1 Passaconaway Lodge, Order of the Arrow Rules and Regulations Effective: 10/16/11 Article I: Name and Affiliation The lodge shall be known as Passaconaway Lodge, Daniel Webster Council No. 330, Boy Scouts of America, and shall be under the supervision of the Council Camping Committee and under the administrative authority of the Scout Executive. The mission of this lodge is to fulfill the purpose of the Order of the Arrow as an integral part of the Boy Scouts of America through positive youth leadership under the guidance of selected, capable adults. The totem and the call of this lodge shall be that of the brown bear. Each member shall be entitled to purchase one official lodge neckerchief that is not to be traded, resold, or given away. If there is a legitimate need for another neckerchief, one may be purchased with the approval of the Lodge Chief. a) Lodge neckerchief and sashes shall be worn only at Order of the Arrow functions. b) The lodge totem (patch - either old or new) is authorized to be worn only on the official lodge neckerchief centered between the letters W.W.W. c) Each chapter may allow its members to wear chapter colors on their neckerchiefs. If a chapter votes for approval of this, all members must wear the color patch. Said patch must measure not over l 1/4 inches wide and 2 inches long. It must be located 1/4 inch above the totem (patch) and centered. d) The standard set of colors for the lodge neckerchief shall be white with a red border and red letters W.W.W. Other lodge insignia shall follow the guidelines listed below: a) The production and sale of lodge materials, such as trading flaps, neckerchiefs, slides, belt buckles, etc., and the restriction thereof is at the discretion of the Lodge Executive Committee. The sale of all materials is restricted to active members of this lodge only. b) Each member shall receive one trading flap when they are inducted as an Ordeal member, and shall receive two official lodge pocket flaps upon receiving their Brotherhood. Upon the attendance of another Spring or Fall

2 meeting, a Brotherhood member may purchase his third official lodge pocket flap. c) Dispensation of official lodge pocket flaps will be at the lodge Spring and Fall Fellowship only. If there is a legitimate need, another pocket flap may be purchased with the approval of the Lodge Chief. d) The official lodge pocket flap (current patch or any previous patch) is not to be traded, resold or given away. e) Incoming transfer members into the lodge will hence be entitled to the privileges of their membership regarding the purchase of restricted flaps, and it shall be allowed only at the conclusion of the Spring or Fall Fellowship, which they must attend in full. This lodge shall be divided into chapters which shall share the same geographic bounds and names of the current districts of Daniel Webster Council. Each chapter shall come under the supervision of the respective District Camping Committees and the District Scout Executives. Chapters may elect to adopt an official chapter color so long as it does not conflict with that of another chapter in this lodge. Article II: Membership The requirements for membership in this lodge are stated in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers. The procedure for the Ordeal shall be as stated in the current printing of the Order of the Arrow Handbook and the Guide to Inductions. All elections must clear through the Chapter Elections Chairman. Election forms (obtained from the lodge office) must be filled out in triplicate, one copy remaining with the unit, one copy with the chapter, and the original mailed to the lodge office in care of the Lodge Secretary. Article III: Officers The officers of this lodge shall be a Chief, two Vice Chiefs, a Secretary and Assistant Secretary. These elected officers must be under twenty-one years of age during their entire term of office. During his term, a lodge officer may not hold the position of Chapter Chief.

3 The officers of each chapter of this lodge shall be a Chapter Chief, Chapter Vice Chief, and Chapter Secretary. Chapters may elect an additional Chapter Vice Chief and/or an additional Chapter Secretary. These elected officers must be under twenty-one years of age during the entire term of office. Lodge officers will be elected at the Spring Meeting each year. The term of office shall be one year from the Fall Meeting. Chapter officers shall be elected between the Spring Business and Fall Business meetings. The results of said election shall be made known to the Lodge Secretary by the Chapter Secretary at the Fall meeting of the year of election. Be it recommended that the newly elected officers work with the current officers between election and installation. The Executive Committee of this lodge shall be composed of the elected lodge officers, the immediate past Lodge Chief, Lodge Operating Committee Chairmen and Advisers, the Lodge Lay Adviser, the Lodge Staff Adviser, a member of the Council Camping Committee, the Chapter Chiefs and Advisers, and members at large appointed with the approval of the Executive Committee. Adult Advisers shall be appointed as follows: a) The Lodge Staff Adviser shall be the Scout Executive or his designate. b) The Lodge Lay Adviser shall be appointed yearly at the Council Annual Meeting by the Scout Executive or the Staff Adviser in consultation with the Council Camping Committee Chairman and Vice Chairman. c) Associate Lodge Lay Advisers shall be appointed yearly at the Council Annual Meeting by the Scout Executive or the Lodge Staff Adviser in consultation with Lodge Lay Adviser, Council Camping Committee Chairman and Vice Chairman. d) Chapter Staff Advisers shall be appointed by the Scout Executive. e) Chapter Lay Advisers shall be appointed yearly at the District Annual Meeting by the Chapter Staff Adviser and District Camping Chairman in consultation with the District Chairman and Lodge Lay and Staff Advisers. f) Chapter Associate Advisers shall be appointed yearly at the District Annual Meeting by the Chapter Staff Adviser and District Camping Chairman in consultation with the District Chairman and Lodge Lay and Staff Advisers. g) The Lodge Lay Adviser shall be an active member of the Council Camping Committee, and Chapter Advisers shall be active members of their respective District Camping Committees.

