1 JUNE 2009 Meeting Location - BOONIES RESTAURANT E SIMCOE DRIVE, GOLDENDALE, WA PURPOSE OF CLUB: This Club has been formed for the following purposes: (1) To provide a social and technical organization comprised of radio amateurs and members of the general public who are also interested in the art of amateur radio communications. Objectives are twofold: (A) Enhancement of the relationship between amateur radio operators of the Columbia River Basin area and the General Public.; (B) To encourage and assist members of the organization in attaining of first-time licenses and in the upgrading of existing licenses whenever possible. (2) Promoting the highest standards of practice and ethics in the conduct of Amateur Radio Communications. Officer Loren Sharon - KB7LYG NEXT MEETING The next business meeting of the Mid Columbia Amateur Radio Club will be held on Tuesday, JUNE 16th, 2009 at BOONIES RESTAURANT in Goldendale, WA. The meeting will start at 7:00 PM. If you would like to eat out, come earlier. Ed Thomas KB7TIW on 05/19/09. A quorum was established. Eight members and 1 guest were present. The treasurer was absent for this meeting, thus no treasurer s report available REPEATER REPORTS Velma s repeater has been shut down due to snow/winter damage. The MCARC Repeater is working fine. OLD BUSINESS Isaac, KE7ZKU, submitted a listing of the components for the Echo-Link project showing what was furnished by whom and how items are to be dispersed in the event of disbanding the project, copies were passed out to members present. A short discussion was held in regards to manning a booth during the annual County Fair. Pet mentioned he would talk with SAR members about it. Community Days was also discussed and it was mentioned that any member could possibly set up with their mobile rig if they had the time to do this. These two items should be discussed, with a chairperson designated at the June Meeting. Ed asked Jane for the results and a report on finances for the year Jane will submit a report at the June meeting. The June meeting is when we are suppose to vote upon the proposed By-Laws amendment, which had been tabled until the June meeting. Ed reminded those present that we need to get things in order for volunteers for the Soroptimist bike ride as soon as possible. BIKE RIDE VOLUNTEERS NEEDED, ASAP! NEW BUSINESS New member, Burt Rooke, N7OW, SHOWED SOME QRP rigs that he built; a keyer, 20 & 40 meter transceivers & tuner. Burt also asked the group a couple of questions; 1. What frequency do you go to in an emergency? 2. What connectors do you use for your radio rigs? He felt these were the most basic questions for emergency preparedness and folks should stay with a standard for these topics. Burt felt the Anderson connectors should be standard and will give a presentation at the June meeting. RAFFLE Donations were; geranium brought by Nancy, scrubbers and homemade biscuits made by Maxine KB7USS, stripped bag and poster donated by Walter N7PHW. Winners were Jeff, Loren, Jane, Norm N7UND and Pete KD7YOP. $12.00 was made from the raffle. The meeting adjourned at 8:12 PM. 2

