Objective moved to the Constitution Change in position of Bye laws ( to 1.0) and and GNA Membership (to 2.0) Unanimously accepted. Constitution accepted.
3 2.1 to 2.11 Discussion 2.0 GNA MEMBERSHIP A lot of content added: Members were asked to review. 2.2 spelling mistake 'with' change to 'will'. 2.5 remove 'to attend in', in 'Associate members shall not be entitled (to attend or) to vote at General Meetings...' as it was commented that this was overly harsh. Once these points had been amended all the changes were accepted unanimously. 3.0 THE COMMITTEE Order change C Change in order (The Committee moved from 4.0 to 3.0) 3.2 R Rule altered in wording: 'League management and Squad Management Committee rep' cha changed to 'The League Co-ordinator' and 'The Squad Co-ordinator' Discussion Rule altered in number: 'A minimum of three of the GNA Executive committee will constitute a Quorum'. New rule: 'The Executive committee shall stay in office for a minimum of three years.' New rule: 'The Management Committee shall stay in office for a minimum of two years. Each sub- committee will be required to submit a Development plan outlining work to be undertaken by the sub-committee during the season. Progression of the development plan shall be overseen by the GNA Executive Committee.' Rules 3.9 and 3.10 prompted some discussion about the 2/3 year commitment particularly in relation to University teams. Karen Bannerman reiterated that the new rule was proposed in order to bring more success to the GNA and where possible the
4 same person at the club should keep on the sub-committee role in order to improve on the transition period. She advised that University teams may be more suited to roles such as the volunteer bank. After the discussion all changes were voted on and unanimously accepted. Re-order 4.0 POWERS OF EXECUTIVE COMMITTEE Rules 5.0 and 6.0 re-ordered to 4.0 and 5.0 Unanimously accepted. Motion passed DELEGATION OF POWERS Altered wording of rule 'Each Club within the Glasgow League will appoint a named individual who will be responsible for providing written reports and updates to the Executive Committee and attending meetings as required by the committee.' Unanimously accepted. Altered wording. Changed management structure: 'The clubs within Glasgow Netball Association shall take on a shared responsibility for the running of the Glasgow Netball Association. Each club will take on a commitment according to the size of the club depending on the number of teams competing within the league. Each team shall take on one role for each team entered in the league in accordance with paragraph 5.3 below. The main GNA Executive Committee roles shall be double weighted i.e. will count as two roles. The following is the agreed system Executive Roles double roles Chairperson Vice Chairperson Motion passed.
5 Secretary Treasurer League Co-ordinator Squad Co-ordinator Management Roles Single Roles Assistant League Co-ordinator Assistant Squad Co-ordinator Technical Marketing and Grants Website and Facebook Fundraising Events Senior Events Junior (2 clubs) Sports Council for Glasgow Rep Volunteer Bank District Lead Coaches x 3 District Team Managers x 3' Discussion Rule 5.3 created a lot of discussion about the Technical Coaching sub-committee being amalgamated with the Technical Umpiring sub-committee. It was suggested that this would restrict the growth of technical coaching which needs to be developed further. There was also discussion about the creation of the volunteer bank. Karen Bannerman informed the clubs that the GNA has a contractual obligation to supply volunteers to the Wildcats events and therefore they needed to find a way to ensure clubs would volunteer. Karen Bannerman suggested that it might be best if University teams put themselves forward for the volunteer bank as the commitment is likely to be just 8 players, 3 full days a year. The issue of the size of clubs versus volunteering commitments was raised. The executive committee suggested that with a volunteer bank
6 the amount that clubs need to volunteer should be less and should be more proportionate to the size of the club. Scotstoun Motion 5.3 (number one) Discussion Scotstoun Motion 5.3 (number two) Discussion 6.5 Removed After the discussion rule 5.3 was voted on (as is). Result: 9 against, 4 abstentions. Technical Coaching was then separated from Technical Umpiring and rule 5.3 voted on again. Result: 2 against. 'NPL chair to be included in Exec and Management role structure.' Karen Thomson led discussion that although the NPL chair works with the GNA it is an un-official role that is not voted on by the GNA and therefore should not be part of the GNA role structure. The Assistant League Co-ordinator role deals with running the NPL. 4 for, 12 against. 'As NPL is not part of the GNA executive or management function, those clubs involved in the NPL should not be included as part of the points structure.' The executive committee raised the point that they are already struggling to fill all the sub-committee roles without losing the 4 NPL teams' commitment as well. It was also pointed out that if an NPL club is demoted it goes back into the Glasgow league Division One and that therefore NPL teams are effectively in the Glasgow league structure. 4 for, 27 against. 6.0 SUB-COMMITTEES Rule removed as it is a repetition of 5.1. Information on Executive and Management Committee requirements removed and Motion rejected Motion passed. Motion rejected. Motion rejected.