4 Section 7: Section 8: Section 9: The Lodge Chief shall appoint such operating committees as may be required from time to time with the approval of the Lodge Executive Committee. All Chairmen shall be under twenty-one years of age during the entire term of office. The Chapter Chief shall appoint from time to time such operating committees as may be required with the approval of the Chapter Executive Committee. All Chairmen shall be under twenty-one years of age during the entire term of office. Upon receipt of a letter of resignation of any lodge officer or Lodge Committee Chairman by the Lodge Chief or Adviser, the Lodge Executive Committee at its next meeting shall appoint a replacement to serve out the un-expired term. Article IV: Lodge Meetings Section 7: The lodge shall schedule the events listed: a) Spring Fellowship b) Fall Fellowship c) Training Sessions for Lodge and Chapter Officers and Advisers d) Bi-Annual Family Banquet (to be held in odd numbered years) The Executive Committee of this lodge shall hold at least four meetings a year. Special meetings of the Executive Committee of the lodge may be called by the Lodge Chief with the approval of the Scout Executive or Staff Adviser. Written notice to all members of the Executive Committee shall precede said meeting by ten days. Each meeting of the lodge shall be opened with the Obligation of the Order of the Arrow, and shall be closed with the Order of the Arrow song. Members of the Order twenty-one years of age or older have no vote in any decision on the lodge or chapter matters and affairs. A majority vote is required to pass any motion made from the floor. In the event of a deadlock, the Lodge Chief may cast the deciding vote. A copy of these Rules and Regulations must be available for the entire duration of all lodge functions to any lodge member on request.

5 Section 8: The rules contained in the current edition of Robert s Rule of Order Newly Revised shall govern the lodge in all cases to which they are applicable and in which they are not inconsistent with these Rules and Regulations and any special rules of order the lodge may adopt. Article V: Finances There shall be an induction fee payable at the time of induction into Ordeal and Brotherhood memberships. a) New Ordeal Members shall receive: 1) an Order of the Arrow membership card (which includes dues paid through the current dues year); 2) an Order of the Arrow Ordeal Sash; 3) one official lodge pocket flap; 4) a copy of the Order of the Arrow Handbook. b) New Brotherhood members shall receive upon completion of the Brotherhood ceremony: 1) an updated Order of the Arrow membership card; 2) an Order of the Arrow Brotherhood Sash; 3) two official lodge pocket flaps (restricted.) Dues for this lodge (for the year beginning January 1st and ending December 31st) shall be collected by the Lodge Secretary in the amount to be determined annually by the Lodge Chief, Lodge Adviser and Lodge Staff Adviser with the approval of the Lodge Executive Committee. Dues must be paid by December 31st, at which time a notice of unpaid dues shall be sent to the unpaid members by their respective chapters. Dues not paid by December 31st will be subject to a late fee to be determined annually by the Lodge Chief, Lodge Adviser and Lodge Staff Adviser with the approval of the Lodge Executive Committee. All Order of the Arrow funds shall be handled through the council service center and go through all normal council accounting procedures. In the development of the Lodge Annual Budget, funds will be made available for chapter mailings, activities, and service projects. Chapter must gain approval from the Lodge Secretary and Lodge Adviser before incurring any expenses. All approved bills will be paid for by the Council office. Inactive members may be restored to active status by paying the current dues plus $1.00 back dues.

6 No chapter may maintain a treasury for any reason without the consent of the Lodge Executive Committee. Article VI: Brotherhood Membership Completion of the Brotherhood membership shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers. Article VII: The Vigil Honor Attainment of the Vigil Honor shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers. Article VIII: Enforcement Any infractions of this constitution, its rules or amendments, should be brought before the Lodge Chief and Lodge Advisers for disciplinary action. Section IX: Amendments These Rules and Regulations shall be subject to amendment at any regular or special meeting of this lodge, provided such amendment has been submitted in writing to the Lodge Executive Committee at least one month prior to such meeting and that due notice has been sent to active members at least ten days prior to such meeting. A two-thirds vote of the members present shall be required for passage.
