2 JU ORDER ADOPTING CHANGES TO REGULATIONS OF THE DEPARTMENT OF REVENUE The attached one page of regulations, dealing with Authorized Games of Chance and Skill, is adopted and certified to be a correct copy of the regulation changes that the Department of Revenue adopts under the authority of AS and after compliance with the Administrative Procedure Act (AS 44.62), specifically including notice under AS and and opportunity for public comment under AS This action is not expected to require an increased appropriation. Although no public comments were received, the Department of Revenue paid special attention to the cost to private persons of the regulatory action being taken. I have reviewed this project under a speci fi c delegati on dated June 4, 2014 from the Regul ati ons Attorney. A duplicate of this memorandum is being furnished to Commissioner Rodell, along with a copy of the regulations. The Department of Law has reviewed the attached regulations against the statutory standards of the Administrative Procedure Act. Based upon our review, we find no legal problems. This memorandum and the attached duplicate memorandum dated June 6, constitute the written statement of approval under AS (b) and (c) that authorizes your office to file the attached regul ations. The regul ation changes were adopted by the Department of Revenue after the close of the public comment period. Fo r a special-draw raffle under the department's regulations regarding authori zed games of chance and skill, the maximum price that may be charged for a raffle ticket would increase from $ 10 to $ 100. The adoption order for the regulations states that this action is not expected to require an increased appropriation. Therefore, a fi scal note under AS is not required. We have made a few technical corrections to conform the history note and authority citation for the regulations to the drafting manual under AS and The corrections are shown on the attached copy of the regulations. sew cc w/cnc: Hall. The Department of Revenue proposes to adopt regulations changes in Title 15, Chapter 160, of the Alaska Administrative Code, dealing with Authorized Games of Chance and Skill, including the following: (1) ISAAC (d) will be amended to increase the limit on the price of a special-draw raffle ticket fi om $10 to $100. You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Claire Lettow at the Department of Revenue at 550 West 7'h Avenue, Suite 500, Anchorage, Alaska, 9950 I. Additionally, the Depm1ment of Revenue will accept comments by electronic mail at claire.lettow@alaska.gov. The comments must be received no later than 4:00 p.m. on April 9.
