7 Governor s Budget Budget Released Last Friday, February 1 $352 Million for Housing Governor DeSantis fully funded the Sadowski state and local housing programs in his budget.

9 Statement from Jaimie Ross By fully funding the Sadowski state and local housing programs in his budget, Governor DeSantis is providing great leadership for Florida by proposing to finally end the sweeps of housing trust funds. We applaud Governor DeSantis for distinguishing himself as a Governor who gets it; the Sadowski state and local housing trust fund programs are the best way for Florida to meet the enormous housing need in Florida from ending homelessness to providing modest workforce homeownership opportunities. If the Legislature follows the Governor s lead, Florida will see a positive economic benefit of over $4 billion dollars. I don t think that the value of the Governor putting full funding [into affordable housing programs] in his budget can be overstated, Ross said. "For the first time in over a decade, DeSantis would not sweep money from the state s affordable housing trust fund into other budget expenses. Instead, he would devote the estimated $338 million toward providing low-interest loans for developers of affordable housing and building affordable housing for low- and middle-income families. - February 4, 2019

Ron DeSantis budget plan: More money for environment, schools, housing "In a departure from what the Republican-led Legislature has done in recent budget years, DeSantis wants all money in the affordable housing trust fund, known as the #Sadowski Fund, to be used for affordable housing. Lawmakers have swept those funds to pay for other items in all but a handful of years in the last decade a decision consistently slammed by housing. - February 4, 2019

Polsky- requires certain agencies to provide a report to Legislature relating to use of Sadowski funds intended to be an anti-sweep bill, not intended to apply to housing providers. SB 568 and HB 443 Senator Diaz/Rep. Rodriguezextends direction to property appraisers to assess properties that have an affordability restriction of at least 20 years to have that restriction considered in arriving at valuation

29 How do we know how much money to ask for? We ask for the appropriation of all the state and local housing trust fund money; the money collected from the portion of the doc stamp that is dedicated for affordable housing. The trust fund money is automatically deposited into the state and local housing trust funds by operation of law (that s what the Sadowski Act- which passed in 1992 accomplished- we have a dedicated revenue source for housing). In FY that is approximately $352 million.

30 What is the Split Between Local SHIP and State Programs? 70% goes to the Local Government Housing Trust Fund for the State Housing Initiatives Partnership (SHIP) Program $ million for SHIP 30% goes to the State Housing Trust Fund for the Florida Housing Finance Corporation programs such as the State Apartment Incentive Loan (SAIL) Program $ million for SAIL SHIP 30% 70% SAIL
