Prayers Tuesday, 13 December Petitions The presentation of three petitions was announced (see Schedule for petitions presented). 2 Papers Twenty-one papers were announced as published under the authority of the House. The Speaker presented one further paper (see Schedule for papers published under the authority of the House and papers presented). 3 Select committee reports The presentation of seven reports was announced. The following bills were set down for second reading: Telecommunications (Property Access and Other Matters) Amendment Bill Trade (Anti-dumping and Countervailing Duties) Amendment Bill. Prayers 1 Member s motion Wednesday, 14 December 2016 Syrian crisis Aleppo esolved, That this House express deep concern with the situation in Aleppo and call on all parties to cease hostilities immediately to ensure the protection of civilians and prevent what is already a major humanitarian disaster from getting worse, and call on the United Nations Security Council to put aside political differences, demand an end to all attacks, and immediately move to provide assistance to the thousands of Syrian people who are caught up in the fighting to stop the brutal and indiscriminate slaughter of civilians (Andrew Little). 2 Petitions The presentation of one petition was announced (see Schedule for petitions presented). 3 Papers Two papers were announced as published under the authority of the House. 57 57 Citizens Initiated eferenda Under the Citizens Initiated eferenda Act 1993, non-binding referendums can be held on any subject. There are seven steps in the process. These steps are: 1. A referendum proposal is submitted to the Clerk of the House of epresentatives. 2. The Clerk advertises the proposed question. The Act allows 28 days for submissions and three months in total for the determination of the final wording of the question. 3. The Clerk, after consulting with the promoter and any other person, determines the final wording of the question. 4. The organiser gathers the signatures of at least ten percent of registered electors and delivers the petition to the Clerk within 12 months of the publication of the determination. The petition lapses if it is not delivered within this time. 5. The petition is checked for compliance. If all is correct the Speaker presents the petition to the House of epresentatives. If there are insufficient signatures, the Clerk certifies that the petition has lapsed. The promoter may re-submit the petition with additional signatures within two months of certification that it has lapsed. 6. The Governor-General sets a date for the referendum within one month from the date of presentation. The referendum must be held within a year of the date of presentation unless 75% of all members of the House vote to defer it. 7. The referendum is held and the result is declared.