7 New Rule Eastbank Motion and 7.2 instead put on the website. New rule: 6.3 'Information regarding Management and Executive Committee requirements are outlined in the GNA management and Executive Committee Remits which are available for consultation on the GNA website.' Both unanimously passed Rule clarified 'Failure by any club to fulfil any of their sub-committee duties, either by non-attendance to meetings or failure to complete reports will result in a fine of 30. The 30 fine will be imposed by the Executive Committee on each occasion other than where prior approval has been given by the Executive Committee or in exceptional circumstances. The Executive Committee shall determine the circumstances which will be considered exceptional. Any club failing to fulfil their sub-committee duties three times or more during any one season will be suspended in the current season and refused entry to the GNA league the following season.' 2 against, 2 abstentions. 7.0 VOLUNTEERS 'All clubs shall appoint volunteers throughout the year as and when required, in conjunction with the Volunteer Bank and GNA administrator. Club volunteers for events should be requested pro rata, based on the number of registered members per club.' Rules amalgamated into one (7.1) as they say almost the same thing. Both unanimously passed Motion passed ANNUAL GENERAL MEETINGS Rule removed: 'Any proposals to alter the terms of the byelaws relating to the AGM and voting at the AGM shall be by the four GNA office bearers and 2 other GNA Committee members.'
8 Re-order Section re-ordered. Wording change: 'All nominations for elected positions and proposals to alter the terms of the byelaws should be in the hands of the GNA secretary 21 days prior to the AGM and should come into effect immediately if accepted at the AGM.' Wording change: 'The new executive and management committee members elected at the AGM will take office immediately following the AGM with previous and new sub committees attending a handover meeting within 28 days of the new AGM.' All changes unanimously passed FINANCES Wording change: 'The financial year of the Association shall end 14 days prior to the AGM. The accounts shall be audited at this time and a statement of accounts presented to the GNA Committee members and clubs prior to the AGM. Audited accounts can be requested at the first meeting of the new season.' Removed ' In the event of it being necessary to wind up the Association, affiliated clubs will determine the distribution of the assets at an Extraordinary General Meeting.' Re-ordered as 9.3 and wording changed: 'District players shall contribute to accommodation and travel costs for District matches. The Squads Co-ordinator, in discussion with the Treasurer, shall determine the level of contribution. Team officials will receive expenses.' All changes unanimously passed. Unanimously passed. Executive Committee elected. Management Committee elected.
10 8. Chairperson's report St. Stephens Motion St Stephen's have two very small teams it was suggested that they go into the volunteer bank as their second sub-committee commitment. However their representatives argued that it would be unrealistic for them to commit to this as they only have about 18 players in their squad and in order to fulfil their junior events role they already have to commit at least one weekend a month. The executive committee suggested to the AGM that due to this commitment and the size of the club St. Stephens should only take on the Junior Events role. Unanimously passed. Karen Bannerman will give her main report at the awards night on the 9 th June. She expressed her enjoyment during her term as chairperson and gave her thanks in particular to Zoe Wray, Eilidh Thomson, Catherine Vaughan, Karen Thomson, Natalie Doherty, Lorna Cameron and Angela Kirkpatrick for their help over the years. 9. Secretary's report Eilidh thanked Liz Kerr for her help over the past year. She re-iterated the importance of teams giving the secretary up to date contact information as there has been a noticeable breakdown in communication over the past year. 10. Treasurer's Catherine handed out her treasurer's report. report Some teams still owe league fees. They need to pay 50 for affiliation, 50 for bonds and 88 ( 80 NPL, 83 Division 3) league fees. Catherine needs these paid for by the end of next week's meeting. If a club sends a personal cheque to Catherine, please can they ensure that they attach a note if they would like her to cash it immediately. Otherwise it may lay for a few weeks while she waits for other cheques to arrive. A lot of teams have won money on the bonus ball. Catherine will these out. Please can you contact Catherine if you would prefer your prize money to be deducted from your league fees. 11. Squads report Natalie will speak for the main part about the squads success at the awards night. Motion passed St. Stephen's to only take on Junior Events Role.
11 She did speak briefly about how successful the squads have been, not just in results, but also in terms of the pure athleticism, coaching skills, umpiring grades achieved and personal development she has seen this year. The set-up of the district squads is changing this year. There will be no U13 district team as Glasgow Life has set up an Academies Program for children aged between 9 and 13. All the current U13's will automatically be filtered into this system. If any young athletes or their families are concerned about this they should Natalie. Squad applications for next season are now open on-line. The closing date for athletes is 25 th May. The application process is also open for squad volunteers (umpires, coaches, managers etc.) Natalie urged people to apply as these positions are very rewarding Natalie thanked all the clubs for their support of the district squads this year and urged everyone to come along to their pre-awards presentation party which is taking place on the 26 th May 12-3pm at Lockinch Police Club in Pollok Park. (The closed awards ceremony will follow from 3-5pm). 12. League report Karen will deliver her report next week at the league meeting. GNA and NPL player of the year is now available to vote on via the GNA website. She urged everyone to get voting! 13. AOB Karen Bannerman closed the meeting by thanking everyone for coming and re-iterating what an amazing year it has been for Glasgow Netball. She drew attention in particular to introduction of the Constitution and the new league Bye Laws and emphasised we should all be proud to be part of such a strong organisation. Karen also reminded teams that if they had not yet bought a prize for the squads raffle, they should bring one along next week to the league meeting. With no further business the meeting was closed at 8:42pm.