WASCO COUNTY ARES MEETING is the 1 st Tuesday of the month at Columbia Gorge Community College meeting room at 6PM, followed by GEAR. THE DALLES RED CROSS Meeting is the 1 st Wednesday of the month at the Red Cross Office in The Dalles, OR at 6:30 PM. KLICKITAT COUNTY SEARCH AND RESCUE meeting is the 2 nd Tuesday of the month at the Klickitat County PUD meeting room at 6:30 PM. MCARC MEETING is the 3 rd Tuesday of the month at Boonies Restaurant in Goldendale, WA at 7PM, except in August and December. KLICKITAT COUNTY ARES meeting is the 3 rd Thursday of the month at the Goldendale City Fire Hall at 6:30PM. I hope you can find one of these meetings to fit your schedule. Try one, you ll find you like it. FROM THE PRESIDENT S DESK We need to consider just what activities and projects that we can handle during the coming year. How many volunteers do we actually have to handle potential activities? 5 SX GORGE White Salmon Local Simplex freq s used: Proposed Amendment to our By-Laws, Submitted by Jeff King KE7AIQ (Posted twice and now 3 times) MID-COLUMBIA AMATEUR RADIO CLUB **CONSTITUTION** REVISED- 11/20/96 ARTICLE ONE-- NAME THE NAME OF THIS CLUB IS (THE) MID COLUMBIA AMATEUR RADIO CLUB: HEREINAFTER REFERRED TO AS THE CLUB. ARTICLE TWO -- PURPOSE THIS CLUB HAS BEEN FORMED FOR THE FOLLOWING PURPOSES: (1) TO PROVIDE A SOCIAL AND TECHNICAL ORGANIZATION COMPRISED OF RADIO AMATEURS AND MEMBERS OF THE GENERAL PUBLIC WHO ARE ALSO INTERESTED IN THE ART OF AMATEUR RADIO COMMUNICATIONS. OBJECTIVES ARE TWO FOLD: (A) ENHANCEMENT OF THE RELATIONSHIP BETWEEN AMATEUR RADIO OPERATORS OF THE COLUMBIA RIVER BASIN AREA AND THE GENERAL PUBLIC; (B) TO ENCOURAGE AND ASSIST MEMBERS OF THE ORGANIZATION IN ATTAINMENT OF FIRST TIME LICENSES AND IN THE UPGRADING OF EXISTING LICENSES WHENEVER POSSIBLE. ARTICLE FOUR -- BYLAWS THE QUALIFICATIONS OF MEMBERS, THE CATAGORIES OF MEMBERSHIP, VOTING AND OTHER RIGHTS OF MEMBERS, MEMBERSHIP FEES, THE NUMBER OF ELECTED OFFICERS, THE METHOD OF THEIR ELECTION AND OTHER DETAILS OF THE INTERNAL OPERATION OF THIS CLUB SHALL BE SET FORTH IN THE BYLAWS. ARTICLE FIVE - DISSOLUTION IN THE EVENT OF THE DISSOLUTION OF THIS CLUB, THE ASSETS REMAINING AFTER THE PAYMENT OF, OR THE PROVISION FOR THE PAYMENT OF, ALL DEBTS AND LIABILITIES SHALL BE DISTRIBUTED AS DIRECTED BY A VOTE OF THE ACTIVE 5

