1 SHIAWASSEE COUNTY BOARD OF HEALTH September 6, 2018 Present: John Pajtas, Patricia Cords, Mary Buginsky, Commissioner Jeremy Root, Commissioner Brandon Marks Absent: Staff: Larry Johnson, Nicole Greenway, Jodi DeFrenn, Casey Elliott, Rex Pierce Teleconference: Public: John Morovitz I. Call to order The meeting was called to order by Mary Buginsky at 4:00 p.m. II. Ill. IV. Additions to the agenda Motion made by Patricia Cords to accept agenda as written, supported by John Pajtas. Motion carried. Approval of minutes of past meeting Motion made by John Pajtas, supported by Patricia Cords to approve the August 2, 2018 minutes as presented. Motion carried. Report of Chairman Discussion occurred on the Shiawassee River Trail development and clearing impediments in sections of the river. V. Finance Committee 1. Approve Bills: Motion made by John Pajtas to approve bills from August 16, 2018 in the amount of $16, and authorize the Health Department to pay the same, supported by Com. Brandon Marks. Motion carried. All yeas. Motion made by John Pajtas to approve bills from September 6, 2018 in the amount of $157, and authorize the Health Department to pay the same, supported by Com. Brandon Marks. Motion carried. All yeas. 2. Write off Accounts Receivable: VI. Director's Report Larry took a moment to recognize and remember Jim Capitan. 1
2 Financial Statements Budget is in good shape. Discussion occurred on the financing of the Captain building addition. Discussion occurred on the annual budget submittal to the county and the recommendation to restore the County General Fund appropriation to 2017 levels. Motion by John Pajtas supported by Patricia Cords to approve CY 2019 budget, including Environmental Health fee schedule and recommendation of County General Fund appropriation to be restored to 2017 level and forward to Board of Commissioners. Motion carried. All yeas. Emergency Preparedness Swine Flu 1 pig tested positive at the Shiawassee County Fair Incredibly quick response Great partnership PFAS GD Assisting with preparing for a possible response Continued partner meetings Reviewing best practices September is National Preparedness Month, Do1Thing Calendars will be available for Board of Health next month. Personal Health Immunizations Clinic is very busy GD 340 vaccines have been administered o Last year at this same time 338 vaccines were administered 53 waivers for the month of August o Same number of waivers given in August of 2017 HEPA 18 cases 2-proable cases, case follow-up is taking place Continue to do outreach a hold vaccine events Swine Flu - Shiawassee County Fair No report of human cases Personal Health staff: o Triaged phone calls 2
3 o Answered questions o Provided communications Nicole and Staff are Working on Three Initiatives: Maternal Smoking Working with a medical student from CMU Developing a survey for OB offices Survey results will allow for tailored messaging Exploring other health departments best practices Obesity In the early stages The Period of PURPLE Crying Supports parents and caregivers in their understand of early increased infant crying Aimed to reduce the incidence of shaken baby syndrome and infant abuse 111 Exploring initiative/partnership with Memorial Healthcare Environmental Health Household Hazardous Waste Collection September 29, 2018 At the HHW site on Chippewa Trail, just north of VG's 8:00 a.m. - 12:00 p.m. PFAS 34 sites have been tested 4-6 weeks for water test results Learning best practices for response from other jurisdictions Next week a meeting will be held with Trent Atkins (county emergency manager) to discuss action steps Casey discussed and presented on continuing noncompliance issues with Newport Co_ney Island and informed the Board of Health that if compliance cannot be reached by the given deadline, the next step in enforcement is to have a formal meeting with the Board of Health, discussion occurred. Administration Building is progressing nicely. Currently interviewing for our Director of Finance position. Discussion occurred on Board of Health vacancies and the ability to make quorum due to the vacancies left with the passing of Jim Captain and the leaving of Gene Paez. Motion made by John Pajtas to recommend immediate appointment of Dr. John Morovitz to the Board of Health to fill out the term of Jim Capitan and recommend immediate 3
4 appointment of John Plowman to the Board of Health to fill out the term of Gene Paez and forward recommendation to the Board of Commissioners for approval, supported by Com. Jeremy Root. Motion carried. Contracts Request authorization to sign the contract agreement between the Shiawassee County Health Department and Convenient Urgent Care for Sexually Transmitted Infection Services in the amount of $60.00 per visit for period of October 1, 2018 through September 30, Motion made by Com. Jeremy Root to forward the agreement to the Board of Commissioners for approval, supported by Com. Brandon Marks. Motion carried. All yeas. Equipment Vacant Position Travel Motion made by John Pajtas, to approve consent agenda, supported by Com. Jeremy Root. Motion carried. All yeas. 2 employees for 1 night in September to Bay City for Breast Feeding Peer Counselor Training, per county policy. 3 employees and 1 board member for 2 nights in October to Bay City for the Premier Public Health Conference, per county policy. 1 employee for 2 nights in September to Mt. Pleasant for MALPH Accounting Conference, per county policy. 1 employee for 1 nights in September to Traverse City for DEQ Type II Public Water Conference, per county policy. 1 employee for 2 nights in September to Ann Arbor for WIC Training, per county policy.