ARTICLE SIX - AMENDMENTS THESE ARTICLES MAY BE AMENDED AT A REGULAR MEETING OF THIS CLUB BY A TWO-THIRDS (2/3) MAJORITY OF THE TOTAL VOTING MEMBERSHIP. THE MEMBERSHIP MUST BE NOTIFIED BY MAIL AT LEAST THIRTY (30) DAYS IN ADVANCE OF THE MEETING AT WHICH THE VOTE ON THE AMENDMENT (S) IS (ARE) TO BE TAKEN. MEMBERS MAY REQUEST ABSENTEE BALLOTS FROM THE SECRETARY. MID-COLUMBIA AMATEUR RADIO CLUB **BYLAWS** REVISED- 11/20/96 1. DUTIES OF OFFICERS: DUTIES OF THE ELECTED OFFICERS SHALL BE DEFINED AS NECESSARY. THE POSITIONS OF THE PRESIDENT, THE VICE-PRESIDENT, THE SECRETARY, THE TREASURER AND THE ALTERNATE SHALL BE BY ELECTION OF THE MEMBERSHIP BODY. ANY OF THE ELECTED OFFICERS MAY TEMPORARILY TAKE OVER THE DUTIES OF AN ABSENT OFFICER IN HIS/HER ABSENCE OR IF THE ABSENCE IS PERMANENT IT SHALL BE FILLED BY THE ALTERNATE. ADDITIONAL VACANCIES SHALL BE FILLED BY A SPECIAL ELECTION AS DEFINED IN PARAGRAPH SEVEN (7) OF THESE BYLAWS. PRESIDENT: THE PRESIDENT IS THE CHIEF PRESIDING OFFICER OF THE CLUB. HE/SHE SHALL SCHEDULE ALL MEETINGS, PRESIDE OVER THE MEETINGS, SET AGENDAS FOR THE MEETINGS AND MAKE APPOINTMENTS AS NECESSARY FOR THE BUSINESS OF THE CLUB. VICE-PRESIDENT: THE VICE-PRESIDENT SHALL PRESIDE OVER THE CLUB MEETINGS IN THE ABSENCE OF THE PRESIDENT OR OTHER DUTIES AS ASSIGNED BY THE PRESIDENT, FOR EXAMPLE CHAIRING OF COMMITTEES. SECRETARY: THE SECRETARY SHALL KEEP MINUTES OF ALL MEETINGS AND CORRESPONDENCE. TREASURER: THE TREASURER SHALL RECORD AND DEPOSIT ALL DUES AND MONIES RECEIVED BY THE CLUB IN A FINANCIAL INSTITUTION SELECTED BY THE MEMBERSHIP, PAY ALL APPROVED BILLS SUBMITTED, KEEP A CURRENT COPY OF THE CONSTITION AND BYLAWS, AND A ROSTER OF FULL, HONORARY, ASSOCIATE AND FAMILY MEMBERS. THE ROSTER SHALL INDICATE ALL DELINQUENT MEMBERS. ALTERNATE: THE ALTERNATE IS AN ELECTED OFFICER WHO WILL FILL ANY ELECTED OFFICER.S VACATED POSITION OR ANY OTHER DUTIES ASSIGNED BY THE PRESIDING OFFICER. PROPERTY OFFICER: A PROPERTY OFFICER SHALL BE APPOINTED BY THE PRESIDENT TO MAINTAIN A RECORD OF ALL THE CLUB.S 6

7 PROPERTY, INCLUDING ITS LOCATION AND CONDITION. RECALL: THE RECALL OF ANY ELECTED OFFICER MAY BE INITIATED BY A WRITTEN PETITION OF AT LEAST TEN (10) FULL MEMBERS. THIS PETITION MAY BE GIVEN TO ANY OF THE ELECTED OFFICERS FOR SUBMISSION TO THE SECRETARY. THE SECRETARY WILL THEN READ THE PETITION TO THE MEMBERSHIP AT THE NEXT REGULARLY SCHEDULED MEETING FOR DISCUSSION AND POSSIBLE ACTION. AN OFFICER SHALL BE RECALLED UPON A TWO-THIRDS (2/3) VOTE OF THE FULL MEMBERS PRESENT. 2. MEMBERSHIP: MEMBERSHIP SHALL BE OPEN TO ANY PERSON INTERESTED IN AMATEUR RADIO. FULL MEMBER: A FULL MEMBER IS A LICENSED RADIO AMATEUR WHOSE DUES ARE PAID IN FULL, THUS GIVING HIM/HER THE RIGHT TO VOTE ON ALL MATTERS BROUGHT BEFORE THE GENERAL MEMBERSHIP. CHARTER MEMBER: A FULL MEMBER WHO WAS IN THE INITIAL FORMATION OF THE CLUB AND PAYS DUES AS A FULL MEMBER. ASSOCIATE MEMBER: ANY PERSON INTERESTED IN THE PURPOSE OF THE CLUB, BUT IS NOT A LICENSED RADIO AMATEUR, MAY BECOME AN ASSOCIATE MEMBER. ASSOCIATE MEMBERS PAY DUES AND ARE ELIGIBLE TO VOTE ON HONORARY MEMBERSHIPS AND SOCIAL MATTERS ONLY. UPON ACQUISITION OF AN AMATEUR RADIO LICENSE, ASSOCIATE MEMBERS SHALL AUTOMATICALLY GAIN FULL MEMBER AND DUES STATUS. FAMILY MEMBERSHIP: FAMILY MEMBERSHIP SHALL CONSIST OF PARENT (S) AND DEPENDENT CHILDREN UNDER THE AGE OF EIGHTEEN (18). ONE (1) VOTE SHALL BE ALLOWED PER FAMILY MEMBERSHIP. DEPENDENT CHILDREN MUST CONVERT TO FULL OR ASSOCIATE MEMBERSHIP UPON REACHING THEIR EIGHTEENTH (18) BIRTHDAY. HONORARY MEMBERSHIP: THIS TITLE MAY BE BESTOWED UPON AN INDIVIDUAL WHO HAS RENDERED OUTSTANDING SERVICE OR CONTRIBUTION TO THE CLUB. HONORARY MEMBERS SHALL BE ELECTED BY A TWO-THIRDS (2/3) MAJORITY OF THE FULL AND ASSOCIATE MEMBERS PRESENT. NOMINATIONS SHALL BE READ ONE (1) MONTH PRIOR TO THE VOTE. HONORARY MEMBERS SHALL NOT PAY DUES OR HAVE VOTING PRIVILEGES. 3. RESIGNATION: IF AT ANY TIME A MEMBER WISHES TO RESIGN FROM THE CLUB, IT IS REQUESTED THAT A WRITTEN NOTICE OF SUCH RESIGNATION BE GIVEN TO ANY ELECTED OFFICER FOR PRESENTATION TO THE SECRETARY FOR 7

8 READING BEFORE THE MEMBERSHIP BODY. 4. DUES: THE ANNUAL DUES SHALL BE ESTABLISHED BY THE ELECTED OFFICERS WITH THE APPROVAL OF THE FULL MEMBERS IN CONJUNCTION WITH THE ESTABLISHMENT OF THE ANNUAL BUDGET. FULL MEMBERS: ANNUAL DUES ARE ASSESSED ON A CALENDAR YEAR BASIS AND ARE PAYABLE BY THE FIRST CLUB MEETING IN JANUARY. FULL MEMBERS IN GOOD STANDING WILL HAVE FULL VOTING PRIVLEGES. ASSOCIATE MEMBERS: ANNUAL DUES ARE ASSESSED ON A CALENDAR YEAR BASIS AND ARE PAYABLE BY THE FIRST CLUB MEETING IN JANUARY. DUES FOR THE ASSOCIATE MEMBERS WILL BE ESTABLISHED ON A FIFTY PER CENT (50%) RATE OF A FULL MEMBERSHIP DUES. THOSE IN GOOD STANDING WILL HAVE VOTING PRIVLEGES ON HONORARY MEMBERS AND SOCIAL MATTERS ONLY. LICENSED STUDENTS: ANNUAL DUES FOR LICENSED RADIO AMATEURS WHO ARE STUDENTS IN GRADES ONE THROUGH TWELVE SHALL BE ESTABLISHED AT FIFTY PERCENT (50%) OF THE REGULAR FULL MEMBER RATE. NEW MEMBERS: NEW MEMBERS WHO JOIN DURING THE YEAR SHALL HAVE THEIR DUES PRORATED BY THE NUMBER OF FULL MONTHS REMAINING IN THE YEAR. FAMILY MEMBERSHIPS: FAMILY MEMBERS SHALL PAY DUES OF $2.00 EACH IN ADDITION TO THE FULL OR ASSOCIATE MEMBERSHIP DUES PAID BY ONE FAMILY MEMBER. ARREAR DUES: ANY MEMBER WHOSE DUES ARE IN ARREARS FOR THREE (3) MONTHS SHALL BE DROPPED FROM MEMBERSHIP. MEMBERS DROPPED FROM THE ROSTER FOR THE REASON OF UNPAID DUES SHALL NOT BE REINSTATED UNTIL THEY HAVE PAID THE CURRENT YEAR.S DUES IN FULL. DUES REFUND POLICY: NO REFUND OF DUES SHALL BE MADE UPON TERMINATION OF MEMBERSHIP. 5. OFFICERS AND THEIR DUTIES: THE FOUR (4) ELECTED OFFICERS OF THE CLUB AND THE ALTERNATE SHALL BE SELECTED FROM THE FULL MEMBERSHIP ONLY. A PERMANENT VACANCY IN THE OFFICERS SHALL BE FILLED BY THE ALTERNATE. ADDITIONAL VACANCIES SHALL BE FILLED BY A SPECIAL ELECTION AS DEFINED IN THE BYLAWS. NOMINATION FOR THE OFFICES TO BE FILLED THE FOLLOWING YEAR WILL 8

9 BE HELD AT THE OCTOBER MEETING FROM THE FLOOR. THE ELECTION OF THE NEW OFFICERS FOR THE NEXT TERM WILL BE HELD IN NOVEMBER BY SECRET BALLOT FROM THE OCTOBER NOMINATIONS. THE NEW OFFICERS WILL TAKE OFFICE THE FOLLOWING JANUARY 1. THE OFFICERS SHALL BE ELECTED FOR A TWO (2) YEAR TERM. THE PRESIDENT AND THE TREASURER WILL BE ELECTED ON EVEN YEARS FOR THE FOLLOWING TWO (2) YEAR TERM. THE VICE-PRESIDENT AND THE SECRETARY WILL BE ELECTED ON ODD YEARS FOR THEIR FOLLOWING TWO (2) YEAR TERM. THIS ALTERNATING SCHEDULE WILL GIVE CONTINUITY OF OPERATIONS WITH BOTH NEW AND OLD OFFICERS SHARING. THE ALTERNATE SHALL BE ELECTED EACH YEAR FOR A ONE (1)YEAR TERM. 6. BOOKS, RECORDS AND ACCOUNTS: THE BOOKS AND FINANCIAL RECORDS OF THE CLUB SHALL BE AVAILABLE FOR INSPECTION BY ANY FULL OR ASSOCIATE MEMBER AT ANY REASONABLE TIME. EACH NOVEMBER THE BOOKS, RECORDS AND FINANCIAL ACCOUNTS OF THE CLUB SHALL BE AUDITED BY TWO (2) APPOINTED VOTING MEMBERS BY THE PRESIDENT. THESE MEMBERS SHALL BE APPOINTED FROM A GROUP SELECTED BY THE MEMBERSHIP AND CANNOT BE SERVING AS AN ELECTED OFFICER. THE OFFICERS SHALL ESTABLISH BANK ACCOUNT (S) IN THE INSTITUTION AS DIRECTED BY THE MEMBERSHIP. CHECKS SHALL REQUIRE TWO (2) SIGNATURES OF ANY OF THE ELECTED OFFICERS. ALL EXPENDITURES NOT AUTHORIZED IN THE ANNUAL BUDGET, OR THOSE ITEMS EXCEEDING THEIR BUDGETED AMOUNTS, MUST BE APPROVED BY A TWO-THIRDS (2/3) MAJORITY VOTE OF THE FULL MEMBERS PRESENT AT A SCHEDULEDMEETING PRIOR TO PAYMENT. ALL EXPENDITURES OF $ OR MORE NOT AUTHORIZED IN THE ANNUAL BUDGET, MUST BE APPROVED BY A MAJORITY OF THE TOTAL VOTING MEMBERSHIP. THE MEMBERSHIP MUST BE NOTIFIED BY MAIL AT LEAST THIRTY (30) DAYS IN ADVANCE OF THE MEETING AT WHICH THE VOTE ON THE EXPENDITURE (S) IS (ARE) TO BE TAKEN. MEMBERS MAY REQUEST ABSENTEE BALLOTS FROM THE SECRETARY. UNDER NO CIRCUMSTANCES SHALL AUTHORIZED EXPENDITURES EXCEED THE CLUB FINANCIAL ACCOUNT (S) BALANCE. 7. MEETINGS: A QUORUM MUST BE PRESENT FOR ANY ITEM REQUIRING A VOTE AND SHALL CONSIST OF TWENTY PERCENT (20%) OF THE FULL MEMBERS. SPECIAL MEETINGS MAY BE CALLED BY THE PRESIDENT OR AT THE WRITTEN REQUEST OF ANY FIVE (5) FULL MEMBERS. SPECIAL MEETINGS MAY 9

10 TRANSACT ONLY SUCH BUSINESS AS WAS SPECIFIED IN THE MEETING NOTICE. NOTICES SHALL BE SENT BY ORDINARY MAIL SO AS TO ARRIVE NOT LESS THAN FORTY-EIGHT (48) HOURS PRIOR TO THE SPECIAL MEETING. A TELEPHONE OR RADIO CONTACT MAY SUBSTITUTE FOR MAILINGS BUT A WRITTEN RECORDING LOG MUST BE KEPT. SPECIAL MEETINGS SHALL NOT SUPERCEDE REGULAR MEETINGS. 8. AMENDMENTS OF BYLAWS: PROPOSALS FOR AMENDMENTS MAY BE OFFERED BY ANY FULL OR ASSOCIATE MEMBER. MOTIONS FOR AMENDMENTS MAY BE MADE AND SECONDED BY ANY FULL MEMBER OF THE CLUB. THESE BYLAWS MAY BE AMENDED AT A REGULAR MEETING OF THIS CLUB BY A TWO-THIRDS (2/3) MAJORITY OF THE TOTAL VOTING MEMBERSHIP. THE MEMBERSHIP MUST BE NOTIFIED BY MAIL AT LEAST THIRTY (30) DAYS IN ADVANCE OF THE MEETING AT WHICH THE VOTE ON THE AMENDMENT (S) IS (ARE) TO BE TAKEN.
